SUBJECT: Award of Contract — Police Department Uniforms and Equipment

BUDGET SOURCE/BUDGET IMPACT: $46,075 in Various Police Department Accounts
RECOMMENDED MOTION: I move that the Village Board award a contract for Police
Department Uniforms and Equipment, to the lowest responsive and responsible bidder, JG
Uniforms, Chicago, Illinois, subject to staff review, based on unit prices bid, as indicated on the
attached hid tabulation, and approve Resolution 2012- PD- PG -EX1 -R -1161, a Resolution Approving
and Authorizing the Execution of an Agreement by and between the Village of Oak Brook and JG
Uniforms.
Backeround/Ristory:
Three (3) sealed bids for Police Department Uniforms and Equipment were received and opened on
Monday, February 27, 2012 in the Samuel E. Dean Board Room. Bid packages were sent out to four (4)
companies. Our current vendor and the apparent low bidder, Kale Uniforms, Inc., is not considered
responsible due to pending order that have not been fulfilled, standard items not being available when
needed, and lack of customer service. The last time the Village went out to bid on police uniforms and
equipment was in 2003. Staff has received and reviewed references from JG Uniforms and is satisfied.
This contract will operate as a requirements contract. Orders will be placed when and if the Police
Department has such needs. There is no requirement that the Village purchase a set quantity (we retain
the right to either increase or decrease quantities at our sole option). We also have the option to purchase
the police equipment through other sources in cases of emergency if needed sooner than it can be supplied
by JG Uniforms. The contract will be awarded for a 1 year term, with (3) 1 year options to renew, at the
Village's sole discretion.
Recommendation:
That the Village Board award a contract for Police Department Uniforms and Equipment, to the lowest
responsive and responsible bidder, JG Uniforms, Chicago, Illinois, subject to staff review, based on unit
prices bid, as indicated on the attached bid tabulation, and approve Resolution 2012-PD-PG-EX I -R- 116 1,
a Resolution Approving and Authorizing the Execution of a Contract by and between the Village of Oak
Brook and JG Uniforms.

RESOLUTION 2012- PD- PG -EXI -R -1161
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND JIG UNIFORMS
FOR THE PROVISION OF POLICE DEPARTMENT UNIFORMS AND EQUIPMENT
WHEREAS, the Village's contract with a vendor to supply the Village with police uniforms and
equipment (collectively, "Equipment') has terminated; and
WHEREAS, the Village desires to enter into a new contract with a vendor to provide the Village
with Equipment ( "Equipment Contract'); and
WHEREAS, the Village solicited bids for the Equipment Contract, and in response, the Village
received three bids; and
WHEREAS, Kale Uniforms, Inc. ( "Kale "), the Village's past vendor of Equipment and lowest price
bidder for the Equipment Contract, has failed to fill past and pending orders for Equipment and has not
provided adequate customer service; and
WHEREAS, the Village has determined that JG Uniforms of Chicago, Illinois ( "JG') is the lowest
responsive and responsible bidder; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Equipment Contract, attached hereto as Exhibit A, and in a final form as
approved by the Village Attorney;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Resection of Bid. The bid submitted by Kale is hereby rejected and the Village
Manager is directed to notify Kale of this determination.
Section 3: Approval of the Equipment Contract. The President and Board of Trustees
hereby approve the Equipment Contract by and between the Village and JG in a form acceptable to the
Village Manager and the Village Attorney.
Section 3: Authorization and Execution of the Equipment Contract. The Village Manager
and Village Clerk shall be, and hereby are, authorized to execute the final Equipment Contract on behalf
of the Village.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
