SUBJECT: Award of Contract — 2012 Paving Project

BUDGET SOURCE/BUDGET IMPACT: $2,250,000 in Infrastructure Funds, Roadway
Improvements (461- 90700).
RECOMMENDED MOTION: I move that the Village Board award a contract to the
lowest responsive and responsible bidder, J.A. Johnson Paving Company, Arlington
Heights, Il., subject to staff review, for the 2012 Paving Project based on the unit prices on
the attached bid tabulation, for an estimated total project price of $1,955,700.39, and the
Village Board adopts Resolution R -1172, A Resolution Approving and Authorizing the
Award and Execution of a Paving Contract Relating to the 2012 Paving Project By and
Between the Village of Oak Brook and J.A. Johnson Paving Company.
Background/History:
A solicitation for bids for the 2012 Paving Project was published in the Daily Herald on
Tuesday, March 6, 2012. Bid packages were picked up by eight companies. Five sealed bids
were received and opened on Friday, March 23, 2012. Christopher B. Burke (our consulting
engineer) recommends that we award the contract to the lowest responsive and responsible
bidder, J.A. Johnson Paving Company (see attached letter). The bid submitted by J.A. Johnson
Paving Company in the amount of $1,955.700.39 is 14% less than the Engineer's estimate of
$2,265,433,94.
Staff received and reviewed references and is satisfied.
Most of the project consists of work for the Saddle Brook Subdivision. The emphasis will be on
removing the significant bumpiness due to major cracking in the underlying old asphalt base.
The other miscellaneous areas include replacing part of the Village Hall parking lot near the east

entrance, sidewalk and striping improvements for the parking lots of the Library and Fire Station
#1, asphalt patching on Kensington Court, and asphalt patching on some of the Brook Forest
Subdivision streets.
Work should commence in early May and be completed by early September.
Recommendation:
That the Village Board award a contract to the lowest responsive and responsible bidder, J.A.

Christopher B. Burke Engineering, Ltd. (CBBEL) has reviewed the five (5) bids that were
opened and read publicly on Friday, March 23, 2012 at the Village Hall (bid tabulation
attached). The apparent low bidder is J.A. Johnson Paving Co. with an as read bid amount
of $1,955,700.39.
CBBEL has reviewed the proposal documents and verified that J.A. Johnson Paving Co. is
indeed the low bidder. CBBEL recommends award of the 2012 Paving Project to:

RESOLUTION 2012 -PP- CNTRCT -R -1172
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION
OF A PAVING CONTRACT BY AND BETWEEN THE VILLAGE OF OAK BROOK
AND J. A. JOHNSON PAVING COMPANY
WHEREAS, the asphalt in parts of the Saddle Brook Subdivision, the Brook Forest Subdivision,
Kensington Court, and the parking lots of several Village buildings is in need of replacement or repair
( "2012 Paving Project'); and
WHEREAS, on March 6, 2012, the Village solicited bids for the 2012 Paving Project; and
WHEREAS, the Village received five bids for the 2012 Paving Project; and
WHEREAS, J. A. Johnson Paving Company ( "Johnson "), was the lowest responsible bidder for
the 2012 Paving Project; and
WHEREAS, the Village and Johnson desire to enter into and execute a paving contract for
Johnson to implement the 2012 Paving Project ( "Contract'); and
WHEREAS, the President and Board of Trustees have determined that it is in the best interests of
the Village to enter into the Contract in a final form as approved by the Village Attorney;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Aporoval of the Contract. The President and Board of Trustees hereby award
and approve the Contract by and between the Village and Johnson in a form acceptable to the Village
Manager and the Village Attorney.
Section 3: Authorization and Execution of the Contract. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the final Contract on behalf of the Village after
review and approval of the final form by the Village Manager and the Village Attorney.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
