RE: Resolution for Chain of Command in Declaring Local Disaster Emergencies ii
Attached is a sample of a resolution regarding the above-mentioned subject.
According to the County and Elmhurst ESDA officers, we need to appoint a Chain
of Command in dec ar1ng a local disaster to provide general immunity from liability.
Please note that interim successors in the event that the Village President cannot
be contacted will be in order of seniority of the Trustees. Could you please
suggest proper wording, if necessary, to allow for an instance where there might
be two officials with:the same seniority date.

RE: Resolution for Chain of Command in Declaring Local Disaster Emergencies

One of the important aspects In any disaster is for the Chief Executive Officer
of the Village to be available to aid in the emergency and to exercise.his duties I'
and re lxn$Ibi ities of the office. One the most important functions needed to
be (lane in may disasters is to declare that there is a local disaster. In order
that the Village of Oak Brook may properly perform its emergency functions,
we gseed to designate Interim Emergency Successors who can be contacted in
e event of a local disaster emergency and the Principal Executive Officer,
the Village President, is unable to be located.
Village Attorney Brechin and I have prepared, in accordance with the State and
County ESDA requirements, the attached Resolution approving the Chin of Command.
We have suggested that the Interim Emergency Successors be Village Trustees
and that the line of succession be based upon the order of seniority of the Village
Trustees.
