SUBJECT: Award of Contract — Replacement Vehicles
One (1) Ford F -150 XL — Suburban Purchasing Cooperative
Three (3) Chevrolet Tahoe SUVs — State of Illinois

BUDGET SOURCE/BUDGET IMPACT: $156,000 is budgeted in Equipment Replacement (342-
90200) to purchase police vehicles in 2013. The $14,150 necessary for the emergency equipment
outfitting is available in the Court Supervision Fund (10- 2511), and will not need to come from the
general fund.
RECOMMENDED MOTION:
I move that the Village Board waive further bidding since the Suburban Purchasing Cooperative
already conducted the bid process and issue a purchase order to Freeway Ford - Sterling Truck
Sales, Inc., Lyons, Illinois for one (1) 2013 Ford F -150 XL in the amount of $28,812. Additionally,
that $5,450 be authorized to purchase the necessary equipment to outfit the above vehicle.
Further, I move that the Village Board waive further bidding since the State of Illinois already
conducted the bid process and issue a purchase order to Miles Chevrolet, Decatur, Illinois for three
(3) 2013 Chevrolet Tahoe PPV Police Interceptors (2WD) in the amount of $81,274.80 ($27,091.60)
per vehicle). Additionally, that $8,700 be authorized to purchase the necessary equipment for the
above vehicles. Most of the equipment can be re -used from the vehicles they are replacing.
Background/History:
As noted in the Fleet Management Policy that the Board approved in January 2012, staff has made a
concerted effort to right -size the Village's overall vehicle fleet. By selling these vehicles this year, the
Village will maximize the sale of the vehicles.
Six (6) police vehicles were slated for replacement in the 2013 budget. That number was reduced to five
(5) during the Village's Fleet Management Committee meetings pursuant to the criteria approved by the
Board. Units 304, 305, and 306 are police patrol vehicles used by the Village's Police Officers. They will
be replaced with the Chevrolet Tahoe PPV Police Interceptors. Unit 317 is a Community Service Officer
vehicle. It will be replaced with a Ford F -150 XL. The Committee, with the concurrence of the Public
Works Head Mechanic (Alex Kostueck), recommends the replacement of the above vehicles based on the
miles driven, projected miles at change over, and current engine hours, as described on the following
chart:
Pursuant to the provisions of Section 1 -7 -10 of the Code of Ordinances and Compiled Statutes, the
Village is permitted to join with other governmental units in order to benefit from cooperative purchasing
arrangements. If approved on Tuesday, delivery is expected approximately 30 -90 days after receipt of
order. The vehicles being replaced will be sold through the State of Illinois iBid Program (an ordinance
to declare the vehicles surplus will be presented at that time).
In addition to the purchase price for the vehicles, there will be additional costs of approximately $14,150
for the necessary interior police equipment that is currently standard in all marked and unmarked police
vehicles. All equipment costs will be provided for by the Police Department's Court Supervision Fund.
That money is purposely earmarked by statute for police vehicle replacement, care, and maintenance
costs.

RESOLUTION 2013- PD- VEH -PG- CNTRCT -R -1292
A RESOLUTION APPROVING THE WAIVER OF COMPETITIVE BIDDING AND AUTHORIZING
THE PURCHASE OF CERTAIN REPLACEMENT POLICE VEHICLES
WHEREAS, the 2013 budget includes $156,000 in the Equipment Replacement Fund for the
purchase of replacement vehicles for use by the Village Police Department; and
WHEREAS, the Village desires to purchase three Chevrolet Tahoe PPV Police Interceptors
( "Interceptors') to replace three police patrol vehicles, and one 2013 Ford F -150 XL ( "F -150') to replace
a community service officer vehicle (collectively, "Replacement Vehicles'J; and
WHEREAS, the 2013 budget also includes $14,150 in the Court Supervision Fund for the
purchase of necessary equipment ( "Equipment') for installation in the Replacement Vehicles; and
WHEREAS, Section 1 -7 -10 of the Village Code authorizes the Village to join with other units of
government in cooperative purchasing plans when it is in the best interests of the Village; and
WHEREAS, the Village participates in the Suburban Purchasing Cooperative ( "SPC'), which
permits local governments to purchase commodities and services according to contracts bid and
negotiated by the SPC, resulting in significant savings for the Village; and
WHEREAS, the SPC sought bids for the purchase of F -150s and the Equipment and identified
Freeway Ford - Sterling Truck Sales, Inc., of Lyons, Illinois ( "Freeway'), as the lowest responsible bidder;
and
WHEREAS, Freeway bid to sell the Police the F -150 for $28,812, and the Equipment for the F-
150 for $5,450, for a total of $34,262; and
WHEREAS, the State of Illinois, through its cooperative purchasing program, sought bids for
Interceptors and identified Miles Chevrolet, of Decatur, Illinois ( "Miles'), as the lowest responsible bidder;
and
WHEREAS, Miles bid to sell the Interceptors for $27,091.60 per vehicle, the Equipment for the
three Interceptors for $8,700, for a total amount not to exceed $89,974.80; and
WHEREAS, because SPC and the State of Illinois already conducted competitive bidding
processes for the purchase of the Replacement Vehicles and the Equipment, the Village staff has
recommended that the Village waive competitive bidding and approve agreement with Freeway and Miles
for the purchase of the Replacement Vehicles and the Equipment for a total amount not to exceed
$124,236.80; and
WHEREAS, the President and Board of Trustees, being fully advised in the premises, have
determined that it is in the best interests of the Village and its residents to so waive competitive bidding
and to approve the purchase of the Replacement Vehicles;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Waiver of Competitive Bidding Requirements. The advertising and bidding
requirements for the purchase of the Replacement Vehicles and the Equipment are hereby waived in
accordance with Section 1 -7-4 of the Village Code.

Section 3: Authorization of Purchase of the F -150 and the Equipment. The purchase of the
F -150 and the Equipment for the F -150 from Freeway Ford - Sterling Truck Sales in a total amount not to
exceed $34,262 is hereby authorized.
Section 4: Authorization of Purchase of the Interceptors and the Equipment. The purchase
of the Interceptors and the Equipment for the Interceptors from Miles Chevrolet in a total amount not to
exceed $89,974.80 is hereby authorized.
Section 5: Execution of Required Documentation. The President and the Village Clerk shall
be, and are hereby, authorized to execute and attest, on behalf of the Village all documents necessary to
complete the purchases pursuant to Sections 2 and 3 of this Resolution.
Section 6: Effective Date. This Resolution shall be in full force and effect from and after its
passage by two- thirds of the Trustees and its approval in the manner provided by law.
