Buffet Foundation FROM: Rania Serences, Senior Purchasing Assistant BUDGET SOURCE/BUDGET IMPACT: Equipment Replacement(342-90200) 3 RECOMMENDED MOTION: I move that the Village Board waive further bidding since the Howard G. Buffet Foundation already conducted the bid process and issue a purchase order to Miles Chevrolet, Decatur, Illinois for one (1) 2015 Chevrolet Tahoe PPV Police Interceptor in the amount of$34,040, and approve Resolution 2015-PD-VEH-PG-R-1488. i Background/History: On July 21, 2015 police vehicle 304 was involved in a traffic crash. The officer driving the vehicle was not responsible for the collision. IRMA declared the vehicle a total loss as a result of the collision. The cash value of the vehicle is$27,100. This amount will be reimbursed to the Village by IRMA. The vehicle was scheduled to be replaced in 2016 but will need to be immediately replaced based on operational needs. Miles Chevrolet currently has a vehicle in stock that meets our needs(see attached order form). The replacement of any equipment within the vehicle damaged as a result of the collision will also be reimbursed by IRMA, Pursuant to the provisions of Section 1-7-10 of the Code of Ordinances and Compiled Statutes, the Village is permitted to join with other agencies in order to benefit from cooperative purchasing arrangements. If approved on Tuesday,delivery is expected approximately 30 days after receipt of order. Recommendation: That the Village Board waive further bidding since the Howard G. Buffet Foundation, on behalf municipal public safety departments, sought bids for the purchase of Vehicles and permits public safety departments to purchase Vehicles pursuant to its bidding process; and WHEREAS, purchasing the Vehicle through the Howard G. Buffet Foundation bid process will likely result in significant savings for the Village; and WHEREAS, Miles Chevrolet of Decatur, Illinois ("Miles'l bid to sell a Chevrolet Tahoe PPV Police Interceptor for a sum of$34,040.00; and WHEREAS the Village desires to purchase the Vehicle from Miles pursuant to bid with the Howard G. Buffet Foundation; and WHEREAS, because Howard G. Buffet Foundation already conducted competitive bidding processes for the Vehicle, the Village staff has recommended that the Village waive competitive bidding and approve the purchase of the Vehicle from Miles; and WHEREAS, the President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to so waive competitive bidding and to approve the purchase of the Vehicle from Miles; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding requirements for the purchase of the Vehicle is hereby waived in accordance with Section 1-7-4 of the Village Code. Section 3: Authorization of Purchase of the Vehicle. The President and Board of Trustees hereby approve the purchase of the Vehicle from Miles for a price not to exceed $34,040.00. Section 4: Execution of Required Documentation. The Village President and the Village Clerk shall be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to complete the purchase pursuant to Sections 3 of this Resolution. Section 5: Effective Date. This Resolution shall be in full force and effect from and after its passage by two-thirds of the Trustees and its approval in the manner provided by law.
