R-908 - 05/24/2005 - GOVERNMENT - ResolutionsRESOLUTION 2005- GL- BD -FP -R -908 A RESOLUTION IN OPPOSITION TO LEGISLATION RELATIVE TO FIRE UNION CONTROL OVER FIRE PENSION BOARDS WHEREAS, the General Assembly of the State of Illinois has recently passed legislation which reconstitutesthe downstate firefighter pension boards and give local fire unions a controlling share of the vote, ;and I WHEREAS, the passage of this legislation, entitled House Bill 1403, gives additional pension investment authority to active and retired firefighters, resulting in less oversight by the municipal officials of the Village of Oak Brook, and WHEREAS, House Bill 1403, by giving fire unions a controlling vote on the Fire Pension Board, allows for more generous granting of disability benefits, and WHEREAS, the Village President and Board of Trustees of the Village of Oak Brook, find that proper investment of pension funds affects only the fiscal obligations of the municipal employer, and WHEREAS, the Village President and Board of Trustees of the Village of Oak Brook find that decisions relating to disability benefits have great fiscal impact on the Village, and WHEREAS, the Village President and Board of Trustees of the Village of Oak Brook find that investment of pension funds and decisions relating to disability benefits should be made by the municipal corporate;authority; and WHEREAS, the Village President and Board of Trustees find that the interests of the Village of Oak Brook would be best served by opposition to House Bill 1403. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Oak Brook, DuPage and Cook Counties, Illinois, as follows Section 1 That the Village President and Board of Trustees for the Village of Oak Brook hereby express their collective opposition to House Bill 1403, passed by the General Assembly of the State of Illinois, giving local fire unions a controlling share of the vote on Fire Pension Boards. Section 2- The Village President and Board of Trustees urge Illinois Governor Rod Blagojevich to veto House Bill 1403 to retain proper control by the Fire Pension Boards Section 3 All resolutions or parts of resolutions in conflict with this resolution are hereby repealed to the extent of the conflict Section 4 This resolution shall be in full force and effect from and after its passage, approval and publication as required by law.
