Subject: Revised Agreement for Emergency Response to Tollways in and Around Oak Brook
Attached is a revised Agreement between the Village and the Illinois State Toll Highway
Authority to provide emergency response to various portions of I -294 and I -88. The Agreement
is substantially the same as the Village's existing Agreement except for the addition of portions
of I -294 and I -88 formerly covered by the Yorkfield Fire Department. Also attached is a color -
coded map of Oak Brook's current Tollway response areas, as well as the proposed additions
The Yorkfield Fire Department (YFD) will be dissolved in the upcoming months and the Illinois
State Toll Highway Authority has requested that the Village of Oak Brook provide emergency
response to those areas of the Tollway formerly covered by YFD since Oak Brook has the best
access. Although Elmhurst Fire Department will be taking over fire protection for the
unincorporated areas formerly protected by YFD, they do not have easy access to the Tollways
and would therefore not provide as timely a response to emergency incidents.
Although this is an expansion of our existing Agreement with the Tollway, it is important to note
that Oak Brook has frequently responded to these proposed areas in the past as part of our mutual
aid agreement because our ambulances provided paramedic service and Yorkfeld's did not But
for the existence of Yorkfield Fire Department, the Oak Brook Fire Department would' have been
covering these areas before now.
The expanded Agreement will probably result in a net increase of approximately 20 emergency
calls per year for which we will be reimbursed. The revised Agreement includes the same
payment schedule for reimbursements by the Toll Authonty to the Village for emergency
services as provided in the existing Agreement

Subject: Additional Information Reg rd ng the Revised Tollway Response Agreement
The following is additional information that Trustee Caleel requested regarding the financial and
emergency response impact of the proposed revised Tollway Response Agreement. (Board agenda item
number 7.B.2).
During the Year 2000 approximately 7% (189 of 2501) of Oak Brook Fire Department's total emergency
responses were to the Tollway pursuant to our present Tollway Emergency Response Agreement. The
invoice totals billed to the Tollway totaled $39,200 in 2000 and $44,550 in 1999. During the Year 2000
Tollway invoices ranged from $300 to $1,300 each depending on the number of apparatus on the call
and the type of work performed. Attached is the actual payment schedule as it appears in the proposed
Agreement (page 2).
During the Year 2000 Yorkfield Fire Department responded to a total of 290 emergency calls, 54 of
which were on the Tollways. The revised Agreement's estimated impact to Oak Brook Fire Department
would be an annual increase of 2% in emergency calls. Based on Yorkfield's Year 2000 Tollway
revenue of $21,000, Oak Brook's Tollway revenue would increase by approximately 54% per year if the
proposed Agreement is approved
The proposed Agreement with the Tollway would not require purchasing additional equipment, vehicles
or an increase in staffing.
Also attached is a corrected page five to the proposed Agreement that the Tollway FAXED us today that
includes Plaza 35 and M -2 Maintenance facilities as part of the assigned territory in Exhibit A.
For the people who travel in and through Oak Brook via the Tollways, the Oak Brook Fire Department
would generally provide the fastest response (approximately 2 -7 minutes) to emergency calls to the
proposed areas in the revised Agreement Having another Fire Department such as Elmhurst, Berkeley,
or Westchester cover these areas could delay emergency response by an additional 5 -10 minutes. It is
also important to note that most of the proposed additions of I -88 and I -294 south of Roosevelt Road fall
within the municipal boundaries of the Village While most of the people involved in Tollway
emergencies are not residents, it is likely that many do business in Oak Brook. I leave it to the Board's
discretion to determine what action will be consistent with the Village Mission Statement of providing
"high- quality municipal services .. with a view toward the good of the entire community as well as the
individual resident or corporate citizen "

1)
Resolution #2001- TC -AG -EX 1 -R -778 approves and authorizes the
execution of a proposed agreement with the City of Oakbrook Terrace
and certain commercial owners (Oakbrook Terrace Office Tower and
Drury Lane Theatre) for certain public safety and roadway
improvements at Spring Road/Castle Drive at 16`h Street. Oakbrook
Terrace and the private parties will fund and construct improvements at
the intersection of Spring Road and 16`h Street with said improvements
to be turned over to the Village for maintenance.
The owners of Oakbrook Terrace Tower will relinquish their rights to
full access via the intersection of 16`h Street and Castle Drive, thereby
clearing the way for the Village to construct a barrier median at that
location and prohibit left turns into or out of Castle Drive. Trustee
Miologos suggested the feasibility of planting a tree in the barrier
median. Trustee Savino inquired if it could be a landscaped median.
Village Manager Veitch remarked that this would be determined by the
width of the median if it is sufficient to landscape the bamer median.
Village Engineer Durfey explained that near the intersection there isn't
sufficient width but there could be plantings further from the
intersection. Village Manager Veitch reiterated that where it is feasible
plantings would occur.
Motion by Trustee Miologos, seconded by Trustee Craig, to adopt
Resolution #2001- TC -AG -EX 1 -R -778, "A Resolution Approv cng and
Authonzing Execution of a Public Safety and Roadway Improvement
Agreement with the City Of Oakbrook Terrace and Certain
Commercial Owners (Spring Road/Castle Drive At 16`h Street)," as
presented and waive the full reading thereof ROLL CALL VOTE.

An Intergovernmental Agreement for Equipment between the Village
and the Darien - Woodridge Fire Protection District (DWFPD) would
allow the Village to house the reserve engine number 911 at the
DWFPD Fire Station at 2475 75`h Street The Village of Oak Brook
Fire Department maintains two reserve engines in addition to the two
primary engines One reserve engine is normally housed at each of the
two fire stations On or about June I", the rear sixteen feet of the
apparatus bays of Fire Station One will be demolished as part of the
Municipal Complex Project renovation. Until such time as the new
Fire Station is completed, there will not be room to store both of the
reserve engines Darien- Woodndge Fire Protection District has a need
for a reserve engine and has the room to house Engine 911, so an
Agreement has been drafted to facilitate this mutually beneficial
temporary arrangement
