G- 423 AN ORDINANCE AMENDING ARTICLE II OF CHAPTER 14 OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK RELATIVE TO VILLAGE RECREATIONAL FACILITIES WHEREAS, the Village President and Board of Trustees have heretofore adopted rules and regulations for the Sports Core, Oak Brook Golf Club, and Bath and Tennis Club, codified as Article II of Chapter 14 of the Code of Ordinances of the Village of Oak Brook; and WHEREAS, the Village President and Board of Trustees deem further amendment of said rules and regulations to be in the best interest and in furtherance of the general welfare of the citizens of the Village of Oak Brook; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: That Section 14-12(a)(2) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (a)(2) Weekday season member. Permits holder to play without payment of additional greens fees at any time course is open on weekdays, except holidays. A weekday season member may play on weekends and holidays by paying the prevailing greens fee. Section 3: That Section 14-12(a)(6) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (a)(6) Junior. A minor child under twenty-one (21) years of age. Junior members may play without payment of additional greens fees at any time the course is open except: a. On weekends or holidays; b. If ten (10) years of age or under, unless accompanied by an adult. Section 4: That Section 14-12(a)(7) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (a)(7) Senior. Any person sixty (60) years of age or older. Senior members may play without payment of additional greens fees any time except weekends or holidays. Members may play during these excepted times by paying the prevailing greens fee. Section 5: That Section 14-12(a)(9) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (a)(9) Resident discount for juniors and seniors. Any resident sixty (60) years of age or older (senior) or under twenty-one (21) years of age (junior) is eligible for a twenty (20) percent discount on greens fee rates. Section 6: That Section 14-12(b)(2)(d) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (b)(2) (d) Golf club season memberships shall entitle members to the associated playing privileges only during those times when the course is declared open for play by the Sports Core manager and only during the year indicated on such membership. Section 7: That Section 14-12-(b)(5) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (b)(5) Golf outings. A golf outing may be arranged through the Sports Core manager if, in the pro/manager's judgment, such a function will not significantly affect daily fee playa Ordinance No. G- 423 Amending Article II of Chapter 14 Relative to Village Recreational Facilities Page two Section 8: That Section 14-12(b)(6) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (b)(6) Golf lessons. Lessons will be available for a fee through the Oak Brook Golf Professional staff. Section 9: That Section 14-12(c) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (c) Green fees; nonmembers: Resident Nonresident Weekdays 18 holes $12.50 $18.00 9 holes $ 7.50 $10.00 Twilight, 4:00 p.m. $ 6.50 $ 9.50 Weekends and Holidays 18 holes $14.00 $20.00 9 holes $ 8.50 $12.00 Twilight, 4:00 p.m. $ 7.50 $11 .00 Section 10: That Section 14-12(d) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (d) Season membership fee schedule.* Corporate Resident Resident Nonresident Unlimited $420.00 $525.00 $765.00 Weekday $325.00 $400.00 $575.00 Senior $265.00 $325.00 Not Available Junior $215.00 Not Available Not Available *Note: Any individual who has either a family or individual membership at the Bath and Tennis Club will qualify for a twenty (20) percent discount applied to their golf season membership. Section 11: That Section 14-12(e)(1) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (e) Permanent reserved weekend starting times: (1) Tee times will be available for eighteen (18) holes from 5:30 a.m. to 1:00 p.m. on Saturdays and Sundays for the period annually from approximately the last Saturday in April through the last weekend in September, provided that there will be no permanent reserved starting times on Oak Brook Day and days when the course is closed due to weather or the Western Open. Section 12: That Section 14-12(e)(2) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (e)(2) The permanent reserved weekend starting time draw will be held annually in the spring after the brochure is mailed. There will be a $100.00 deposit required for each foursome. Application for this drawing must be made in writing on forms provided by the Village. In order of drawing will be as follows: a. Unlimited resident season members as further described herein; b. Unlimited corporate resident employee season members; e. Unlimited nonresident season members; d. Weekday resident season members; e. Weekday corporate resident employee season members; f. Weekday nonresident season members; g. Residents; h. Nonresidents. Ordinance No. G- 423 Amending Article II of Chapter 14 Relative to Village Recreational Facilities Page three Drawing priority will be given to those foursomes with the most unlimited resident season members in the foursomes. Section 13: That Section 14-12(e)(3) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (e)(3) The drawing will be held under the following conditions: (a) One (1) person of a foursome can qualify for a drawing category; (b) One (1) person of a foursome must be present at the drawing; (c) Only foursomes may apply for the drawing; (d) A person may apply as a member of (1) foursome for both Saturday and Sunday; (e) If all tee times are filled the drawing will continue to establish a standby list of golfers. These standby foursomes will be used to fill in any times that are cancelled before the golf course opens or for those times that are cancelled during the playing season; (f) A deposit of $100.00 will be required for each foursome. Section 14: That Section 14-12((e)(4) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (e)(4) Tee time forefiture. If tee time is not cancelled at least four (4) days prior to play and the foursome does not show for play, or if less than a foursome shows for play, it will be the responsibility of the foursome to fill these spots with other golfers. Should a foursome not show up or fail to fill their spot, they will be charged the appropriate resident or nonresident green fee notwithstanding the membership status of the missing member(s) of the foursome. A season membership will not preclude or absolve a foursome from this charge. All charges will be made by deductions from the foursome's deposit. Should foursomes tee time deposit reach a negative balance, the tee time will be forfeited. Section 15: That Section 14-12(g) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (g) Golf cart rental fees: 18 Holes 9 Holes Hand carts $ 2.00 $ 1.50 Power carts $19.00 $10.00 Twilight cart Rental $10.00 $10.00 Half rates available only for twilight play commencing after 4:00 p.m. Section 16: That Section 14-12-(h) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (h) Rules and regulations. The Oak Brook Golf Club operating rules and regulations are as follows: (1) All golfers must check in with the cashier prior to tee off. (2) Proper golf attire must be worn at all times, including shirts and golf shoes or flat soled shoes. (3) No alcoholic beverages are allowed on the course. (4) Twosomes will be paired off by the starter. Ordinance No. G- 423 Amending Article 11 of Chapter 14 Relative to Village Recreational Facilities Page four (5) No fivesomes or more will be allowed, except with the approval of the golf professional. (6) Golf carts must be picked up and returned to the cart area. (7) Golf carts are not allowed in the parking lot. (8) Parking of all activities, including the driving range, must be in the parking lot only. (9) Golf bags are not permitted in the clubhouse. (10) Replace divots and repair all ball marks. (11) Golf rules and etiquette must be followed at all times. (12) All golfers must report to the starter on the first tee. (13) Card playing in the clubhouse is not permitted at any time. (14) Keep play moving and keep pace with the group in front of you. (15) No domestic animals or pets are permitted on the golf course. (16) On Saturdays and Sundays between 5:30 a.m. and 1:00 p.m., each tee time group is responsible for four greens fees. Section 17: That Section 14-12(i) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (i) Driving range. The cost of a bucket of sixty (60) balls is three dollars ($3.00) for residents and four ($4.00) for nonresidents. The driving range rules and regulations are as follows: (1) Keep bags and golf carts behind rope. (2) Return pails to ball dispenser. (3) Practice only between tee markers. (4) Aim at flag poles only. (5) Do not retrieve balls in front of tee markers. (6) Driving ranges only at Field 1 (lower Field front 9) and Field 2 (upper range back 9) on days opened. (7) Range open April 1 to October 21, seven (7) days a week, weather permitting. Hours are 1 hour after sunrise to 112 hour before dusk. (8) Purchase tokens in pro shop for range balls in ball dispenser. (9) Practice only at south end of Field 1 and at north end of Field 2. (10) Users of range may not walk across the golf course. (11) Parking for driving ranges will only be in the golf course parking lot. (12) Shirts must be worn on the driving range. Section 18: That Section 14-13(b) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (b) Season membership and fee schedule: Resident Nonresident Family season membership $700 $1 ,000 Individual season membership $375 $ 525 Ordinance No. G- 423 Amending Article II of Chapter 14 Relative to Village Recreational Facilities Page five Individual senior membership $300 $ 420 Individual junior membership $300 $ 420 Intermediate season membership $100 $ 100 Social season membership Business $ 25 $ 25 Personal $ 25 $ 25 Bath and tennis guest fee per visit $ 5 $ 5 *Note: Any individual who has either a family or individual membership at the Bath and Tennis Club will qualify for a twenty (20%) percent discount applied to their golf season membership. Section 19: That Section 14-13(c) (3) of the Code of Ordinances of the Village of Oak Brook be added to read as follows: (c)(3) Individual senior membership. Will be an individual at least sixty (60) years of age. Membership will entitle the participant to utilize all the facilities at no additional charge, except for food, beverage, and special charges for private service throughout the season. Section 20: That Section 14-13(c)(3) of the Code of Ordinances of the Village of Oak Brook be redesignated as Section 14-13(c)(4), and is amended to read as follows: (c)(4) Social season member: Membership will entitle the participants to utilize the clubhouse dining facilities throughout the season and to invite unlimited dining guests. a. Business social member Shall be issued in the name of an individual and in the name of his/her business. Such membership shall include the person in whose name the card is issued and any employee of the business in which the card is issued who possesses the membership card with the authority of the person in whose name it is issued. b. Personal social member: Will include individuals and all persons permanently residing in the household of the principal member. Section 21: That Section 14-13(c)(4) of the Code of Ordinances of the Village of Oak Brook be redesignated as Section 14-13(c)(5) . (c)(5) Bath and tennis guests. Will be individuals registered by a family or individual season member to utilize the tennis courts and swimming pools and shall be limited to six (6) visits per season. Guest cards will be issued for this purpose. Guests may not charge vouchers and must be accompanied by the member at all times. Individuals may be guests of any season member only once per calendar month. Section 22: That Section 14-13(c)(6) of the Code or Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (c)(6) Intermediate season member: A son or daughter of a family or individual season member permanently residing in the household of said member or members under the age of twenty-five (25) and over the age of twenty-one (21) . Section 23: That Section 14-13(c)(7) of the Code of Ordinances of the Village of Oak Brook be added to read as follows: (c)(7) Individual junior membership. Will be an individual under the age of twenty-one (21) . Membership will entitle the participant to utilize all the facilities at no additional charge, except for food, beverage, and special charges for private service throughout the season. Junior memberships Ordinance No G- 423 Amending Article II of Chapter 14 Relative to Village Recreational Facilities Page six shall include charging privileges only upon the written consent of the parent or legal guardian. Section 24: That Section 14-13(d)(6) of the Code of Ordinances of the Village of Oak Brook be and is hereby repealed. Section 25: That Section 14-13(e) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: (e) Operation of clubhouse: The Bath & Tennis Club facilities will be open pursuant to the schedule established annually by the Corporate authorities. Section 26: That Section 14-13(f)(2) of the Code of Ordinances of the Village of Oak Brook be amended to read as follows: (f)(2) like pools will be open between the Saturday immediately before the federally observed Memorial Day and the day after Labor Day, or as determined by the Board of Trustees. Section 27: That the Village Clerk is hereby authorized and directed to publish this Ordinance in pamphlet form in the manner provided by law. Section 28: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form, as required by law. PASSED THIS 24th day of January 1989.
