R-644 - 02/28/1995 - AGREEMENTS - Resolutions Supporting Documents s r'p`pf Off.♦ oy aQ V I LLAC E OF OAK BROOK 1200, OAK BROOK RC' A1) OAK BROOK, ILLINOIS 60521 -2255 MEMORANJ.UU-1 ;;< <s,►� , ;:': DATE: February 24, 1995 TO: Village President and Board of Trustees SUBJECT: Amendments to 1995 Salary Plan and Fair Labor Standards Act Policy RECOMMENDATION: That the Board adopt the attached resolutions, which would amend the 1995 Salary Plan for Non-Union Employees to change the title of the Bath & Tennis Club Chef position to Executive Chef, reclassify the position from Grade 5 to Grade 8,and amend the Fair Labor Standards Act Policy to reflect the title change. While work continues on evaluating alternatives and developing a recommendation to the Board on amendments to the Salary Plan based upon the recently completed classification and compensation study, it is clear that an amendment is appropriate for the Chef position. The PAR Group study revealed this position to be, by far, the position most undervalued in the market. The private market survey data obtained by PAR indicated a salary range from $36,500 to$50,000 for positions comparable in content. PAR recommend that the position be slotted in a grade with a salary range of$36,323 to $49,046. The position is currently slotted in Grade 5 ($28.784 to$38,859). I recommend that the position be moved from Grade 5 to Grade 8 ($36,535 to 49.323) and that its title be changed to Executive Chef. These changes recognize the functions actually being performed, places the job in its appropriate position in the Salary Plan and allows us to administer compensation, consistent with Salary Administration Plan procedures, without the limitation of a severely depressed salary range maximum. Some categories exceeded the budget in total. In cases where LI\E ITEMS there were funds available in other categories within an activity, funds were transferred between line items to make the necessary adjustments. After reallocating budget amounts within activities, some activities were over budget. The ordinance approves the necessary transfers. In all cases, funds were moved from one activity to another within the same fund to achieve budgetary compliance. At the pnd of 1994, all funds were under budget in total, which is the level at which legal budgetary compliance is established. REQUEST TO WAIVE BIDDING PROCEDURE FOR PURCHASE GOLF COURSE MERCHANDISE: E OF PURCHASE of GOLF COURSE � MERCu L%''DISE It is the recommendation that the Village Board authorize staff to issue Purchase Orders as needed, throughout the year, in amounts which are consistent with the approved Budget (or as modified during the year based on stronger than projected sales). The Oak Brook Golf Club has budgeted for the purchase of$140,000 of materials for resale this year (this includes stock and special orders). Current plans are to purchase items from approximately 30 different manufacturers, at an annual dollar range of $500 to $17,000 per manufacturer. Motion by Trustee McInerney, seconded by Trustee Calzaretta, to waive bidding and authorize staff to issue Purchase Orders for the purchase of Golf Material for Resale, on the basis that the items being ordered are Sole Source". OAK BROOK CENTER EXPANSIONS II & III - ACCEPTANCE OF BILL OAK BPOOR OF SALE AND FIRST AMENDMENT TO EASEMENT - WATER MAIN CENTER - LOCATIONS: ACCEPT BILL 0' SALE 6 A.MEN'n- During the construction of the second and third expansions of the Ca;c MENT TO EASE— Brook Shopping Center, existing water mains were abandoned and new ACE�T (1,'a ter water mains were constructed due to the new buildings. The Village has 'ta Location main easements throughout the Oak Brook Center by virtue of an Easement Agreement in 1988. This First Amendment to Easement revises the water main easement locations to account for the new water main and the abandoning of other sections of water main. The Bill of Sale accomplishes the transfer of ownership of the water mains to the Village.
