Meranda, Supt. Public Works Stephen Berley, Village Manager SUBJECT: Public Works Salt Storage Dome RECOMMENDATION: That the Village President and Board of Trustees: 1. Authorize staff to prepare specifications and solicit bids for the construction of a salt storage dome and waive the requirement to install a fire sprinkler system. 2. Approve "Resolution for Improvement By Municipality Under the Illinois Highway Code" for the construction same. Included and approved in the FY 90-91 Motor Fuel Tax Fund is $69,600 for the construction of a fifty (50) ft. diameter salt storage dome. The structure will be a prefabricated type supported by a four (4) ft. high ring wall and will be erected in the northeast corner of the Public Works yard. Presently, our supply of deicer salt is stored inside our Public Works facility creating the following concerns and problems. 1. Because of the tremendous amount of salt dust that is created during both unloading and loading operations, our mechanics, whose work j stations are within 25 feet of the stockpile, have to suspend repairs I and leave the area until the operations are completed and the dust has settled. As this is a poor environment to have our employees exposed to, both the Department of Labor and the Illinois Environmental Protection Agency agree that the salt should be moved out of the building and stored in a well ventilated area. 2. As the amount of salt we can store inside is relatively small, (approximately 250-300 tons) orders and deliveries have to be placed more frequently which simply compounds the dust situation. 3. Because the salt companies that receive the State bid do not always deliver the amount of salt requested or on a timely basis, our inventory can become extremely low. In a couple of instances, we have had to borrow salt from other agencies to get us through a storm event. With the storage dome, we will have approximately 500-600 tons on hand decreasing the amount of orders and insuring an adequate balance. ~ «4 WK ' �I I page 2. i 4. Due to the corrosiveness of the salt, and the year round contact it has with the garage floor, some portions of the floor have spalled which i will require repair at some future time. Naturally with storing the salt outside, the floor condition will not escalate. The site for the dome and the building structure itself has been discussed with both Bruce Bapff and Chief Nielsen and will conform to all existing building and zoning requirements. However, to minimize the visual impact of the structure, and if funda are available, we will be installing several plantings i.e. pine trees, as noted on the attached sketch. Also, we will be specifying earth-tone asphalt ;shingles for the structure to blend in with the surrounding buildings. It should alto be noted that Village code stipulates any accessory building in excess of 1,000 square feet be provided with a fire sprinkler system. The proposed structure is approximately 1,050 square fees:, however, as the only item to be stored inside will be rock salt (no equipment or vehicles) which is not combustible, it is our opinion with the concurrence Chief Nielsen, that the need for same is not warranted and would only add additional cost with no benefit. (approximately 9x10,000 - $15,000 for the installation of a four inch water main and necessary sprinkling equipment) As this structure is being constructed utilizing MFT funds, >.'he attached Resolution is required by IDOT. IDOT will also be approving the specifications and contract documents and will participate in the bid opening as well as the award of contract. In summary, most comavnities store road salt outside under some type of protective building or shed with a storage capacity of 50% of their annual usage. With the space limitations we have, we will be able to construct a 50 ft. diameter dome which is large enough to store 500-600 tons or 35% of our annual usage.
