R E 3 0 L U T I 0 N
WHEREAS, DR. JOSEPH J. 3TACHNIA[, has faithfully served the Village of
Oak Brook in his capacity as a member of the Plan Commission from Nay, 1985 through
January, 1990; and
WHEREAS, the said DR. JOSEPH J. STACHNIA';, has also served the greater
Oak Brook community in other grays, such as through the Lions Club and long
membership in various horticultural organizations; and
WHEREAS, during the performance of said service and activity,
DR. JOSEPH J. STACHNIAK has given unselfishly of his time and effort, contributing
thereby to the progress and Well-being of the said Village and its citizens; and
WHEREAS, the President and Board of Trustees are of the opinion that a
record of such service should be made and spread upon the records of said Village;
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of
the Village of Oak Brook that the said DR. JOSEPH J. STACHNIAE be and he hereby is
commended for his service to the Village of Oak Brook, and the citizens thereof, as
a member of the Plan Commission as aforesaid.
BE IT FURTHER RESOLVED that the President and Board of Trustees of the
Village of Oak Brook, for and on behalf of said Village and its citizens, do hereby
extend their appreciation and gratitude to the said DR. JOSEPH J. STACHNIAL for his
public service as aforedesoribed.
BE IT FURTHER RESOLVED that a duly certified copy of this Resolution be
delivered to the said DR. JOSEPH J. STACENIAL and that this Resolution be spread
upon the official permanent records of said Village.
PASSED AND APPROVED by the President and Board of Trustees of the Village
of Oak Brook, DuPage and Cook Counties, Illinois, this 13th day of February, 1990.

MEETING CALL:
The Regular Meeting of the Board of Trustees was called to order by President
Cerne in the Samuel E. Dean Board Room of the Village Commons at 7:30 P.M.

That the Minutes of the Regular Meeting January 23, 1990 by approved as
presented and waive the full reading thereof.

B. PRESENTATION - APPRECIATION PLAQUE FROM DISTRICT #53 REGARDING OAK
BROOK'S "DARE" PROGRAM:
Representatives from School District #53 gave a presentation to the
Village Board and Police Detective Ed Caspers for the Oak Brook "DARE" j
Program. President Cerne accepted an appreciation plaque on behalf of
the Village. President Cerne thanked the participants and Oak Brook 1
Police Department for their excellent operation of the Drug Awareness
Program.
III. ORDINANCES AND RESOLUTIONS:
A.) RESOLUTION NO. R-490 RESOLUTION OF APPRECIATION - DR. JOSEPH J.

President Cerne read in its entirety a proposed Resolution commending
Dr. Joseph J. Stachniak for his service to the Village as a member of c
the Plan Commission from May 1985 through January 1990.

To pass Resolution No. R-490 as presented.

B. ORDINANCE NO. 5-682 AN ORDINANCE PROVIDING FOR THE PARTIAL ABATEMENT
OF THE 1989 TAX LEVY OF THE $10.2704000 GENERAL OBLIGATION RECREATION
BONDS OF THE VILLAGE OF OAK BROOK ILLINOIS DATED STEPTEMBER 1 1
Trustee Bartecki moved, seconded by Trustee Bushy...
To pass Ordinance No. 3-682 as presented and waive the full reading
thereof to authorize a Tax Abatement of $300,000 of the tax to be
levied in 1989 for the Sports Core Bond retirement and that said
abatement be funded by the Debt Service Fund for 1989-90 and 1990-91.

Dear Dr. Stachniak:
In reviewing our Plan Commission records, I note that your term as a Plan
Commission member has expired. Your service since May 14, 1985 has seen
significant issues handled by the Plan Commission, including the Comprehensive Plan
update and the Ernie/Pyle redevelopment, and I hope that you have enjoyed your
participation. Citizen service is a great benefit to the Village, and I believe
that participants receive personal satisfaction equal to their contribution to the
good of the community.
Your successor will be appointed at our first Village Board meeting in February, at
which time we will also adopt a Resolution commending your service. A copy of the
Revolution will formally be presented at our Recognition Dinner, tentatively
scheduled for September 26, 1990, if you are able to attend.
Again, on behalf of the Village and its citizens, I thank you for your service and
interest.
