SUBJECT: Ambulance Stretcher Lift Purchase

BUDGET SOURCE/BUDGET IMPACT: 2015 EMS Program 731-90100, in the amount of
$45,572.
RECOMMENDED MOTION: I move that the Village Board approve the purchase of two
(2) electrically operated hydraulic power stretcher lifts.
Background/History: The department operates two (2) frontline ambulances each recently
equipped with a battery powered hydraulic patient cot manufactured by Stryker Medical, whom
continues to be one of the world's leading medical technology companies in designing,
developing, and providing high quality, dependable and rugged patient transportation products.
Designed to meet the latest industry safety standards, Stryker products are used in over 100
countries and is the exclusive patient transport product of the United States Military.
In our attempt to provide a safe work environment, enhance employee safety and ultimately
reduce unnecessary risk and injuries resulting from the amount of manual lifting experienced by
responding Emergency Medical Services (EMS)personnel on a daily basis, the addition of
innovative electrically powered hydraulic power lift systems for our stretchers, will have a
dramatic positive impact on effectively addressing injury prevention and subsequently reducing
potential short and long term Workers' Compensation claims as the newer device will reduce
bending,turning and squatting type maneuvers.
Working collectively with our partners at Intergovernmental Risk Management Agency (IRMA),
studies indicate that significant cost savings would be realized from installing the hydraulic load
systems. Statistically, power cots could save EMS personnel from lifting as much as 1,500
pounds per person, every shift.
As a member of IRMA, we have been afforded a 22%price reduction through Stryker and are
now eligible for funding (grant)toward our purchase that could reflect a refund to the Village of
as much as 1/3 of the cost of a single stretcher system up to a maximum dollar amount of
$15,000. Once approved and received, the appropriate paperwork requesting the reimbursement
will be submitted.
Stryker Medical is currently the sole source proprietary vendor that is capable of providing this
highly specialized, patented and unique piece of equipment. We are extremely pleased with the
performance and reliability of all of our current Stryker products, but recognize that our existing
power stretchers are only half of the equation necessary to meet today's standard of care and
injury prevention.
The Foreign Fire Insurance Board has also recognized the importance and benefits of these new
stretcher power load systems and our assisting in this purchase by providing funding in the
amount of$6,110 above the requested$45,572 to accommodate the extended warranty and
complete installation of the two power lift systems.
Recommendation:
That the above motion be presented to the board for approval.

A RESOLUTION APPROVING THE PURCHASE OF AMBULANCE STRETCHER LIFTS FROM
STRYKER MEDICAL
WHEREAS, the Village operates two frontline ambulances equipped with a battery powered
hydraulic patient cot manufactured by Stryker Medical; and
WHEREAS, the Village desires to purchase two hydraulic power stretcher lifts for its ambulances
("Lifts"); and
WHEREAS, Stryker Medical is currently the sole source proprietary vendor for lifts that operate
with the Village's current equipment; and
WHEREAS, Section 1-7-7 of the "Village Code of Oak Brook, Illinois" ("Village Code") provides
that contracts, which by their nature are not adapted to award by competitive bidding or competitive
proposals, such as when an item is only available from a single source, are exempted from competitive
bidding and competitive proposal requirements; and
WHEREAS, the Village President and Board of Trustees, being fully advised in the premises,
have determined that it is in the best interests of the Village and its residents to authorize the purchase of
the Lifts from Stryker Medical for an amount not to exceed $45,572;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Purchase. The Village Manager is hereby authorized and directed to
execute such documents and make such payments as are necessary to purchase the Lifts for a total not-
to-exceed cost of$45,572.00.
Section 3: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two-thirds of the Trustees and its approval in the manner provided by law.
