R-560 - 04/28/1992 - BUDGET - Resolutions Supporting Documents 'I L VILLAGE OF OAK BROOK 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 60521-2255 708 990-3000 April 22, 1992 m MO TO: Village President and Board of Trustees FRMS Stephen Barley, Village Manager SUBJECT: Proposed 1992/93 Village Budget REOOHMMATION: To approve the Village's Proposed 1992/93 Budget in the amount of $21,302,962 Ap we have been discussing for the past two months, the Board should agree to approve the proposed (tentative) budget. for fiscal year 1992/93 at its April 28, 1992 Basting. As you are aware, the Village must formally pass the annual Appropriation ordinance and hold a public hearing within the first quarter of our new fiscal year, to finalise the State's appropriation requirements and to complete this yeast's formal budgetary procedures. I suggest that we discuss the other funds which we have not been discussing, i.e. the Water Fund, the Capital Projects Fund, the Debt Service Fund, tie Police i Fire Pension Funds, and the MFT Fend. The Budget Message which I prepared for you an part of the normal budget will provide you with the data which explains these funds, however, I would like to make some brief comments at the Board meeting wp the general public would be aware of soma. I anticipate those cormonts taking more than 5-10 minutes, subject to your questions. If you have any questions, please do not hesitate to contact me. R-560 A RESOLUTION ADOPTING THE BUDC+'ET OF THE RES. R-560 VILLAGE OF OAK BROOK FOR FISCAL YEAR COMMENCING NAY 1 1992 AND 1992/93 AUM;ET ENDING APRIL 30._1993: The Village must formally pass the annual APproprtation Ordinance and hold a public hearing within the first quarter of the new fiscal year to finalize the State's appropriation requirements and to complete this year's formal -budgetary procedures. Village Manager Barley requested approval of the proposed (tentative) budget for 92/93 with two (2) inclusions: 1. $17,110 for the Forest Glen restoration; and 2. $15,000 for the drainage problem at 35 Windsor Drive. Village Manager Barley highlighted the Water Fund, Debt Service Fund, Capital Projects Fund, Motor Fuel Tax Fund, and Police and Fire Pension Fluids. He suggested appropriate action should be taken in July when the sales tax revenue figures are available from the State. In conclusion, Village Manager Barley suggested if revenues do not increase and the level of expenses are not reduced, the.Board investigate the process for a Home Rule cammmaity. Trustee Bartecki moved to pass Resolution No. R-560 with the two (2) suggested inclusions. Seconded by Trustee Skinner. Roll Call Vote: Ayes: 6-Trustees Bartecki, Krafthefer, Payovich, Shumate, Skinner and Winters. Nays: 0-None. . Absent: 0-None. Motion carried. President Bushy commented in passing the proposed budget, the Board should increase the Village utility tax to balance the budget. Trustee Skinner concurred with this cent. 8.
