SUBJECT: Award of Contract — Replacement of Tower 94 Ladder Truck

RECOMMENDED MOTION: I move that the Village Board approve a contract though
Suburban Purchasing Cooperative (SPC) to purchase one (1) 2013 -2014 Pierce Arrow -XT
PUC 105' HDL Ladder Truck, to replace existing Tower 94 Ladder Truck, in the amount
of $882,333 from Global Emergency Products, Factory Authorized Dealer for Pierce
Manufacturing, Appleton, Wisconsin. Furthermore, I move that the Village Board
approve the pre - payment option, and that $40,000 be authorized to purchase the necessary
equipment to outfit the truck.
Background/History:
The Village of Oak Brook maintains one tower ladder truck at Station 94. The current ladder
truck is a 1988 model E -One with a 95 foot main ladder. In order to save money, staff strongly
suggests pursuing a 100 % pre - payment option through Global Emergency Products. This option
allows for payment prior to production and delivery of the unit. The 100% pre - payment option
will save the Village $29,097. This option was reviewed and approved by the Finance
Department. With the purchase of a performance bond for $2,730 to insure proper production
and delivery, the resulting net cost is $882,333.
The new ladder truck will be purchased through Suburban Purchasing Cooperative which has
negotiated pricing with Pierce. The purchase price of $882,333 and the additional equipment
amount of $40,000 is under the Village's 2013 budgeted amount of $982,500.
Pursuant to the provisions of Section 1 -7 -10 of the Code of Ordinances and Compiled Statutes,
the Village is permitted to join with other governmental units in order to benefit from
W
cooperative purchasing arrangements. Delivery is expected approximately 8 months after receipt
of order.
Ladder Truck Replacement Schedule
In an effort to control maintenance costs and maintain a reliable fleet of emergency vehicles, the
Village of Oak Brook's goal has historically been to retain our ladder truck for 20 years.
• The truck we are replacing, Tower 94, is a 1988 E -One. This truck was originally
scheduled for replacement in 2008, however due to budget constraints and the
recommendation of the ad -hoc vehicle replacement committee to postpone a new
purchase in lieu of making repairs, the purchase was deferred. In January 2011, the
Village Board approved the repair amount of $128,000, with the goal of having the truck
last another 4 -5 years. Since that time, there have been additional repairs and the truck
has been out of service approximately 485 days (all of 2011 and half of 2012). The total
repair cost since 2007 to date, including the Board approved amount of $128,000, has
exceeded $258,000. From 2007 through July 2013, Tower 94 has been out of service for
a minimum of 1,500 days.
• This truck has 35,013 odometer miles and 2504 engine hours. Industry standards
generally place a greater weight on engine hours versus engine mileage.* In addition,
maintenance costs for this truck have continued to escalate. As with many older vehicles,
repairs have become more labor intensive. Couple this with the fact that manufactures'
are only required to carry parts for 10 years makes further service and repair cost -
prohibitive.
*Industry standard is 35 miles per engine hour to convert to miles on the motor. For our
current truck, this would equate to 87,640 miles.
For the above reasons, the age, and the proven unreliability of the Tower 94, it is the
recommendation of the Fire Department and the Fleet Management Committee to replace the
1988 E -One as soon as possible. Many apparatus were considered in the search for a fire truck
that will meet the unique needs of the Village with limited staffing. Due to many factors, some
of which are listed below, the Fire Department has decided that a stock unit truck would not
serve the best interest of the Village, and that a custom apparatus is strongly recommended. We
have been made aware of demo units that are lower in cost; however, they do not fit the needs of
the department and community. Also in 2009, McGrath, an independent Consulting Group,
conducted the Fire Department Staffing and Resource Deployment Study. One recommendation
of the study was the purchase of a quint (a fire truck that includes a tank, pump, aerial ladder,
ground ladders, and hose) with a 500 gallon tank that will also eliminate the jump company. The
study went on to recommend a revision of the vehicle replacement plan with the planned
elimination of the squad and moving to a rescue engine /quint concept. Moving forward with no
jump companies in mind and vehicle (fleet) reduction, a custom apparatus is a must and is part of
a future minded concept. The vehicle needs to be custom built in order to address the needs of
multiple vehicles blended into one. Customizing a vehicle .today allows for the future fleet
reduction (squad) down the road. This revised replacement plan has been approved and
implemented by the Village.
The Fire Department has prepared a specification for the replacement of Tower 94 and has
designed the new ladder truck to meet the many unique needs of the Village. Staff recommends
that the Village purchase the new truck from Global Emergency Products, Factory Authorized
Dealer for Pierce Manufacturing, for the following reasons:
• Custom Design- A custom apparatus will allow the Oak Brook Fire Department to
design a true "multi- purpose" truck that can satisfy the many unique needs of the
Village.
• Staffing Consideration- The new ladder truck design will eliminate the need for
"jump companies ", thereby reducing response times and increasing safety.
• Manufacturing Location — Pierce Manufacturing is located in Oshkosh, Wisconsin,
which is three hours from Oak Brook. All Pierce apparatus and parts are made,
housed, and assembled at this location.
• Service — Global Emergency Products (Pierce's Factory Authorized Dealer for
Illinois and Indiana) has 24 hour mobile, "to your door" service, for any issues that
may arise.
• Enhanced Safety — Pierce uses a TAK -4, independent front suspension for superior
handling and control. Turning radius, handling and stopping distances are all much
improved. Also the addition of ABS, Air Bags, Anti Roll systems, and Ready Reach
seatbelts all contribute to a higher level of responder safety.
• Durability- The Pierce TAK -4 suspension, coupled with heavy -duty 13" frame
components (standard is 10 ") reduces the vibration and bumps normally absorbed by
the body, resulting in a more durable and longer lasting apparatus.
• Main Ladder- The Pierce truck utilizes a 105 foot heavy duty ladder. The added
length of the ladder, in addition to vastly improved speed of ladder deployment, will
allow us to have a larger "scrub" (contact) area for buildings in areas with restricted
access (such as Oak Brook Club).
• Outrigger System- The "H- Style" independent outrigger system on the Pierce will
allow the truck to be set up and operated in restricted space areas: i.e. Oak Brook
Club, many areas of our commercial district, as well as the narrow and restricted
access seen in many of our residential areas.
The Fleet Management Committee reviewed all of the information submitted by the Fire
Department and Global Emergency Products and is recommending the replacement of Tower 94
Ladder Truck.
In addition to the purchase price of the Ladder Truck, there will be additional costs of
approximately $40,000 for the necessary interior equipment (such as hand lights, hydraulic hose
reels, body striping, etc.) that are standard in all fire vehicles. These items are being purchased
through third -party vendors, resulting in a significant cost savings to the Village.
Recommendation:
That the Village Board approve a contract though Suburban Purchasing Cooperative (SPC) to
purchase one (1) 2013 -2014 Pierce Arrow -XT PUC 105' HDL Ladder Truck, to replace existing
Tower 94 Ladder Truck, in the amount of $882,333 from Global Emergency Products, Factory
Authorized Dealer for Pierce Manufacturing, Appleton, Wisconsin. Furthermore, I move that
the Village apply for the pre - payment option and that $40,000 be authorized to purchase the
necessary equipment to outfit the truck.
RESOLUTION 2013- FD -V -R -1279
A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING
AND AUTHORIZING THE PURCHASE OF A REPLACEMENT TOWER LADDER TRUCK
WHEREAS, the Village's tower ladder truck ( "Fire Truck's is 25 years old, has increasing
maintenance costs, and is often out of service for repairs; and
WHEREAS, the 2013 budget includes $982,000 for the purchase of a new ladder truck to replace
the Fire Truck ( "Replacement Fire Truck'); and
WHEREAS, Section 1 -7 -10 of the Village Code authorizes the Village to join with other units of
government in cooperative purchasing plans when it is in the best interests of the Village; and
WHEREAS, the Northwest Municipal Conference administers a cooperative purchasing program
by which the Northwest Municipal Conference solicited competitive bids for ladder trucks and awarded a
contract to Global Emergency Products ( "Global'); and
WHEREAS. Global will equip the Replacement Fire Truck with the equipment required by the
Village Fire Department ( "Additional Equipment'); and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding
and to approve the agreement to purchase a Replacement Fire Truck and Additional Equipment from
Global,
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the Replacement Fire Truck and Additional Equipment shall be, and
they are hereby, waived in accordance with Section 1 -7-4 of the Village Municipal Code.
Section 3: Approval of Purchase of Replacement Fire Truck and Additional Equipment. The
purchase of a Replacement Fire Truck and Additional Equipment in a total amount not to exceed
$922,333 from Global shall be, and is hereby, approved.
Section 4: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between Global and the Village in a final form approved by the Village
Attorney and Village Manager.
Section 5: Execution of Agreement and Required Documentation. The Village President
and the Village Clerk shall be, and are hereby, authorized to execute and attest, on behalf of the Village,
the Agreement and all documents necessary to complete the purchase authorized pursuant to Section 3
of this Resolution.
Section 6: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two- thirds of the Trustees and its approval in the manner provided by law.

Representing a Population of Over One Million
Since the Northwest Municipal Conference (NWMC) and.West Central Municipal
Conference (WCMC) heavy and medium duty fire apparatus specifications do not
cover all available chassis, aerial devices, or pumper options available the following,
amendment has been agreed upon:
NWMC and WCMC agree to allow the contract to include standard and
custom options, chassis, aerial device, body configurations and models
available to any customer. Options /Models will be priced on demand to the
ordering agency and may be added to the base bid price, either prior to the
purchase order submission or during the preconstruction proce$s, after mutual
agreement on a negotiated price. Since all models, and options may not be
compatible, a sales representative must meet with the fire department to
correctly engineer the apparatus prior to purchase order award.
