AN ORDINANCE AMENDING CHAPTER 9 OF THE CODE OF ORDINANCES
OF THE VILLAGE OF OAK BROOK AND PROHIBITING THE POSSESSION,
PURCHASE OR CONSUMPTION OF ALCOHOLIC LIQUOR BY PERSONS UNDER
21 YEARS OF AGE
WHEREAS, the corporate authorities of the Village of Oak Brook,
DuPage and Cook Counties , Illinois , have become aware of the wide-
spread illegal possession and use of alcoholic liquor within the
Village of Oak Brook by persons under the age of 21 ; and
WHEREAS , said corporate authorities recognize that the current
state of scientific and medical knowledge concerning the effects of
alcoholic beverages makes it necessary to acknowledge the physical ,
psychological and social damage which is incumbent upon its use ; and
WHEREAS, said corporate authorites recognize the need to provide
an effective means of controlling such illegal possession and use of
alcoholic liquor within the Village of Oak Brook ; and
WHEREAS, said corporate authorities recognize that the unlawful
possession of alcoholic liquors by persons under the age of 21 can be
more effectively controlled and the procedures thereto attendant more
effectively administered on a local basis ; and
WHEREAS , said corporate authorities deem the passage of this
Ordinance to be in the best interest and in furtherance of the general
health and welfare .of the Village of Oa:k Brook ;
NOW, THEREFORE , BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES ,
ILLINOIS as follows :
Section 1 : That the provisions of the preamble hereinabove set
forth are hereby incorporated herein as though fully set forth herein .
Section 2 : That Chapter 9 of the Code of Ordinances of the Village
of Oak Brook , Illinois be and is hereby amended by adding thereto
Section 9- 18 , entitled "Purchase , Possession or -Consumption of Liquor
by Persons Under 21 Years of Age" , which Section shall read as follows :
Section 9- 18 - Purchase , Possession or Consumption
of Liquorby Persons Under 2_1Y ears

(a) No person under 21 years of age shall purchase , possess
or consume any alcoholic liquor within the Village of
of Oak Brook . Notwithstanding , the possession , dispens-
ing or consumption of alcoholic liquor by a person
under 21 years of age :
(i ) In the performance of a religious service
or ceremony ; or
(ii) Under the direct supervision and approval of the
parent or parents of such person in the privacy
of the home ;
shall not constitute a violation of this Section. Furthermore , the pos -
session of alcoholic liquor by a person tinder the age of 21 years making
a delivery of alcoholic beverage in pursuance of the order of his parent:
or in pursuance of his employment shall not constitute violation of
this Section.

(b) Penalty: Any person who violates any of the pro-
visions of this Section shall be subject
to a fine of not more than $500 . 00 for
each such violation.
Section 3 : The Village Clerk is hereby authorized and directed
. to publish this Ordinance in pamphlet form in the manner provided by
law.
Section 4 : That all ordinances or parts thereof in conflict with
the provisions of this Ordinance be and the same are hereby repealed.
Section 5 : That this Ordinance shall be in full force and effect
from and after its passage , approval and publication in pamphlet form,
all as required by law.
