G-21 - 02/14/1961 - POLICE DEPARTMENT - Ordinances JEB:KM 2.13-61 1 & 4 cc* PoLice QRGAT10?J 11R& J 2.wj44-(&1 AN ORDINANCE ESTABLISHING A POLICE RESERVE DIVISION IN AND FOR THE VULAGE OF OAKBROOK,, DU PAGE COUNTY, ILLINOIS BE IT ORDAINED by the President and Board of Trustees of the Village of Oakbrook, Du Page County, Illinois: Section 1. Establishment. There is hereby established a division of the Department of Police to be known as the "Police Reserve Division." Section 2. Organization. The Police Reserve Division shall consist of a Reserve Chief of Police, a Reserve Captain, a Reserve Leilitenant., and three squads consisting of one Reserve Sergeant and three Reserve Patrolmen in each squad. The existence of vacancies does not require the Village to fill them. Section 3. Composition. The Reserve is to be made up of citizens of at least twenty—one years of age., good physical condition, good moral character, and who meet such other requirements as the Chief of Police and the Board of Trustees may direct. Section 4. Appointment. The members of the Reserve and the ranking officers of the Reserve shall be appointed by the Chief of Police and the President, with the approval of the Board of Trustees. All appointments continue at the pleasure of the Chief of Police and the Board, and any member may be discharged with or without cause at any time., with or without a hearing. Members of the Reserve need not be residents of the Village and are considered to be employees and not officers of the Village. Section S. Command. The Reserve shall function under the direct command of the Chief of Police. Section 6. Powers. Members of the Reserve shall possess all the powers and perform all the duties of the Regular Policemen of the Village and shall be subject to all of the Administrative Orders and Rules and Regulations of the Department. Section 7. Emergencies. The Chief of Police may call out any or all of the Reserve at any time to meet peril., fire., flood, storm., riot, or other emergency, or the apprehension of same, and may assign such extended duties as he may see fit. Such action must be approved by the President of the Village as soon as possible. Section 8. Compensation. Members of the Reserve shall be compen- sated by the Village at the rate of One Dollar ($1*00) per year for their regular tours of duty. In addition., the Village shall pay each member of the Reserve at the rate of Two Dollars ($2.00) per hour for any emergency duties that extend beyond four hours or when such duties require the member to leave or be absent from his employment. Any member of the Reserve who is used to replace a paid Regular Policeman shall be compensated as the Board may direct. Section 9. Tred.ning and Proficiency. The Reserve Chief shall cause a training program that meets the approval of the Chief of Police to be effected within the Reserve. Further, the members of the Reserve shall attain a degree of proficiency that meets the approval of the Chief of Police* Section 10. Responsibility. All members of the Reserve are to be held responsible for the comparable duties held by those ranks within the regular Department except those Which are expressly assumed by the regular Department members by order of the Chief of Police. Section 11. Employment as Police Officers. No member of the Reserve shall be permitted to be employed in any capacity that depends on his being a police officer, either with or without compensation, without the prior approval of the Chief of Police* Section 12. Uniforms and Equipment. The Village shall furnish such uniforms and equipment as may be necessary for the operation of the Reserve. Section 13. Insurance. The Village shall provide such insurance for the Reserve as is provided for the Regular Department. Passed and approved by the President and Board of Trustees this d day of A. D. 1961.
