the lowest bidder, AYS Landscape Company, on a performance cost basis.

B. 22nd Street/Spring Road (7CS) Rehabilitation:
Direction given at the Regular Meeting of November 12, 1985 to obtain
additional information.

To authorize Staff to negotiate a form of contract with Crawford,
Murphy & Tilly, Inc. to provide a preliminary rehabilitation study for
22nd Street (Route 83 to I-5) and Spring Road (22nd Street to Harger
Road).

VI. NEW BUSINESS:
A. Open Forum:
Staff was directed to do the following:
1) Include an update of progress being made for a southbound entrance from
22nd Street unto I-294 with the quarterly reports;
2) Prepare an ordinance to alleviate the keeping of "junk" and inoperable
vehicles on private property; and
3) Clean Midwest Road from the bridge to the entrance to Ginger Creek
Subdivision.

The Regular Meeting of the Board of Trustees was called to order at 7:45 P.M. in
the Samuel E. Dean Board Room of the Village Commons by President Cerne.

41110ORDINANCE NO. G-371 AN ORDINANCE PROHIBITING ABANDONED VEHICLES IN THE
VILLAGE OF OAK BROOK:
Proposed ordinance amends Chapter 9 , "Offenses and Miscellaneous
Provisions" of the Code of Ordinances relating to abandoned vehicles on
private property.
Trustee Bushy moved, seconded by Trustee Maher...
To pass and approve Ordinance No. 0-371 as presented and waive reading
of same.

To authorize payment of payout #1 to Hoppe's Trenching for installation
of one (1") inch water services to each of the two (2) lots within the
subdivision in the amount of $1,700.00, leaving a 10 percent (10%)
balance of $170.00, subject to receipt of waivers.

MEMO TO: Village President, Board of Trustees and Village Manager
FROM: Richard A. Martens, Village Attorney
SUBJECT: Abandoned Vehicle Ordinance
In response to the concerns of residents in Timber Trails and certain areas
along York Road, I have drafted the attached abandoned vehicle ordinance which
prohibits persons from allowing abandoned vehicles to remain on their property
in plain view for longer than seven (7) days. In general, an abandoned vehicle
is one in a state of disrepair rendering the vehicle incapable of being driven
in its condition or one which has not been moved or used in seven or more days
and is apparently deserted. I would note that the ordinance specifically allows
inoperable vehicles to be maintained in enclosed buildings.
Hopefully this ordinance will allow us to address the automobile blight brought
to our attention by the Timber Trails and York Road residents.
