R-1182 - 05/22/2012 - GRANT- IDOT - Resolutions Supporting DocumentsITEM 10.13.2) OF 041r ��Ln'%� •:.!; Cr AGENDA ITEM Regular Board of Trustees Meeting of May 22, 2012 SUBJECT: ITEP Grant Application FROM: David Niemeyer, Village Manager BUDGET SOURCE/BUDGET IMPACT: 2014 Budget - Hotel Fund/$836,735 RECOMMENDED MOTION: Motion to Approve Resolution R -1182 Authorizing Village Staff to Submit the Illinois Transportation Enhancement Grant application in the amount of $1,661,413 Back-ground/History: The Illinois Department of Transportation recently announced the solicitation of projects for the 2012 Illinois Transportation Enhancement Program (ITEP). ITEP is federally funded and provides funding for community based projects that expand travel choices and enhance the transportation experience by improving the cultural, historical, aesthetic and environmental aspects of our transportation infrastructure. Applications are due May 29, 2012. This is a competitive process. The last time this grant was offered in 2010, 391 applications were received and 120 projects received funding. Oak Brook was one of those communities receiving funding for streetscape improvements on 22 "d St from Spring Road to Salt Creek. The cost of the project was $482,775, but since we only had to pay for a 20% grant match, our cost was $96,555. At the last Board meeting, Streetscape Committee chairman Jeff Kennedy discussed a number of projects the committee is working on, including seeking a new ITEP grant for 22 "d St from Salt Creek to I -294 and a few hundred yards north and south on York Road (see attached). The streetscape improvements will include new street lighting, median improvements and right of way plantings. As the project's design and engineering are nearly complete and it is a continuation of a previously funded ITEP project, we think this project has a good chance at being funded. The estimate of the total cost of this project is $2,498,148. While this is higher than we initially thought, keep in mind that often these initial estimates are higher than the actual bid. As an example, the recent bids for the current 22n1 St. ITEP project came in 15% lower than the engineer's estimate. We would have to match this new grant for approximately one -third of our own hotel tax funds from the 2% fund, or $836,735. This is because new ITEP rules require the street light portion of the grant to be matched at 50% which the rest of the grant would only require a 20% match. The 2% hotel tax fund has about $2 million in its current fund balance, so there is plenty of money to do this project and other streetscape projects in the future. Grants like this are competitive and don't become available every year so we think it is important to be very aggressive in seeking these grants. The York/22ad St corridor is an area of growth for the Village and streetscape improvements in this area will help modernize this corridor as well as bring increased economic development to the entire 22nd St. corridor in Oak Brook. Last saved by rkane C:\Documents and Settings\kvonachen\Local SettingATemporary Internet Files \ContentOutlook\RE39BVGI\itep grant memo board 2012.doc Last printed 5/182012 10:48 AM RESOLUTION 2012- GR- IDOT -EXI -R -1182 A RESOLUTION AUTHORIZING THE VILLAGE OF OAK BROOK TO APPLY FOR THE ILLINOIS TRANSPORTATION ENHANCEMENT GRANT WHEREAS, the Illinois Department of Transportation (IDOT) sponsors a grant program for projects under the Illinois Transportation Enhancement Program (ITEP) which provides funding for community -based improvements expanding travel choices and cultivating the cultural, historical, aesthetic and environmental aspects of the transportation infrastructure; and WHEREAS, the Village of Oak Brook has previously applied for and received funding from the above grant project; and WHEREAS, IDOT recently announced the solicitation of projects for the 2012 ITEP; and WHEREAS, the target area for the 2012 ITEP Grant includes streetscape improvements in the area of 22nd Street from Salt Creek to 1 -294 and a few hundred yards north and south on York Road; and WHEREAS, the Village would be requesting $1,661,413 through the ITEP Grant, representing approximately sixty -seven percent (67 %) of the total project cost of $2,498,148, and, if received, the Village would match thirty-three percent (33 %) of the project funds, and which would be an appropriate use of these funds; and WHEREAS, the major focus of this project would be on improvements of street lighting, median improvements and right -of -way plantings in this corridor, and would be in accord with a goal of the Streetscape Committee to improve the quality and image of its public streetscapes. NOW, THEREFORE, be it resolved by the President and Board of Trustees of the Village of Oak Brook, DuPage and Cook Counties, Illinois, as follows: Section 1: That the President and Board of Trustees for the Village of Oak Brook hereby approve and authorize the Village Manager to submit an application in the amount of $1,661,413 for an Illinois Transportation Enhancement Grant. Section 2: That the President and Board of Trustees further approve and authorize the expenditure up to $836,735 from Hotel Tax funds to be allocated for the matching thirty -three percent (33 %) . Section 4: That all resolutions or parts of resolutions in conflict with the provisions of this Resolution are hereby repealed to the extent of such conflict. Section 5: That this Resolution shall be in full force and effect from and after its adoption as provided by law. APPROVED this 22nd` day of May, 2012. Gopal G.
