R-1258 - 04/23/2013 - MUSEUM - Resolutions Supporting DocumentsITEM G.T.G) IVrt z, �L1 CI AGENDA ITEM Regular Board of Trustees Meeting of April 23, 2013 SUBJECT: Contract Award - 2013 Oak Brook Heritage Center Window and Door Restoration Project FROM: Rania Serences, Senior Purchasing Assistant BUDGET SOURCE/BUDGET IMPACT: $105,000 in Municipal Building Improvements Account (421- 90400) RECOMMENDED MOTION: I move that the Village Board award a contract to the sole bidder, Restoric, LLC, Chicago, Illinois, subject to staff and attorney review, for the 2013 Oak Brook Heritage Center Window Restoration Project in the amount of $78,000, and approve Resolution 2013 - BSLMUSEUM - CNTRCT -EX -R -1258, a Resolution Authorizing the Award of Contract to Restoric, LLC for the 2013 Oak Brook Heritage Center Window Restoration Project. Background/History: A notice for Request for Bids was placed on the Village website on March 26, 2013 and bid packages were sent to three companies. One company attended the mandatory pre -bid meeting. The sole bid submitted was opened on Wednesday, April 10, 2013. The bid submitted by Restoric, LLC includes $78,000 for window restoration and $25,800 for door restoration. Staff is recommending awarding a contract in the amount of $78,000 for window restoration only and that the door restoration be completed at a later date. The contract will also allow additional pay quantities in the amount up to $20,000, subject to prior staff approval, to repair rotted exterior trim and other currently unknown damage, which will be uncovered during the project. Restoric, LLC has performed restoration work on several historic buildings in Northern Illinois including the Oak Brook Heritage Center and the Peabody Estate. They are listed as approved restoration contractors by Landmark Illinois. It is listed on the National Register of Historic Buildings. The windows, doors and portions of the exterior wood trim are severely weathered and in need of reconstruction. This portion of the project will provide for rebuilding of the current windows as well as fabrication of storm windows to match the original window configuration. Recommendation: That the Village Board award a contract to the sole bidder, Restoric, LLC, Chicago, Illinois, subject to staff and attorney review, for the 2013 Oak Brook Heritage Center Window Restoration Project in the amount of $78,000, and approve Resolution 2013- BSLMUSEUM- CNTRCT -EX -R -1258, a Resolution Authorizing the Award of Contract to Restoric, LLC for the 2013 Oak Brook Heritage Center Window Restoration Project. j: \worddoc \bid recommendations\2013 recommendations\2013 heritage center window and door restoration v2 (2).docx RESOLUTION 2013- BSLMUSEUM- CNTRCT -EX -R -1258 A RESOLUTION AUTHORIZING THE AWARD OF CONTRACT TO RESTORIC, LLC FOR THE 2013 OAK BROOK HERITAGE CENTER WINDOW RESTORATION PROJECT WHEREAS, the Village owns the Oak Brook Heritage Center ( "Heritage Center"); and WHEREAS, the windows and a portion of the exterior trim on the Heritage Center are in need of replacement ( "Restoration Work') to preserve the Heritage Center; and WHEREAS, on March 26, 2013, the Village sought bids for the Restoration work ( "Request for Bids"), and WHEREAS, Restoric, LLC of Chicago, Illinois ( "Restoric") was the only entity to submit a bid to perform the Restoration Work in response to the Request for Bids, which Bid is attached as Exhibit A hereto, and WHEREAS, the Village has determined that Restoric is the only responsible and responsive bidder to the Request for Bids; WHEREAS, Restoric has previously provided the Village satisfactory services for similar types of projects; and WHEREAS, the Village President and the Village Board of Trustees has determined it is in the best interests of the Village to award a contract to Restoric to perform the Restoration Work in the amount of $78,000 with authorized contingency expenditures in the amount up to $20,000, subject to prior staff approval, to repair rotted exterior trim and other currently unknown damage, which will be uncovered during the project. NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Approval of Purchase. The President and Board of Trustees shall, and do hereby, approve the award of contract to perform the Restoration Work to Restoric in a total amount not to exceed $98,000.00. Section 3: Authorization and Execution of Agreements. The Village Manager and the Village Clerk shall be, and they are hereby, authorized and directed to execute and attest, on behalf of the Village, such documents and make such payments as are necessary for the performance of the Restoration Work by Restoric for a total cost not to exceed $98,000. Section 4: Effective Date. This Resolution shall be in full force upon passage and approval in the manner provided by law.
