.AN ORDINANCE AMENDING SECTION 12-405 OF THE CODE OF ORDINANCES
OF THE VILLAGE OF OAK BROOK RELATIVE TO LANDSCAPE SPRINKLING
WHEREAS, pursuant to Ordinance 5-286 passed July 24, 1973, the corporate
authorities restricted landscape sprinkling as a water conservation measure; and
WHEREAS, said prohibition has been considered by the corporate
authorities; and
WHEREAS, amendment of said provision is deemed appropriate in order to
accomodate needs for landscape sprinkling while at the same time promoting the
policy and goal of water conservation;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS, as follows:
Section 1: That the provisions of the preamble hereinabove set forth are
hereby a opted `as though fully set forth herein.
Section 2: That Section 12-405 of the Code of Ordinances of the Village
of Oak Brook be and is hereby amended to read as follows:
Landscape sprinkling as prohibited in section 12-403 shall be permitted
between the hours of 7:00 p.m. until 7:00 a.m. on even-numbered street addresses
on Wednesday, Friday and Sunday nights and on odd-numbered street addresses on
Tuesday, Thursday and Saturday nights. No sprinkling shall be allowed on
Mondays.
Section 3: This Ordinance shall be in full force and effect from and
after its passage, approval and publication as provided by law.
Section 4: That the Village Clerk is hereby authorized and directed to
publish this Ordinance in pamphlet form in the manner provided by law.

SUBJECT: Landscape Sprinkling Restrictions
RECOMMENDATION: The Village Board amend Sec. 12-405 of the Oak
Brook Code to extend the permitted hours for
landscape sprinkling from 9 P.M. - 7 A.M. to
7 P.M. - 7 A.M.
The two primary reasons for having sprinkling restrictions are:
1 . To spread the demand for water over a longer period of
the day and therefor reduce the peak hourly demand.
This will substantially reduce the pumping rates
required to supply peak day demands throughout the day
while still supplying peak 24 hour demands. By separating
the peak commercial demand from the peak sprinkling demand
we are able to accomplish this.
2. To promote conservation of a natural resource (water)
which the Village committed to do as a condition to
receive Lake Michigan water.
The landscape sprinkling Ordinance was adopted in July, 1973•
The hourly demand during the summer months generally peaks twice a
day. The daytime peak occurs between 12 - 2 P.M. while an evening
peak occurs between 9 P.M. and 11 P.M.
If the permitted sprinkling hours were moved to 7 P.M. the peak in
the evening will probably occur between 7 P.M. and 9 P.M. which
will not conflict with the daytime peak. This will also allow the
residents to accomplish most of their sprinkling before night fall.
A survey was made of twelve surrounding communities to determine
whether or not they have Ordinances regarding sprinkling restrictions.
Eight of the twelve towns have no Ordinances restricting sprinkling.
Elmhurst has an Ordinance that permits sprinkling for odd addresses
on Tuesday, Thursday and Saturday while even numbered addresses on
Monday, Wednesday and Friday between the hours of 8 P.M. - 8 A.M.

Glen Ellyn permits sprinkling by odd numbered addresses on odd
numbered days and even numbered addresses on even numbered days
between the hours of 5 A.M. - 8 A.M. and 7 P.M. - 11 P.M.
Naperville permits sprinkling between the hours of 7 P.M. - 11 A.M.
with no restrictions on days or addresses.
Wheaton has an Ordinance in effect from May 1 to October 1 which
restricts sprinkling to odd addresses on odd numbered days and
even addresses on even numbered days. There is no restriction
as to hours sprinkling can occur.
Lombard has no permanent Ordinance although they presently are
imposing a restriction due to a declared water shortage. They are
permitting sprinkling to odd numbered addresses on odd numbered
days and even addresses on even numbered days with no hourly
restrictions.
Bensenville has no permanent Ordinance but on September 6, 1983
banned all sprinkling until further notice.
Hinsdale, Clarendon Hillst Westmont' Downers Grove, Lisle and
Villa Park have no restrictions.
The commercial customers serviced by the water system consume 56%
of the total water consumption. Their usage occurs predominately
between the hours of 8 A.M. and 5:30 P.M. By having the sprinkling
demand restricted to the evening hours' the pumping rates required
to meet these peaks will not become excessive. It has also been
suggested by many landscapers that the most effective time to
sprinkle lawns during the hot summer is in the evening hours.
Generally the wind dies down in the evening and more water is
absorbed by the ground. Evaporation can account for as much as 30%
on a hot windy day. It is also felt that water beads on the grass
magnify ultra violet rays and excessively heat the grass during
the mid day sun.
I would therefor recommend that the sprinkling restrictions remain
in effect but the hours be expanded to 7 P.M. - 7 A.M.

site, located at Fire Station ##1, 1212 Oak Brook Road, with bids to be

C. Recommendation _ Computer Sciences Corporation - Parking and
Loading Variations (815 Commerce Drive) :
On October 18, 1983 the Zoning Board of Appeals recommended approval of the
requested variations.
Trustee Watson moved, seconded by Trustee Maher . . .
To concur with the recommendation of the Zoning Board of Appeals and grant
the variations as outlined in memorandum dated October 20, 1983 from
Assistant to Village Manager Kapff, subject to the following: 1) The
variations granted be limited to this structure only; 2) Provide adequate
landscape screening in the Front, Side, and Rear Yards; and 3) Fire
Protection policies be continued and that the Village Attorney prepare
the required ordinance.

D. Report of Activities:
1. Finance & Library: Trustee Rush - Library personnel training to use
computer. Some long-term investments will not mature within the
fiscal year.
2. Personnel: Trustee Maher - No report.
3. Public Safety & Traffic: Trustee Listecki - Intensive training programs
by Police & Fire Departments.
04. Public Works: Trustee Imrie -
Trustee Imrie moved, seconded by Trustee Philip
To extend the permitted hours for lawn sprinkling from 9:00 PM/7:OOAM
to 7:00 PM/7:00 AM, and that the Village Attorney prepare
the necessary ordinance to amend Section 12-405 of the Code. of Ordinances
of the Village of Oak Brook.

To close the Bath & Tennis Club to allow for cleaing of the facility, for
the week of December 24, 1983 through January 1, 1984, with reopening
scheduled for January 2, 1984.

A.. Cable Television:
The unanimous consensus was that the Village has no interest in considering
the feasibility of a consortium to study the possibility of joint-franchising
for cable television.
