RECOMMENDED MOTION: I move for approval of Ordinance 2014-PLUMB-TA-G-1032,
"An Ordinance Amending Section 10-1-1 and Section 10-1-2 of Title 10 (Building Regulations)
of the Village Code Regarding Updates to the Plumbing Code"
Background/History:
At the direction of the Village's Chief Building Inspector, I have amended Sections 10-1-1 and
10-1-2 of Title 10 (Building Regulations) to reflect a mandatory 2014 edition of the State of
Illinois Plumbing Code which supercedes the 2004 edition delineated in the Village Code.
Recommendation:
I recommend that this Ordinance be approved.

ORDINANCE 2014-PLUMB-TA-G-1032
AN ORDINANCE AMENDING SECTION 10-1-1 AND SECTION 10-1-2
OF TITLE 10 (BUILDING REGULATIONS) OF THE VILLAGE CODE
REGARDING UPDATES TO THE PLUMBING CODE
WHEREAS, Title 10, titled "Building Regulations," of Chapter 1, titled "Building Code," of Section
1, titled "Building Codes Adopted," of "The Village Code of the Village of Oak Brook," as amended
("Village Code"), adopts by reference certain model building codes (collectively, the "Model Codes"),
including the 2004 edition of the State of Illinois Plumbing Code ("2004 Illinois Plumbing Code") and
the 2009 edition of the International Plumbing Code ("2009 International Plumbing Code"); and
WHEREAS, Title 10, titled "Building Regulations," of Chapter 1, titled "Building Code," of Section
2, titled "Building Code Amendments," of the Village Code sets forth certain amendments to the Model
Codes that apply within the Village, including amendments to the 2004 Illinois Plumbing Code ("2004
Plumbing Code Amendments") and to the 2009 International Plumbing Code ("2009 Plumbing Code
Amendments"); and
WHEREAS, the State of Illinois has released the 2014 edition of the Illinois Plumbing Code
("2014 Plumbing Code"); and
WHEREAS, the Village desires to: (i) repeal the 2004 Illinois Plumbing Code and the 2004
Plumbing Code Amendments, (ii) clarify the applicability of the 2009 International Plumbing Code and
2009 Plumbing Code Amendments, and (iii) adopt by reference the 2014 Plumbing Code without
amendment("Text Amendment"); and
WHEREAS, the Village President and Board of Trustees deem the Text Amendment, as set forth
below, to be in the best interests of the Village.
NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Building Codes Adopted. Section 1, titled "Building Codes Adopted," of Chapter
1, titled "Building Code," of Title 10, titled "Building Regulations," of the Village Code is hereby amended
to read as follows:
"10-1-1: BUILDING CODES ADOPTED:
D. State of Illinois Plumbing Code: 2904 2014 edition, published by the Illinois
Department of Public Health.

chapters C and F, published by the International Code Council, Inc.,which address

Section 3: Repealer. The following subsections of the Village Code are hereby repealed in
their entirety and reserved for future use: Subsection D, titled "State of Illinois Plumbing Code
Amendments," of Section 2, titled "Building Code Amendments," of Chapter 1, titled "Building Code," of
Title 10, titled "Building Regulations."
Section 4: Severability. If any provision of this Ordinance or part thereof is held invalid by a
court of competent jurisdiction, the remaining provisions of this Ordinance shall remain in full force and
effect, and shall be interpreted, applied, and enforced so as to achieve, as near as may be, the purpose
and intent of this Ordinance to the greatest extent permitted by applicable law.
Section 5: Effective Date. This Ordinance shall be in full force and effect from and after its
passage, approval, and publication in the manner provided by law.
