R-688 - 02/25/1997 - AD-HOC - Resolutions RESOLUTION 97-BD-EFC-R-688 A RESOLUTION ESTABLISHING AN AD HOC COMMITTEE FOR THE PURPOSE OF PLANNING AND COORDINATING THE 1997 OAK BROOK INTERNATIONAL ETHNIC FEET WHEREAS, one of Oak Brook's great strengths is the ethnic aril cultural diversity of its citizens; and, WHEREAS, from 1993 to 1995, the Butler Elementary School District 53 and its PTA organizations have recognized Oak Brook's diversity by sponsoring an annual `Ethnic Fest" each Spring, offering District 53 students and their families the opportunity to experience the food, art, music and dance of some of the many cultures represented in Oak Brook; and i WHEREAS, the organizers of the District 53 Ethnic Feet concluded that the event had grown to the limits of the District's facilities and that it had the potential to continue to grow into a significant community event for Oak Brook; and { WHEREAS, officials of District 53 and its PTA organizations suggested f that the Village consider hosting and co-sponsoring, with other governmental { units, an Oak Brook International Ethnic Feet in 1996; and WHEREAS, the 1996 Oak Brook International Ethnic Feat was held on September 28, 1996, and the 1996 Ethnic Feet Committee has recommended that the event be held again in 1997; and WHEREAS, the President and Board of Trustees of the Village of Oak Brook (the "Village Board" ) see potential for such an event to become an enriching and educational annual community event for the residents of Oak Brook; and I i WHEREAS, the Village Board has concurred with the Committee's recommendation and has set September 21, 1997 as the date for the 1997 Oak Brook International Ethnic Fest; and WHEREAS, the Board continues to support the vision for the Oak Brook International Ethnic Feet as expressed in 1996, to wit: 'The community of Oak Brook is a microcosm of the World. Community spirit is reflected in the business, educational, recreational, social and spiritual endeavors of its residents. The Oak Brook International Ethnic Fast will promote the best of our roots, customs and traditions in a day of celebration of unity, respect and friendship.' NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COCK COrr;IL 5, ILLIN^TS as follows: i Ordinance 97-BD-EFC-R-688 Establishing Ad Hoc Committee For 1997 International Ethnic Fest, Page 2 Section 1: That there is hereby created an ad hoc committee for the purpose of planning and coordinating the 1997 oak Brook International Ethnic Feet. Said committee shall be known as the 01997 Ethnic Fest Committee' and shall consist of fifteen (15) members appointed by the Village President, with the consent of the Village Trustees. The Committee shall be composed of: (a) A Trustee of the Village of Oak Brook, who shall serve as Chairman. (b) A representative of the Oak Brook Civic Association. (c) A representative of the Butler School PTA. (d) A representative of the Brook Forest School PTA. (e) A representative of the Oak Brook Women's Club. (f) An Oak Brook resident who resides in Downers Grove School i Districts 58 and 99. (g) An Oak Brook resident who resides in Elmhurst Unit School District 205. t (h) An Oak Brook resident who resides in of Salt Creek School District 48 and Willowbrook High School District 48 and 88. (i) Seven Oak Brook residents at large. Section 2: That the Committee shall have and exercise the follcwing powers and duties: (a) To plan, coordinate, publicize, and execute the 1997 Oak Brook International Ethnic Fest (the 'Ethnic Fest' ) . (b) To encourage the widest possible participation in the Ethnic Fest by residents, clubs, organizations, institutions and businesses within the Village. (c) To report regularly to the Village Board on its progress and the status of its efforts. (d) To prepare a comprehensive budget for the Ethnic Fest, which budget shall be subject to the approval of the Village Board. (e) To evaluate the success of the Ethnic Fest and to make recommendations concerning future events. (f) To farm such subcommittees of its members as the Committee deems necessary and desirable for the efficient and timely conduct of v a s' i i Ordinance 97-BD-EFC-R-688 Establishing Ad Hoc Committee For 1997 International Ethnic Fest, Page 3 its business, and to assign to such subcommittees any function or power provided herein. Section 3: That any expenditures of public funds in connection with the Ethnic Fest shall be subject to the policies and procedures of the Village, in accordance with applicable law.
