AGENDA ITEM Regular Board of Trustee of February 10, 2015 SUBJECT: Award of Contract—Replacement Vehicles Four(4)Chevrolet Tahoe SUVs—Suburban Purchasing Cooperative FROM: Rania Serences, Senior Purchasing Assistant BUDGET SOURCE/BUDGET IMPACT: $158,000 is budgeted in Equipment Replacement ( 42' 90200) for this purchase. RECOMMENDED MOTION; X move that the Village Board waive further bidding since the Suburban Purchasing Cooperative already conducted the bid process and issue a purchase order to Currie Motors, Forest Park, Illinois for four (4) 3015 Chevrolet Tahoe Police Patrol Package SK}Va in the amount of $834,797,76($33,699,44 per vehiule),and approve Resolution 2015-DD-VEH-PG-R-1434. %nuekgromod/Himtmrv: Five(5) police vehicles were scheduled for replacement in the 2015 budget: 301, 302, 308, 309 and 316. In January of 2015, the Village Fleet Management Committee met in accordance with the Village's Fleet Management Policy. The committee considered the following factors prior to reaching a recommendation: years in service, miles driven, engine hours, maintenance history, anticipated maintenance costs and resale value. The committee, with the concurrence of the Public Works Head Mechanic (Alex Kostueck), is recommending the replacement(purchase)of four(4)vehicles. Unit 301, 308 and 309 should be replaced based on the current mileage, the projected mileage at changeover, engin hours, anticipated future maintenance costs and current resale value. Unit 316 is a Ford Escape that is not rated for "o' ooiul service", Although current mileage, projected mileage at changeover and engine hours contributed to the recommendation to replace 316' the overwhelming justification is the maintenance history and anticipated future maintenance costs. The committee recommends replacing 316 with unit 302. Doing so will extend the service life of that vehicle by two years. If approved on Tuesday, delivery is expected approximately 160 days after receipt of order. The vehicles being replaced will be sold through the State of Illinois iBid Program (an ordinance to declare the vehicles surplus will be presented at that time). In addition to the purchase price for the vehicles, there will be additional costs of approximately$22,500 (approximately $4,500 for Units 301, 308, and 309, and $9,000 for Unit 302) for the necessary interior police equipment that is currently standard in all marked police vehicles, and installation. Recommendation: That the Village Board waive further bidding since the Suburban Purchasing Cooperative already conducted the bid process and issue a purchase order to Currie Motors, Forest Park, Illinois for four (4) 2015 Chevrolet Tahoe Police Patrol Package SUV's in the amount of $134,797.76 ($33,699.44 per vehicle), and approve Resolution 2015-PD-VEH-PG-R-1434. RESOLUTION 2015-PD-VEH-PG-R-1434 A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING THE PURCHASE OF CERTAIN REPLACEMENT POLICE VEHICLES WHEREAS, the 2015 budget includes $158,000 in the Equipment Replacement Fund for the purchase of replacement vehicles for use by the Village Police Department; and WHEREAS, the Village desires to purchase four 2015 Chevrolet Tahoe Police Patrol Package SUV's ("Replacement Vehicles"); and WHEREAS, after the Village purchases the Replacement Vehicle, the Village will equip the Replacement Vehicles with the necessary police equipment; and WHEREAS, the Village participates in the Suburban Purchasing Cooperative ("SPC"), which permits local governments to purchase commodities and services according to contracts bid and negotiated by the SPC, resulting in significant savings for the Village; and WHEREAS, the SPC sought bids for the purchase of the Replacement Vehicles and identified Currie Motors of Frankfurt, Illinois ("Currie Motors"), as the lowest responsible bidder; and WHEREAS, Section 1-7-10 of the Village Code authorizes the Village to join with other units of government in cooperative purchasing plans when it is in the best interests of the Village; and WHEREAS, because SPC already conducted competitive bidding processes for the purchase of the Replacement Vehicles,.Village staff has recommended that the Village waive competitive bidding and approve the purchases of the Replacement Vehicles from Currie Motors for a total amount not to exceed $134,797.76; and WHEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to so waive competitive bidding and to approve the purchase of the Replacement Vehicles; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding requirements for the purchase of the Replacement Vehicles are hereby waived in accordance with Section 1-7-4 of the Village Code. Section 3: Authorization of Purchase of the Replacement Vehicles. The purchase of the Replacement Vehicles from Currie Motors in a total amount not to exceed $134,797.76 is hereby authorized. Section 4: Execution of Required Documentation. The President and the Village Clerk shall be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to complete the purchases pursuant to Sections 3 of this Resolution. Section 5: Effective Date. This Resolution shall be in full force and effect from and after its passage by two-thirds of the Trustees and its approval in the manner provided by law.
