TO OPERATE AND MAINTAIN A DIGITAL FIBER OPTIC FIBER OPTIC TELECOMMUNICATION SYSTEM: • SYSTEM Village Attorney Martens informed the Board of the six-month negotiation process with Metropolitan Fiber Systems for contracting a fiber optic system through the Village of Oak Brook. He noted Trustees Bartecki and Payovich were instrumental in the negotiation process. The question of the authority of municipalities imposing a franchise fee was approved, but the case is up for a rehearing. Trustee Shumate noted the franchise agreements with Continental Cablevision and the telephone company allows them to install the fiber optic cable. Continental Cablevision has increased their fees and never came before the Board for an approval. If it is not regulated, the companies can do what they want and now a third company wants to do this.
