R-645 - 03/14/1995 - AGREEMENTS - Resolutions RESOLUTION 95-GL-R-645 A RESOLUTION SUPPORTING HOUSE BILL 2205 LOWERING THE ILLEGAL BLOOD ALODHOL CONCENTRATION (BAC) LEVEL FROM 0.10 TO 0.08 WHEREAS, the passage of legislation over the past several years with regard to illegal blood alcohol concentration (BAC) levels has greatly contributed to the decline in alcohol-related traffic fatalities in Illinois; and WHEREAS, Secretary of State George Ryan recently caused to be introduced House Bill 2205, which amends the Criminal Code of 1961 and the Illinois Vehicle Code, and lowers the BAC from 0.10 to 0.08 at which a person is presumed to be driving under the influence of alcohol; and WHEREAS, currently eleven other states have lowered their illegal BAC to 0.08 and their laws are beginning to result in a significant reduction in the number of alcohol-related crash fatalities; and WHEREAS, lowering the illegal BAC to 0.08 has been recommended by the American Medical Association and the National Highway Transportation Safety Administration, based upon scientific studies that indicate all persons are impaired at this BAG level and should not be driving at a BAC of 0.08 or { above; and WHEREAS, included in the list of numerous proponents of House Bill 2205 are various law enforcement groups such as the DuPage County State's Attorney's Office and the Illinois Association of Chiefs of Police; and WHEREAS, the passage of House Bill 2205 will help the State of Illinois qualify for federal funds for alcohol-impaired driving countermeasures; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, that we do hereby support the passage of House Bill 2205 and respectfully urge affirmative consideration of this legislation by the Illinois General Assembly; and BE IT FURTHER RESOLVED, that an official copy of this resolution will be forwarded to the Special Assistant to the Secretary for D•JI Prevention and to the State Legislators who represent the Village of Oak Brook.
