G-346 AN ORDINANCE AMENDING ARTICLE IX OF APPENDIX D (Personnel Rules and Regulations) OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK WHEREAS, the Village of Oak Brook has added dental benefits to its benefit package for full time employees; and WHEREAS, recent case law has further clarified an employee's political rights and rights to be free from solicitors; and . WHEREAS, it is in the best interest of the Village of Oak Brook that the Personnel Rules and Regulations reflect these changes; NOWT, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That Article IX entitled "General Provisions and Prohibitions" of Appendix D, Personnel Rules and Regulations, of the Code of Ordinances of the Village of Oak Brook is amended to read as follows:: ARTICLE IX. GENERAL PROVISIONS AND PROHIBITIONS Section 1: General Provisions. (A) Hospitalization Insurance-The Village of Oak Brook provides hospitalization insurance for all full-time employees and their dependents. The Village also assumes 100% of the cost for this benefit. The Basic Medical and Major Medical Benefits are described in the Certificate Booklet of Group Insurance. (B) Dental Benefits-The Village of Oak Brook provides dental benefits for all full-time employees and their dependents. Certain deductible requirements payable by the employee are described in the Certificate Booklet of Group Insurance. (C) Life Insurance-The Village provides Life Insurance for all full-time employees and assumes 100% of the cost for this benefit. Benefits are as follows: Accidental death and Life dismemberment Policemen and Firemen $25,000 $25,000 All Other Employees One times your basic annual earnings to the next higher $500 if it is not already a multiple of $500 with a mini- mum of $4,000 and maximum of $40,000. (D) Uniform Provisions-The Village will supply both the Police and Fire Department personnel with designated uniforms and will absorb the original issue and replacement costs. The maintenance costs for the uniforms are absorbed by the individual officers. Currently, police officers assigned to civilian clothes duty receive a clothing allowance of $40.00 per month. Ordinance No. G-346 Amend Personnel Rules and Regulations Page two (E) Service Awards-Meritorious and Longevity-Awards for outstanding or meritorious service shall be recommended by the Department Heads or Village Manager for.-~ employees that perform acts beyond their normal scope of duties. An award shall be presented at the completion of 10, 15, 20 and 25 years of continuous employment to all full-time, part-time and volunteer employees of the Village of Oak Brook in recognition and appreciation of dedication and service to the residents of Oak Brook. In addition to the awards, all full-time employees of the Village shall receive the following, based on longevity of continuous full-time employment: (a) 10 years-$50.00 gift certificate. (b) 15 years-$75.00 gift certificate. (c) 20 years-$150.00 gift certificate. (d) 25 years-2 weeks of additional vacation. (Ord. No.G306,Sec.1, 9-22-81 ; Ord. No.G-317, Sec.1, 2-23-82) Section 2. General Prohibitions. (A) Political Endorsements Prohibited-In no event shall any political endorsement be considered in connection with the appointment to a position in the Village service. (B) Abuse of Official Authority Prohibited-No person shall use or promise to use directly or indirectly any official authority or influence to secure or attempt to secure an appointment or advantage in appointment to a position in the Village service or an increase in pay, promotion, for the purpose of influencing the vote or political action for any purpose or for any other consideration. (C) Solicitation-Unless authorized by the Department Head and approved by the Village Manager, all solicitation among Village employees during working hours for charitable or other purposes and all selling of tickets, magazines or merchandise of any kind is prohibited. In addition, solicitation by any person, including Village employees, is not permitted during non-working time in areas where it will disturb employees who are working. These restrictions apply to all solicitation, selling or peddling of every nature whether by Village employees or non-employees. (D) Political Activity and Contributions-Village employees have a constitutional right to engage in political activity through voluntary political contributions or voluntary political work. Nothing should be done to abridge the constitutional right of an employee to participate in the political process. While in a duty status during regular working hours, Village employees shall not participate in political activities. Ordinance No. G-346 Amend Personnel Rules and Regulations Page three Section 3. Mileage Reimbursement. Any employee utilizing one's private vehicle for Village business as approved by the respective Department Head or the Village Manager (in case of Department Heads) shall be entitled to reimbursement at the rate of $0.20 per mile. No such reimbursement shall be made for commuting expenses or for travel to and from court by police personnel. (Ord. No. G-317, See-7, 2-23-82) Section 2: All ordinances, rules, and regulations of the Village of Oak Brook which are in conflict with the provisions of this Ordinance are hereby repealed to the extent of the conflict. Section 3: That this Ordinance shall be in full force and effect from and after s passage and approval as provided by law. PASSED this 26th day of June , 1984.
