SUBJECT: Award of Contract—2015 Street Improvement Project

BUDGET SOURCE/BUDGET IMPACT: $4,292,780 is included in the Infrastructure Fund
for Roadway Improvements (461-90700)
RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Central Blacktop Co. Inc., LaGrange, Il., for the
2015 Street Improvement Project based on the unit prices on the attached bid tabulation,
for an estimated total project price of $2,929,438.10, and that the Village Board adopts
Resolution R-1453.
Background/History:
A solicitation for bids for the 2015 Street Improvement Project was on the Village website on
Thursday, March 26, 2015. Bid packages were picked up by seven (7) companies. Four (4)
sealed bids were received and opened on Thursday, April 16, 2015. Christopher B. Burke (our
consulting engineer) recommends that we award the contract to the lowest responsive and
responsible bidder, Central Blacktop Co., Inc. (see attached letter). Staff received and reviewed
references and is satisfied. Also, Central Blacktop Co., Inc. completed the 2013 Street
Improvements Project satisfactorily.
The Street Improvement Project consists of the following work:
• Lincoln Road will be reconstructed to a standard cross-section with satisfactory drainage,
similar to what recently done for nearby Coolidge Street.
• Naton-ia Court, Natoma Drive and Spring Road, in the Fullersburg area, will have the
standard resurfacing.

• Windsor Drive, Swift Drive and Bliss Drive will have standard resurfacing.
• The west half of the Butler Government Center parking lot will be repaved.
• The paving done in the York Woods area will be the remaining subdivision streets that
were not completed in 2013.
Work should begin in late-May and be completed by mid-October.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, Central
Blacktop Co. Inc., LaGrange, Il., for the 2015 Street Improvement Project based on the unit
prices on the attached bid tabulation, for an estimated total project price of$2,929,438.10, and
that the Village Board adopts Resolution R-1453.

Dear Mr. Hullihan:
Christopher B. Burke Engineering, Ltd. (CBBEL) has reviewed the four (4) bids that were
opened and read publicly at 10:00 a.m. on Thursday, April 16, 2015 at the Village Hall (bid
tabulation attached). The apparent low bidder is Central Blacktop Co., Inc. with an as read
bid amount of$2,929,438.10.
CBBEL has reviewed the proposal documents and verified that Central Blacktop Co., Inc. is
indeed the low bidder. Central Blacktop Co., Inc. has previously worked in the Village of
Oak Brook, most recently completing the Village's 2013 Street Improvement Project on-time
and under budget. CBBEL recommends award of the 2015 Street Improvement Project to:

RESOLUTION 2015-ENG-ST-IMPROVE-CNTRCT-R-1453
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A CONSTRUCTION
CONTRACT RELATING TO THE 2015 STREET IMPROVEMENT PROJECT BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND CENTRAL BLACKTOP CO., INC.
WHEREAS, the Village desires to make certain street and infrastructure improvements to Lincoln
Road, Natoma Court, Natoma Drive, Spring Road, Windsor Drive, Swift Drive, Bliss Drive, the west half of
the Butler Government Center parking lot, and the York Woods streets that were not improved in 2013
(collectively, the "Project"); and
WHEREAS, the Village solicited bids for the completion of the Project ("Construction
Services"); and
WHEREAS, the Village received four bids for the Construction Services; and
WHEREAS, Central Blacktop Co., Inc., of LaGrange, Illinois ("Centraf'), was the lowest
responsive and responsible bidder for the Construction Services; and
WHEREAS, the Village and Central desire to enter into and execute an agreement for Central to
provide the Construction Services, which agreement is attached hereto as Exhibit A ("Construction
Contract'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to award the Project to Central and enter into the Construction Contract;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Award of Contract. The purchase of Construction Services from Central for a
total amount not to exceed $2,929,438.10 shall be, and is hereby, approved.
Section 3: Authorization and Execution of Construction Contract. The Village President and
Village Clerk shall be, and hereby are, authorized to execute the Construction Contract in substantially
the same form as attached hereto as Exhibit A, after receipt of the final Construction Contract fully
executed by Central.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
