AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 14 OF THE
CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK 'RELATIVE
TO VILLAGE RECREATIONAL FACILITIES
WHEREAS, the Village President and Board of Trustees have heretofore adopted
rules and regulations for the Sports Core, Oak Brook Gdlf Club, and Bath and
Tennis Club, codified as Article II of Chapter 14 of the Code of Ordinances of
the Village of Oak Brook; and
WHEREAS, the Village President and Board of Trustees deem the amendment of
said rules and regulations to be in the best interest and in furtherance of the
general welfare of the citizens of the Village of Oak Brook;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as f6lldws:
Section 1:: That the provisions of the preamble hereinabove set forth are
hereby adopted as though fully set forth herein.
Section_2: That Section 14-12(g) of the Code of Ordinances of the Village
of Oak Brook be and is hereby amended to read as follows:
(g) Golf cart rental fees:

Section _3: That Section 14-12 of the Cdde of Ordinances of the
Village of Oak Brook be and is hereby amended by adding thereto a new
sub-section (h) which shall read as follows:
(h) The Oak Brook Golf Club Operating Rules and Regulations are as
follows:
1) All golfers must check in with the cashier prior to tee off.
2) Proper golf attire must be worn at all time, including shirts
and golf shoes or flat soled shoes.

3) No alcoholic beverages are allowed on the course.
4) Twosomes will be paired off by the starter.
5) Foursomes only will be allowed (no fivesomes) .
6) Golf carts must be picked up and returned to the cart area.
7) Golf carts are not allowed in the parking lot.
8) Parking for all activities, including the driving range, must
be in the parking lot only.
9) Golf bags are not permitted in the clubhouse.
10) Replace divots and repair all ball marks.
11) Golf rules and etiquette must be followed at all times.
12) All golfers must report to the starter on the first tee.
13) Card playing in the clubhouse is not permitted at any time.
14) Keep play moving.

charging, utilizing season membership cards.
Prepaid coupons, in Twelve Dollar ($12.00) books, can be charged at
the clubhouse by utilizing a season membership card.

Section 7: That Section 14-13(f) of the Code of Ordinances of the Village
of Oak Brook be and is hereby amended by adding thereto a new sub-section (5)
which shall read as follows:
(5) The Oak Brook Bath and Tennis Club Swimming Pool and Canoeing
Rules and Regulations are as follows:
a) DuPage County Health Department Regulations require that a
shower be taken before entering the pool area.
b) DuPage County Health Department Regulations require that there
be no eating, drinking, or smoking in the locker room and pool
areas.
c) DuPage County Health Department Regulations require that there
be no gum chewing in the pool area.
d) DuPage County Health Department Regulations require the removal
of all bandaids prior to entering the pool area.
e) No inner-tubes, non-safety floatation devices, or pool toys
will be allowed in the pool areas.
f) Non-swimmers who can't stand in the shallow area must have
`- someone over the age of 13 in the water with them at all times.
g) There will be no cut-off shorts, or gym shorts allowed in the
pools. All swimmers must be wearing a swimsuit.
h) DuPage County Health Department Regulations require that a
bathing cap be worn by anyone with hair longer than shoulder
length.
i) There will be absolutely no one allowed in the pool area unless
a lifeguard is on duty.
j) There will be no diving in the shallow area of the pools.
k) There will be no running, pushing, or towel snapping.
1) There will be only one person on the diving board at a time -
no double bouncing will be permitted.
m) Members will stay off of the pool divider ropes.
n) The diving boards are restricted to those able to meet the deep
water requirements.
o) Children under the age of 8 must be accompanied by an adult at
all times.

p) There will be no canoeing permitted on the lake unless a
lifeguard is on duty. Persons using the canoes MUST be wearing
a lifejacket at ALL times.
q) Swimming is not allowed in the lake at any time.
Section 8: That Section 14-13(g) of the Code of Ordinances of the Village
of Oak Brook be and is hereby amended to read as follows:
(g) Operatinn cif Tennis Courts:
1. The tennis courts may be utilized by family or individual
season members and their registered guests.
2. The tennis courts will be supervised by club staff from May
lst to October lst (weather permitting) . The nets will be up
and the courts will open on a first-come first-serve basis
from April lst to November lst on the asphalt courts and from
about May 15th to October lst on the clay courts (weather
permitting) . The courts will be open seven (7) days a week
from dawn until dusk.
3. All members and their guest are required to sign in at the Pro
Shop or the clubhouse to obtain a court assignment.
Membership fees must be paid in full before using the
facilities.
4. The Oak Brook Bath and Tennis Clubs Tennis Courts Operating
Rules and Regulations are as follows;
a) All members must sign in and register for use of the
courts at the Pro Shop.
b) All members must sign in their guests and pay the guest
fee in the Pro Shop prior to use of the courts.
c) Courts may be taken out of service due to moisture or
dryness or any other reason at the direction of the Tennis
Professional.
d) Club sponsored activities have the use of the courts over
general play. Activities are c6ntrolled by the Tennis
N%I Professional and staff and are listed in the monthly
calendar of events.
e) Play is limited to one hour when people are waiting for a
court. You may specify a preference as to type of court
you desire to play on (clay or hard) and may wait for that
particular type of court to become available.
f) You may not be on a court and be signed up on the waiting
list for another court.
g) There are no pri6rities. Everyone has an equal right to
use the courts. This includes men, women, children, or
working women.
h) All members are kindly requested to sign their charge
slips before an event starts, or lesson begins, or at the
time of purchase.
i) Tennis attire and tennis shoes must be worn at all times
at the tennis courts. No running shoes, cut off shorts,
`. or bathing suits are allowed. Swimmers are required to
wear a cover-up when visiting the tennis courts.

J) Children, under the age of 14 and unaccompanied by an
adult, are not to be around the Pro Shop area or the
tennis courts unless they are participating in a game.
Children may congregate in the B.B.Q. area.
k) Children, under the age of 8, shall not be left unattended
by an adult at the tennis courts.
1) All bicycles shall be stored in the bike rack, not on the
sidewalks next to the Pro Shop.
m) Quiet is requested so that players can concentrate on
their games. Absolutely no horse-play will be tolerated
at the courts.
n) Everyone, please use the trash containers.
o) There is absolutely no picnicking allowed on the Sports
Core.

�- Section 10: That the Code of Ordinances of the Village of Oak Brook is
hereby amended by adding Section 14-14 as follows:
Section 14-14 Hiring Pbiicy
It shall be the policy of the Village of Oak Brook not to hire for
duties within the Sports Core any close relative of empldyees or
members (family or individual) of the Oak Brook Bath and Tennis
Club and/or the Oak Brook Golf Club. A close relative means a
child under the age of 22 and/6r a spouse.
Section 11: That all ordinances or parts that are in conflict with the
provisions of this Ordinance be and the same are hereby repealed td the extent of
such conflict.
_Seeti0n 12: That the provisions of this Ordinance are deemed severable and
the validity or invalidity of any portion thereof shall not affect the validity
of the remaining portions thereof.
Section 13: That the Village Clerk is hereby authorized and directed to
publish this Ordinance in pamphlet form in the manner provided by law.
Section 14: That this Ordinance shall be in full force and effect from and
after its passage, approval and publication in pamphlet form, as required by law.

SUBJECT: Proposed modifications to the Sports Core Ordinance
Dear John;
As you know, we have annually reviewed the Sports Core Ordinance and
made proposals for changes as our facilities have grown. These attached
proposals reflect the new rates for the 1985 season as well as some
modifications to other sections which may be desirable.
We have also included for the Boards review the policies under which
�-•^ we've operated in each of our recreational areas. These rules have
been posted at the pool, and we'd like to do the same with the tennis
policies and golf policies this season.
The one major change which I'd like to clarify is the room rental rates
under Special Events, Now that we have assumed the full catering
responsibilities this change seems appropriate. What we've done is
to incorporate the anticipated room fees into our price structure
so that a room rental is not an additional charge when you're arranging
a catered meal. The room charges in existance would apply to any use
of the facility which does not include meal service. This will permit
us to be competitive, as well as clarify our costing procedures. It
will be a particular benefit in the "slow" period in January, February,
and March.

present a current certification of employment from his or
her employer. Corporate resident employees not holding a
season membership shall pay the nonresident greens fee
rates.
(2) Golf club season membership.
a. Golf club season memberships, except junior member-
ships, shall include a social season membership to the
bath and tennis club entitling members to utilize the
club house dining facilities throughout the season and
to invite unlimited dining guests.
b. Season members will be issued a plastic card indicating .
the type of season membership and the member's name.
Such cards will be usd for identification and for charg-
ing at the Oak Brook Golf Club and the Oak Brook Bath
and Tennis Club.Junior memberships shall include charg-
ing privileges only upon the written consent of the par-

c. All accounts will be payable upon receipt of statements.
Any balance not paid within thirty (30) days of the
billing day shall be charged an interest fee of one and

The golf league schedule times listed above may be extended for
an Oak Brook organization or business golf league,provided the golf
manager, with the concurrence of the sports core manager, deter-
mines that such an extension is into a time period with a low level of
play where daily fee use would not be significantly affected.
Golf league participants shall pay the applicable resident greens
fee rate.

(3) Social season member. Membership will entitle the partici-
pants to utilize the clubhouse dining facilities throughout
the season and to invite unlimited dining guests.

an individual and in the name of his/her business. Such
membership shall include the person in whose name the
card is issued and any employee of the business in which
the card is issued who possesses the membership card

(1) The tennis courts may be utilized by family or individual

(2) The tennis courts will be supervised by club staff from
May 1st to October 1st(weather permitting). The nets will
be up and the courts will open on a first-come, first-serve
basis from April 1st to November 1st on the asphalt courts
and from about May 15th to October 1st on the clay courts

Golf Club Operating Rules and Regulations:
1) All golfers will check in with the cashier prior to tee off.
2) Proper golf attire will be worn at all times.
' 3) No alcoholic beverages are allowed on the course.
4) Parking for the driving range will be in the parking lot.
5) Twosomes will be paired off.
6) Foursomes only will be allowed (no fivesomes) .
7) Golf carts will be picked up and returned to the cart area..
8) Golf carts are not allowed in the parking lot.
9) Parking for all activities will be in the parking lot only.
10) Golf bags are not permitted in the clubhouse.
11) Replace divots and repair all ball marks.
12) Golf rules and etiquette will be followed at all times.

Swimming Pool Operating Rules and Regulations:
1) DuPage County Health Department Regulations require that a shower be
taken before entering the pool area.
2) DuPage County Health Department Regulations require that there be no
eating, drinking, or smoking in the locker room and pool areas.
3) DuPage County Health Department Regulations require that there be no
gum chewing in the pool area.
4) DuPage County Health Department Regulations require the removal of all
bandaids prior to entering the pool area..
5) No inner-tubes, non-safety floatation devices, or pool toys will be
allowed in the pool areas.
6) Non-Swimmers who can't stand in the shallow area must have someone over
the age of 13 in the water with them at all times.
7) There will be no cut-off shorts, or gym shorts allowed in the pools.
All swimmers must be wearing a swimsuit.
8) DuPage County Health Department Regulations require that a bathing cap
be worn by anyone with hair longer than shoulder length.
9) There will be absolutely noone allowed in the pool area unless a lifeguard
is on duty.
10) Swimming is not allowed in the lake at any time.
11) There will be no diving in the shallow area of the pools.
12) There will be no running, pushing, or towal snapping.
13) There will be only one person on the diving board at a time - no double
bouncing will be permitted.
14) Members will stay off of the pool divider ropes.
15) The diving boards are restricted to those able to meet the deep water
requirements.
16) Children under the age of 8 must be accompanied by an adult or guardian
at all times.
17) There will be no canoeing permitted on the lake unless a lifeguard is on
duty. Persons using the canoes MUST be wearing a lifejacket at ALL-times,
regardless of that persons age..

Tennis Courts Operating Rules and Regulations:
1) All members must sign in and register for use of the courts at the Pro Shop.
2) All members are to sign in their guests and pay the guest fee in the Pro Shop
prior to use of the courts.
3) Courts may be taken out of service due to moisture or dryness or any other
�-' reason at the direction of the Tennis Professional.
4) Club sponsored activities have the use of the courts over general play.
Activities are controlled by the Tennis Professional and staff and are
listed in the monthly calendar of events.
5) Play is limited to one hour when people are waiting for a court. You
may specify a preference as to type of court you desire to play on
(clay or hard) and may wait for that particular type of court to become
available.
6) You may not be on a court and be signed up on the waiting list for
another court.
7) There are no priorities. Everyone has an equal right to use the courts.
This includes men, women, children, or working women.
8) All members are kindly requested to sign their charge slips before an
event starts, less begins, or at the time of purchase.
9) Tennis attire and tennis shoes are to be worn at all times at the tennis
courts. No running shoes, cut off shorts, or bathing suits are allowed.
Swimmers are required to wear a cover-up when visiting the tennis courts.
10) Children, under the age of 14 and unaccompanied by an adult, are not to
`.. be around the Pro Shop area or the tennis courts unless they are
participating in a game. Children may congregate in the B.B.O. area.
11) Children, under the age of 8, shall not be left unattended by an adult
at the tennis courts.
12) All bicycles shall be stored in the bike rake, not on the sidewalks next
to the Pro Shop.
13) Quiet is requested so that players can concentrate on their games.
Absolutely no horse-play will be tolerated at the courts.
14) Everyone, please use the trash containers.
15) There is absolutely no picnicing allowed on the Sports Core.

A. Sports Cdre - Ordinance Amendments:
Considerable discussion was held on the proposed amendments to Chapter 14,
Article II - Sports Core, Gdlf Club, Bath and Tennis Club, as outlined in
memo from Bonnie J. Westerdahl, Sports Core Manager, dated March 7, 1985.
Trustee Philip moved, seconded by Trustee Rush .. .
To approve amending Article II of Chapter 14 of the Code of Ordinances,
with said amendments to incorporate the recommendations detailed in the
memo frdm Sports Core Manager Westerdahl with the following exceptions:
Page 823 - Add "for any position within the Sports Core" after the word
"hire", and Pages 827 and 833 - Strike recommendations related to any
monies owed to Village, and that the Village Attorney prepare the necessary
ordinance to effectuate these amendments.

Staff was directed td develop a format to identify deliquent bills in all
Departments.
B. Lincdln Center - Phase I '- Water Service Re nest (Oakbrd6k Terrace):
Request for water service to serve Phase I of a Five (5) Phase development
on an eleven (11) acre parcel consisting df a sixteen (16) story office
building of 311,426 square feet and a thirteen (13) story hotel with 358
rooms. The parcel is b6th outside the Village limits and the certificated
area of the Oak Brook Utility Company, but within the Oak Rrdok Service
Area. As phases of the develpment are not within the certificated areas of
the Oak Brdok Utility Company, and the Warren Van Praag report of 1975
contemplated this area to be residential, Staff was directed to calculate
the total water demand of the development.

Brook Road.
