SUBJECT: Award of Contract— Public Works Building Roof Restoration Project

BUDGET SOURCE/BUDGET IMPACT: $75,000 is budgeted in Program 421 Municipal
Building Improvements, Structural Improvements, (421- 90400)
RECOMMENDED MOTION: I move that the Village Board award a contract, to the
lowest responsive and responsible bidder, DCG Roofing Solutions, Inc. Des Plaines, Illinois,
in the amount of $94,350, for the 2012 Public Works Roof Restoration Project, and
approve Resolution 2012- PW- AG -EX1 -R -1164, a Resolution Approving and Authorizing
the Execution of an Agreement by and between the Village of Oak Brook and DCG
Roofing Solutions, Inc., subject to staff and attorney review.
Background/History:
A legal notice for Request for Bids was placed in the Daily Herald on February 15, 2012 and bid
packages were sent to thirteen companies. Four sealed bids were received and opened on
Wednesday, February 29, 2012:
DCG Roofing Solutions, Inc. $94,350
Sullivan Roofing, Inc. $110,250
Riddiford Roofing Company $118,500
Affordable Roofing, Inc. $119,325
(Affordable Roofing Alternate Bid) $100,000 (not acceptable substitutions)
DCG Roofing Solutions, Inc. conducted the 2011 Well House #6 Roof Repair Project and
performed adequately. Staff received and reviewed references and is satisfied. The bid received
by DCG Roofing Solutions, Inc. is more than the budgeted amount by $19,350. There is ample
funds in this program due to lower than expected costs for other projects budgeted in this
program.
The Public Works building roof was last resurfaced in 1982. Resurfacing of the roof has been
postponed since 2002. The restoration of the roof will serve as a temporary repair and will allow
the Village to delay the total replacement of the roof for another ten years.

RESOLUTION 2012-PW-AG-EX1 -R-1 164
A RESOLUTION APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND DCG ROOFING SOLUTIONS, INC.
TO RESURFACE THE ROOF OF THE DEPARTMENT OF PUBLIC WORKS BUILDING
WHEREAS, the roof on the Village's Department of Public Works building, located at 1200 Oak
Brook Road, Oak Brook, Illinois ( "Roof'), has not been resurfaced since 1982; and
WHEREAS, in 1982, it was estimated that the Roof would need to be resurfaced in 2002, and the
Village postponed this resurfacing for the past 10 years; and
WHEREAS, resurfacing the Roof is a temporary repair that will extend the lifetime of the Roof for
10 additional years; and
WHEREAS, the Village solicited bids to resurface the Roof; and
WHEREAS, the Village received four sealed bids in response to its request for bids to resurface
of the Roof, and
WHEREAS, DCG Roofing Solutions, Inc. ( "DCG ") was the lowest responsive and responsible
bidder to resurface the Roof; and
WHEREAS, the Village and DCG desire to enter into and execute an agreement for DCG to
resurface the Roof ( "Agreement'), attached hereto as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Agreement in a final form as approved by the Village Attorney;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and DCG in a form acceptable to the Village Manager
and the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village Manager and Village
Clerk shall be, and hereby are, authorized to execute the final Agreement on behalf of the Village.
Section 4: Effective Date, This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

AGREEMENT
Section I Contract
2012 Public Works Building Roof Restoration
THIS AGREEMENT, made and concluded this day of , 2012,
between the Village of Oak Brook, a municipal corporation, acting by and through
its President and Board of Trustees, known as VILLAGE, and
his executors, administrators, successors or assigns, known as CONTRACTOR.
2. WITNESSETH: That for and in consideration of the payments and agreements
mentioned in the Bid hereto attached, to be made and performed by the VILLAGE,
and according to the terms expressed in the Bond (if applicable) referring to these
presents, the CONTRACTOR agrees, at their own proper cost and expense, to do
all work, furnish all materials and all labor necessary to complete the work in
accordance with the plans and specifications hereinafter described, and in full
compliance with all of the terms of this Contract.
3. And it is also understood and agreed that the entire Bid Package hereto attached,
approved by the VILLAGE this day of , 2012, are all essential
documents of this contract and are a part hereof.
4. IN WITNESS WHEREOF, the said parties have executed these presents on the
above mentioned date.
