S-785 - 09/27/1994 - PERSONNEL RULES & REGS - Ordinances ORDINANCE 94-BD-BOT-S-785 AN ORDINANCE ESTABLISHING CERTAIN MANAGEMENT POLICIES OF THE VILLAGE OF OAK BROOK WHEREAS, the Village President and Board of Trustees of the Village of Oak Brook (the "Village Board" ) desires to state and affirm certain policies in order to provide appropriate direction for the proper management of the affairs of the Village; NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That it shall be the policy of the Village of Oak Brook to make use of modern management techniques for the purpose of maintaining and improving efficient and cost effective delivery of Village services. This policy shall be evidenced by, but not limited to, the use of financial planning, budgeting and financial control techniques; management by objectives; participatory decision-making; appropriate use of automation and telecommunication technology; and application of other technological and managerial advances from time to time, as available. Section 2: That the Village Board is the sole policy maker for the + Village. The Village Board affirms that the Village Manager shall be responsible for the administration of all Village operations. Operational management of Village departments shall be carried out by professionals in their respective fields, selected pursuant to appropriate procedures and in accordance with the Oak Brook Code, working under the supervision of the Village Manager. Section 3: That the Village Board recognizes the valuable contributions of citizens in their fields of expertise, and that it shall continue to be the policy of the Village Board to utilize that expertise in appropriate instances, both individually and through citizen advisory committees, as a resource for information upon which to make policy decisions. Section 4: That the Village Board will continue to function without standing committees and will use a committee-of-the-whole system for the transaction of the Board' s business. In order to facilitate this system the Village President may designate Village Trustees as liaisons to various Village departments or subject areas for the purpose of facilitating the flow of appropriate business to and through the Board. Liaison Trustees shall have no responsibility or authority regarding operations or supervision within the areas assigned. Liaison assignments may be changed or eliminated by the Village President at any time. Ordinance 94-BD-BOT-S-785 Establishing Certain Management Policies Page 2 Section 5: That formal communication between employees and elected officials will continue to be maintained through the office of the Village Manager. This policy does not apply to informal and informational communication between employees and elected officials, or to communication related to the trustee liaison system provided for in Section 4 hereof. It shall be the responsibility of both elected officials and employees to ensure that the Village Manager is kept advised of such informal communication. Section 6: That all ordinances or resolutions or parts of ordinances and resolutions in conflict with this ordinance are hereby repealed. Section 7: That this ordinance shall be in full force and effect from and after passage and approval pursuant to law. PASSED THIS 27th day of September, 1994.
