Burke Engineering, Ltd. FROM: Jim Bosma, P.E., Project Engineer r BUDGET SOURCE/BUDGET IMPACT: $199,350 from Infrastructure Funds for Roadway Improvements Account 461-76200 RECOMMENDED MOTION: I move that the Village Board approve the attached Engineering Services Agreement with Christopher B. Burke Engineering, Ltd. for the design of the 2015 Street Improvement Project in the not-to-exceed amount of $199,350 and approve Resolution R-1396. Background/History: Included within the 2014 Budget are funds for the design of the 2015 Street Improvement Project (please also see attached map). The attached proposal for design engineering by Christopher B. Burke Engineering, CBBEL, is 6.6% of the estimated cost of $3,011,000 (an average of the consultant's and the Village's opinions) which is a reasonable percentage for this paving project. Brief descriptions of the project locations are below. Lincoln Road will be more-or-less reconstructed to a standard cross-section with satisfactory drainage, similar to what recently done for nearby Coolidge Street. The last paving project here was in 1995 (twenty years old next year). Ct 'r . This is further necessitated by the maintenance burden towards the developing potholes. Spring Road, in the Fullersburg area, will have a standard resurfacing which was last done in 1998 (seventeen years old next year). This is further necessitated by the maintenance burden towards the significant deterioration along the center line. The Village Hall parking lot will have the west half of the parking lot repaved which will complete the repaving of the entire parking lot since it was reconfigured in 2002 with the Village Hall building additions. Some outer driving lanes will be simply resurfaced and the interior parking areas/lanes will be reconstructed to handle properly the traffic loads—just as was done in the 2012 and 2014 Village Hall parking lot projects. Windsor Drive, Swift Drive and Bliss Drive will have a standard resurfacing which was last done in 1996 (nineteen years old next year). This is further necessitated by the maintenance burden toward the developing potholes. These streets are within the large business district northeast of 22nd Street and York Road. The paving done in the York Woods area shall occur over the remaining subdivision streets not completed in 2013. Half of these project streets have recent temporary patches from this year's water main installations — which will require a slightly thicker pavement resurfacing than the other half of the project streets to be done here by standard resurfacing. Some minor drainage improvements are also anticipated. We anticipate completing the design by March, followed by bidding in April and then construction occurring from May to September. Christopher B. Burke Engineering was first selected during a Request For Qualifications (RFQ) process three and a half years ago regarding our paving projects. We have had very good success on all their completed paving projects. Recommendation: I recommend approving the attached Engineering Services Agreement with Christopher B. Burke Engineering, Ltd. for design engineering for the 2015 Street Improvement Project. BURKE ENGINEERING, LTD FOR DESIGN SERVICES RELATED TO THE 2015 STREET IMPROVEMENT PROJECT WHEREAS, the Village has budgeted funds for the design and bidding of the 2015 Street Improvement Project("Project') in its budget for Fiscal Year 2014; and WHEREAS, the Village desires to retain an engineer to provide engineering design and bidding services for the Project("Services"); and WHEREAS, Christopher B. Burke Engineering, LTD ("Burke") previously provided satisfactory engineering services to the Village during the design and bidding phases of the 2011, 2012, 2013, and 2014 Paving Projects; and WHEREAS, pursuant to the Local Government Professional Services Selection Act ("Act'), 50 ILCS 510/0.01 et seq., and Section 1-7-6 of the Village Code, the Village is not required to follow the notice, evaluation, and selection procedures set forth in the Act for engineering services provided by engineers who have a satisfactory relationship with the Village; and WHEREAS, the Village and Burke desire to enter into and execute an agreement for Burke to provide the Services to the Village for an amount not to exceed $199,350 ("Agreement'), which Agreement is attached to this Resolution as Exhibit A; and WHEREAS, the President and Board of Trustees have determined that it is in the best interest of the Village to enter into the Agreement; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of the Agreement. The President and Board of Trustees hereby approve the Agreement by and between the Village and Burke in substantially the same form as attached as Exhibit A. Section 3: Authorization and Execution of the Agreement. The Village President and Village Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement fully executed by Burke. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
