SUBJECT: Award of Contract — Oak Brook Zoning Ordinance Update Consulting Planning
Services

RECOMMENDED MOTION: That the Village Board award a Professional Service Agreement
to the firm with the best overall value, Teska Associates, Inc., Evanston, Illinois, for the Oak
Brook Zoning Ordinance Consulting Planning Services in the amount of $78,200 and approve
Resolution R-1504.
Background/History:
Due to the age of the Village's Zoning Ordinance, which was adopted in 1966, a number of key
planning concepts and regulatory tools are either absent or outdated. Over the years, several
amendments have been made including a comprehensive revision to our sign regulations and creation
of a Planned Development process. However, while the zoning regulations have served the Village
well, they do not fully reflect contemporary planning and zoning practices.
A solicitation for proposals for the Oak Brook Zoning Ordinance Update Consulting Planning Services
was published on the Village website on July 6, 2015 and proposals were sent to six firms. On August
14, 2015 four firms submitted base proposals as follows:
Teska Associates, Inc. $71,500
Allen L. Kracower& Associates $70,000 - $85,000
Camiros $99,720
Houseal Lavigne/Ancel Glink $119,500
A committee was formed to conduct interviews. Members of the committee included Riccardo F.
Ginex — Village Manager, Bill Hudson — Building Inspections Supervisor, Gail Polanek — Planning
Technician, Rania Serences — Senior Purchasing Assistant and I. After conducting interviews of the
four finns, staff concluded that Teska offered the best overall value to the Village. Their base proposal
includes: a review of the current zoning ordinance to determine what parts should be kept and what
parts need to be revised/added; an extensive public participation process to gather stakeholder input;
preparation of an updated zoning ordinance, and providing guidance through the public hearing and
adoption processes.
Included in their base proposal were several optional tasks that promote resident and business
involvement that the committee felt were very important to include. The optional tasks, totaling
$6,700 included the creation of a project website, the creation of a community newsletter, and a
community open house. The base proposal and the optional tasks recommended equal a not to exceed
cost of $78,200. Teska will assist the Village in updating the zoning ordinance with the goal of
maintaining the character and distinction of Oak Brook while promoting high-quality
development/redevelopment projects in the future.
Staff has received and reviewed references and is very satisfied. The zoning ordinance update is
anticipated to be completed 12-14 months after final approval of the agreement by the Village.
RECOMMENDATION:
That the Village Board award a Professional Service Agreement to the firm with the best overall value,
Teska Associates, Inc., Evanston, Illinois, for the Oak Brook Zoning Ordinance Consulting Planning
Services in the amount of$78,200 and approve Resolution R-1504.
RESOLUTION 2015-ZO-ORD-CNSLT-R-1504
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD OF A CONTRACT TO
TESKA, INC. FOR ZONING ORDINANCE CONSULTING SERVICES
WHEREAS, the Village desires to retain a planning firm to assist the Village in updating the
Zoning Ordinance of the Village of Oak Brook, Illinois of 1966," as amended ("Services' ; and
WHEREAS, the Village issued a request for proposals to provide the Village with the Services
("RFP ); and
WHEREAS, the Village received four proposals from firms desiring to provide the Village with the
Services; and
WHEREAS, after evaluating the proposals, the Village has determined that Teska Associates,
Inc, of Evanston, Illinois ("Teska'� presented the best overall value to the Village based on factors
including, without limitation, price, qualifications, and the understanding of the Village's needs; and
WHEREAS, the Village desires to enter into an agreement with Teska to provide the Services for
$78,200.00, which agreement is attached to this Resolution as Exhibit A ("Agreement"); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement with Teska;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of Agreement. The President and Board of Trustees hereby approve
the Agreement with Teska in substantially the same form as attached as Exhibit A, and in a final form
approved by the Village Attorney.
Section 3: Execution of Agreement. The Village Manager and Village Clerk shall be, and
hereby are, authorized to execute the Agreement between the Village and Teska after receipt of the final
Agreement fully executed by Teska.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
