S-835 - 11/28/1995 - SPECIAL USE - Ordinances ORDINANCE 95-LY-E1-S- 835 AN ORDINANCE ADOPTING A YOUTH SERVICES POLICY ESTABLISHING A STANDARD OF EQUIVALENT SERVICE FOR YOUNG PEOPLE FOR THE OAK BROOK FREE PUBLIC LIBRARY WHEREAS, during the 1980's, the Illinois State Library prepared Avenues to Excellence, a document which recommends standards for public libraries in the delivery of quality services for their patrons; and WHEREAS, one of the chief recommendations contained in the Avenues to Excellence report is that each library governing board adopt written policies for the operation of their libraries; and WHEREAS, on August 9, 1994, the Board of Trustees passed and approved Ordinance 94-LY-E1-S-778, adopting a General Policy for the Oak Brook Public Library; and WHEREAS, on September 12, 1995, the Board of Trustees passed and approved Ordinance 95-LY-E1-S-830, adopting a Collection Management Policy for the Oak Brook Public Library; and WHEREAS, in keeping with the Avenues to Excellence II report, the staff of the Oak Brook Public Library has developed a Youth Services Policy which provides guidelines for standardizing service to young people in an equitable manner; and WHEREAS, the attached Youth Services Policy has been reviewed and approved by both the Oak Brook Library Commission and the Library Administrator; and WHEREAS, it is in the best interests of the Village of Oak Brook that the attached Youth Services Policy be adopted. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: That the Oak Brook Free Public Library Youth Services Policy, a copy of which is attached hereto and incorporated herein as Exhibit A, is hereby approved and adopted in its entirety. Section 3: That the Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law. Section 4: That this ordinance shall be in full force and effect from and after passage and approval pursuant to law. Materials are selected to meet personal, educational, cultural, informational, and recreational needs according to criteria set forth in the Oak Brook Public Library "Collection Management Policy". The Youth Services collection of young people's materials and programs encourages reading and lifelong learning. Children and young adults are library patrons who share equal importance with adults. The Oak Brook Public Library offers to its young patrons both quality service and access to library resources. All age groups are equally important to the Oak Brook Library and both collection management and programming reflects this viewpoint. The Oak Brook Public Library's Youth Services Department upholds as printed in the "Collection Management Policy" the ALA"Freedom to Read" statement, the "Freedom to View" statement, and the "Library Bill of Rights". Libraries are unique institutions and are charged with being an unbiased repository of recorded expression. While a form is available for concerned patrons to submit who wish a specific work in the library collection to be reconsidered, the Oak Brook Public Library will resist any attempt by a group or individual to remove items from the collection which meet"Collection Management Policy" criteria or to add items not meeting these criteria. In striving to meet the young people's needs within our community, the Library sends a representative on a monthly basis to the PTA meetings at both Brook Forest School and Butler School. The Library also maintains regular contact with the libraries at both these schools as well as Hinsdale Central High School. As staffing permits, this outreach will expand to include all public schools having Oak Brook youth in attendance. Believing in free access to libraries for minors, the Oak Brook Public Library supports these positions: • Young people have the right to use the study carrels, reference room, or reading tables. • The Library encourages each young person to have a library card in his/her name. • Use of the computerized catalog, Infotrac, or other CD-ROM products will be taught to a young person regardless of age. • No materials will be restricted due solely to a user's age. • No restrictions will be placed upon direct loan or interlibrary loan requests if the patron holds a valid Oak Brook Library card. • Young people fall under the restrictions of the Copyright Act, 17 U.S.C. • A professional staff member will conduct reference service requested by a young patron. • Homework will not be done by the Oak Brook Library staff. However, assistance in locating materials that supply answers will be given. • Young people will have displays and bulletin boards available for their information. • The confidentiality of a patron's record will be maintained. However, when parents or guardians are requested to pay fines or fees incurred on their child's card, they are given full information regarding these charges. • Young people's requests for purchase of materials will be treated with respect and consideration. • The Library staff strives to provide programming during the year that is suitable for all age groups. However, each age group will not necessarily have programs during the same time period. • A youth reading program suitable for all age groups will be offered each summer. • Loan periods must be observed regardless of age. Parents are responsible for fines and fees for overdue, lost or damaged materials borrowed by their children under 18 years of age. • Classwide assignments may create unexpected demand in certain subject areas. The Youth Services Librarian may place limits on high demand subjects so that more patrons may take advantage of Oak Brook Public Library's resources. • The Oak Brook Public Library staff will be equally courteous to young people and adults. • Children under the age of six must be accompanied by a responsible adult at all times while in the Library. Behavior Guidelines • Eating or drinking is not allowed in the Library except in special circumstances as supervised by a librarian. • Running is not allowed in the Library. • Physical contact such as shoving or punching is not allowed in the Library, whether between strangers, friends, or family members. • Foul language will not be tolerated. • Inappropriate displays of affection are not allowed. • Listening devices will be allowed only if the person uses headphones and the broadcast/recording cannot be heard by other patrons. • Tipping back, standing on chairs, or abuse of furniture or equipment is not allowed. • Patrons may expect a reasonably quiet and undisturbered environment at the Library. Quiet talking is permitted but must cease if it is disturbing to other patrons.
