RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, Industria, Inc, Chicago, I1, for the 2015 Bridge
Improvements Project based on the unit prices on the attached bid tabulation, for an
estimated total project price of $336,404.95, and that the Village Board adopts Resolution
R-1452
Background/History:
A solicitation for bids for the 2015 Bridge Improvements Project was published in the Daily
Herald and on the Village website on Tuesday, March 17, 2015. Bid packages were picked up
by three (3) companies. Two (2) sealed bids were received and opened on Tuesday, April 7,
2015. Crawford, Murphy & Tilly, Inc. (our consulting engineer) recommends that we award the
contract to the lowest responsive and responsible bidder, Industria, Inc. (see attached letter).
The Consulting Engineer reviewed references and staff is satisfied.
The Village has three bridges over Tollways that connect adjacent Village-owned streets. The
bridges are at York Road over I-88, York Road over I-294, and Windsor Drive over I-294. It is
the Village's responsibility to maintain/repair the surface of the decks of these bridges and
everything else that is above the decks, like the side parapet walls and guard rails. Work will be
completed on all three bridges. Additionally, the two bridges along York Road have significant
potholes and damage to the side parapet walls.
Work should begin in mid-May and be completed by late-July.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder,
Industria, Inc, Chicago, I1, for the 2015 Bridge Improvements Project based on the unit prices on
the attached bid tabulation, for an estimated total project price of $336,404.95, and that the
Village Board adopts Resolution R-1452.

Dear Mr. Bosma:
This letter is in response to the 2015 Oak Brook Bridge Improvement project as advertised on
March 17, 2015 with bids opened on April 7, 2014. There were two bids received which are
summarized on the attached bid tabulation. The low bid of$336,404.95 from Industria, Inc. is less
than the Engineer's Opinion of Probable Construction Cost of$343,873.50. The second bid from
Vixen Construction, Inc. was for$349,061.60. It is our opinion that the two bids received are
reasonable and within the range expected for a job of this type and size.
At this time, we recommend the Village award the contract to Industria, Inc., presuming they have
all the required insurances and information required by the contract.
We are also developing our Phase 3 Construction Engineering Agreement and anticipate a draft
submittal within the week for your initial review.

RESOLUTION 2015-ENG-BRIDGE-CNTRCT-R-1452
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF A CONSTRUCTION
CONTRACT RELATING TO THE BRIDGE IMPROVEMENT PROJECT BY AND BETWEEN
THE VILLAGE OF OAK BROOK AND INDUSTRIA, INC.
WHEREAS, the Village desires to make certain bridge and infrastructure improvements to the
bridges that are located on (i) York Road that passes over 1-88; (ii) York Road that passes over 1-294; and
(iii)Windsor Drive that passes over 1-294 (collectively, the "Project"); and
WHEREAS, the Village solicited bids for the completion of the Project ("Construction
Services"); and
WHEREAS, the Village received two bids for the Construction Services; and
WHEREAS, Industria, Inc., of Chicago, Illinois ("Industria"), was the lowest responsive and
responsible bidder for the Construction Services; and
WHEREAS, the Village and Industria desire to enter into and execute an agreement for Industria
to provide the Construction Services, which agreement is attached hereto as Exhibit A ("Construction
Contract'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to award the Project to Industria and enter into the Construction Contract;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Award of Contract. The purchase of Construction Services from Industria for a
total amount not to exceed $336,404.95 shall be, and is hereby, approved.
Section 3: Authorization and Execution of Construction Contract. The Village President and
Village Clerk shall be, and hereby are, authorized to execute the Construction Contract in substantially
the same form as attached hereto as Exhibit A, after receipt of the final Construction Contract fully
executed by Industria.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
