Engineering Services Agreement for Design Engineering
with Christopher B. Burke Engineering, Ltd.

RECOMMENDED MOTION: I move that the Village Board approve the attached
Engineering Services Agreement with Christopher B.
Burke Engineering, Ltd. for the design of the 2016 Street
Improvement Project in the not-to-exceed amount of
$193,875 and approve Resolution R-1494.
Background/History:
Included within the 2015 Budget are funds for the design of the 2016 Street Improvement Project
(please also see attached map). The attached proposal for design engineering by Christopher B.
Burke Engineering, CBBEL, is 6.5% of the estimated cost of approximately $3,000,000 (mostly
Village's opinion) which is a reasonable percentage for this paving project. Brief descriptions of
the project locations are below.

The portland cement concrete (PCC) area of 16`n Street (thirty years old next year) will be cost-
evaluated for significant maintenance work either by PCC patching or by replacing the top of the
PCC with asphalt.
Acorn Hill Lane, Glendale Avenue, Washington Street and Wood Road will have a standard
resurfacing which was last done in 1997 (all nineteen years old next year). Some of these
lengths might receive significant shoulder treatment and Glendale Avenue may require
significant coordination with Hinsdale's ownership of part of this road.
Avenue Loire, along west side of the Village, will have a standard resurfacing which was last
done in 1999 (seventeen years old next year). This is further necessitated by the maintenance
burden towards the developing potholes.
Bath & Tennis Drive may have a combination of standard resurfacing and significant
reconstruction depending on the existing asphalt thickness. Some drainage improvements could
occur. The last paving projects here were in 1997 and 2002 (fourteen to nineteen years old).
Camden Court will have a standard resurfacing which was last done in 1996 (twenty years old).
A nearby water reservoir area on Tower Drive will also have significant asphalt reconstruction.
Camelot Drive and Mockingbird Lane will have a combination of standard resurfacing and
significant reconstruction based on observations during this year's water main project. The last
paving project here was 1997 (nineteen years old next year).
Clearwater Drive will have a standard resurfacing which was last done in 1999 (seventeen years
old next year). This will include removing the large adjacent turnaround area used by the trucks
from the former industrial building complex.
Harger Road will have a standard resurfacing which was mostly last done in 2000 (sixteen years
old next year). This includes the part of Harger Road near Spring Road (done in 2005)that had a
water main replacement within it last year.
St. Stephens Green will have a standard resurfacing which was last done in 1999 (seventeen
years old next year).
York Road will have some pavement maintenance work from the southernmost Tollway bridge
to the north Village limits which was last done in 1998 (eighteen years old next year). This
work, along with a nearby part of Harger Road, may be significantly lessened if a related grant
application for major work at the end of this decade is found successful in a couple months.
This project also includes various minor patching areas within the north part of the Village and
some old culvert replacements under Adams Road.
We anticipate completing the design by February, followed by bidding in March and then
construction occurring from May to September.
Recommendation:
I recommend approving the attached Engineering Services Agreement with Christopher B. Burke
Engineering, Ltd. for design engineering for the 2016 Street Improvement Project.

RESOLUTION 2015-ENG-ST-PRJT-R-1494
A RESOLUTION APPROVING AND AUTHORIZING A PROFESSIONAL SERVICES AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK
AND CHRISTOPHER B. BURKE ENGINEERING, LTD
FOR DESIGN SERVICES RELATED TO THE 2016 STREET IMPROVEMENT PROJECT
WHEREAS, the Village has budgeted funds for the design and bidding of the 2016 Street
Improvement Project("Project') in its budget for Fiscal Year 2015; and
WHEREAS, the Village desires to retain an engineer to provide engineering design and bidding
services for the Project("Services"); and
WHEREAS, Christopher B. Burke Engineering, LTD ("Burke") previously provided satisfactory
engineering services to the Village during the design and bidding phases of the 2011, 2012, 2013, 2015
and 2016 Paving Projects; and
WHEREAS, pursuant to the Local Government Professional Services Selection Act ("Act'), 50
ILCS 510/0.01 et seq., and Section 1-7-6 of the Village Code, the Village is not required to follow the
notice, evaluation, and selection procedures set forth in the Act for engineering services provided by
engineers who have a satisfactory relationship with the Village; and
WHEREAS, the Village and Burke desire to enter into and execute an agreement for Burke to
provide the Services to the Village for an amount not to exceed $193,875.00 ("Agreement'), which
Agreement is attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and Burke in substantially the same form as attached
as Exhibit A, and in a final form approved by the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement after receipt of the final Agreement
fully executed by Burke.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
