R-979 - 05/22/2007 - BOARD OF TRUSTEES - ResolutionsRESOLUTION NO. 2007- BOT -PL -R -979 A RESOLUTION CREATING THE TEMPORARY POST OF SPECIAL ADVISOR TO THE VILLAGE PRESIDENT FOR THE VILLAGE OF OAK BROOK, ILLINOIS WHEREAS, the President and Board of Trustees have determined that it is appropriate to create the temporary position of Special Advisor to the Village President; and WHEREAS, at the direction of the Village President, the Special Advisor will perform projects in order to promote the orderly transition between administrations; and WHEREAS, the Village President has determined that Patricia Horne has the necessary skills and abilities to perform the duties of Special Advisor to the Village President; and WHEREAS, the Board of Trustees concurs in the Village President's appointment of Patricia Horne as the Special Advisor. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DUPAGE AND COOK COUNTIES, ILLINOIS, AS FOLLOWS Section 1: The foregoing preambles are incorporated herein by reference as though fully set forth herein Section 2- There is hereby created the temporary position of Special Advisor to the Village President, which shall report directly to the Village President and who shall have the following duties: a Assist with the transition of the Village President to his elected office by advising the Village President on matters related to the administration and enforcement of policies, directives, law, and ordinances to be considered by the Board of Trustees, b Advise the Village President regarding municipal government organization, management and make recommendations to the Village President; c Assist the Acting Village Manager with special projects as assigned by the Village President and /or Board of Trustees including investigating citizen concerns and developing proposed public relations materials to effectively communicate with the community and other agencies and organizations relative to said projects; Resolution 2007- BOT -PL -R -979 Appointing Special Advisor to President Page 2 of 3 d. Assist with representing the interests of the Village in meetings with local, county, and state agencies, e Prepare or revise informational and educational materials concerning Village policies, programs, and services when so requested by the Village President. Section 3: The term of appointment shall be for a period of 60 days which shall be retroactive to May 10, 2007 The Special Advisor shall be compensated at the rate of $275 00 per calendar day served and shall be reimbursed for expenses reasonably related to her duties such as travel and meals in accordance with Village policy. Such compensation shall be paid on a contractual employment basis and shall not include health care, pension, or other benefits afforded to full or part time employees of the Village of Oak Brook Section 4 Patricia Horne shall be reimbursed for all legal fees incurred by her in connection with a case entitled Village of Oak Brook v. Patricia Horne, Case No., 07 CH 1991 in the amount not to exceed $ 4,000 00. Section 5- If any section, paragraph, clause or provision of this resolution shall be held invalid, the invalidity thereof shall not effect any of the other provisions of this resolution. conflict Section 6- All resolutions in conflict herewith are hereby repealed to the extent of such Section 7: This resolution shall be in full force and effect from and after its passage, approval and publication as provided by law.
