G-507 - 04/27/1993 - SPORTS CORE - Ordinances G:r --�► S f�1??s CORE- R ECR� Ti�tigL F4C/'Li'T%ES ORDINANCE G-507 SuP5,gL) ioN 4r � 7�'93 AN ORDINANCE AMENDING ARTICLE XIV OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK RELATING TO VILLAGE RECREATIONAL FACILITIES WHEREAS, the Village President and Board of Trustees have heretofore adopted rules and regulations for the Sports Core, Oak Brook Golf Club, and Bath and Tennis Club, codified as Article XIV of Chapter 14 of the Code of Ordinances of the Village of Oak Brook; and WHEREAS, the Village President and Board of Trustees deem further amendment of said rules and regulations to be in the best interest and in furtherance of the general welfare of the citizens of the Village of Oak Brook; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: That Section 14-13(c) (5) of the Code of Ordinances of the Village of Oak Brook be and is hereby amended to read as follows: "(c) Membership and guest definitions. Persons paying the family, individual or social fee shall be known as members. (5) Bath and Tennis guests. Will be individuals registered by a family or individual member, to utilize the tennis courts and swimming pools and shall be limited to four (4) visits per year. Guests may not charge vouchers and must be accompanied by the member at all times. A member shall not be permitted to have more than nine (9) guests per day without the approval of the Sports Core Manager. Individual guest fees per person are set forth below: Guest Fees in Effect April 1, 1993: Resident Non-Resident Individual & Individual & Resident Family Non-Resident Family & Resident Golf & Resident Members Social Members Children Weekday $ 5.00 $ 7.50 Children Weekend 5.00 10.00 Adult Weekday 5.00 10.00 Adult Weekend 7.00 12.50 G-50 7 Ordinance G- 507 Amending Article XIV Relating to Village Recreational Facilities Page 2 No guest fee is required for person(s) whose sole purpose at the Club is to supervise members' children provided that the member registers said person(s) with the Sports Core Manager or his/her designee. Section 12: That this ordinance shall be in full force and effect from and after its passage, approval and publication as required by law. Section 13: That the Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law. PASSED THIS 27th day of April , 1993. It is estimated that $13,000 will be realized by the current 1993 Bath & Tennis Guest Fees; this change may cost the Bath & Tennis approximately $4,000. SALVATION ARMY WATER SERVICE AGREEMENT: SALVATION ARY1Y WATER SERVICE This application has been reviewed by the Public Works Department AGREEMENT and the Engineering Department. It is both Department's opinion that the existing supply and distribution system is adequate to service this building at 1 S 415 Summit Avenue, Villa Park, and that the service should be granted as requested. Trustee Payovich moved to enter into a water service agreement with the Salvation Army. Seconded by Trustee Skinner. ROLL CALL VOTE: Ayes: 5-Trustees Bartecki, Mayer, Payovich, Skinner and Winters. BID RECOMMENDATION - TENNIS BUBBLE CONSTRUCTION: TENNIS BUBBLE CONSTRUCTION It is recommended that the contract be awarded to TOR CONTRACT Construction, Elgin, because of their direct experience in this unique type of work. Construction of inflation-type structures requires great care and expertise, especially when the concrete and aluminum channel is prepared to secure the bubble. This work must be done to near perfection to insure the structural integrity �. of the bubble, and hence its operational success. TOR also is familiar with Yeadon Fabric structures, in that both Northwestern and the Bears use Yeadon domes, and TOR is available to begin work immediately. Village Attorney Martens read from the Village Ordinance that indicates the Village can accept the proposal on the basis that it is in the best interest of the Village, the quality of performance of previous contracts, and the ability to provide future maintenance and service for the use of the tennis bubble. Trustee Shumate moved to enter into a contract for the tennis bubble construction project to TOR Construction in the amount of $117,900 due to the ability to provide future maintenance and service for the use of the tennis bubble. DISCUSSION REGARDING 1993 BATH_ & TENNIS GUEST FEES: 1993 BATH & TENNIS GUEST Trustee Shumate requested this motion to include "no fee for non- FEES swimming nanny/baby-sitters" under #3 Guest Rules. President VILLAGE OF OAK BROOK Minutes 7 April 13, 1993 F Bushy noted the safety feature of having a sitter for small children. Trustee Skinner requested any mailings should reflect said changes. Trustee Shumate moved to amend Ordinance G-503 pertaining to the 1993 Bath and Tennis Guest Fees to incorporate a revised schedule of guest fees and the inclusion of #3 under Guest Rules that nanny/baby-sitters not swimming will not be charged a fee. Second by Trustee Bartecki. ROLL CALL VOTE: Ayes: 6-Trustees Bartecki, Mayer, Payovich, Shumate, Skinner and Winters. Nays: 0-None. Absent: 0-None. Motion carried. 11. NEW BUSINESS: A. APPOINTMENTS - OAK BROOK HOTEL, CONVENTION & VISITORS COMMITTEE: APPOINTMENT: OHCVC Trustee Skinner moved to concur with the recommendation of President Bushy and appoint Allen J. Pedersen, Past President of the Oak Brook Association of Commerce and Industry, to the Oak Brook Hotel, Convention and Visitors Committee to fill the unexpired term of Deanna Edwards; term to expire February 28, 1994. Seconded by Trustee Bartecki. VOICE VOTE: Motion carried. B. VILLAGE OF OAK BROOK STORMWATER ORDINANCE REVISION: OAK BROOK STORMVIATET �. The Village needs to adopt a new "Stormwater, Flood Plain, and ORDINANCE Sedimentation and Erosion Control Regulations" Ordinance which REVISIONS will become Chapter 15 of the Code of Ordinances. This proposed Chapter 15 will mirror the County's minimum requirements of their Countywide Ordinance. Additionally, several of our existing ordinances must be revised or deleted in order to coordinate with the new Stormwater Ordinance. The ordinance revision format will utilize the actual pages from the Code of Ordinances and then propose revisions set off to the right hand side. Trustee Payovich moved to appoint a committee consisting of Trustees Payovich, Shumate and Village Engineer Durfey to review the comprehensive ordinance revisions concerning stormwater regulations and report to the Board within sixty (60) days. Seconded by Trustee Mayer. VOICE VOTE: Motion carried. C. RENTAL OF RIVER HOUSES - 904 & 912 OAK BROOK ROAD (SPORTS CORE RIVER HOUSES PROPERTY) : (904 & 912 Oak Brook Rd.) Trustee Skinner recommended the Village maintain the buildings RENTAL rather than a rent reduction for tenant capital improvements. Trustee Shumate moved to direct the Village Attorney to prepare a resolution for a one-year lease agreement between the Village of Oak Brook and the lessees of the River Houses at 904 and 912 Oak VILLAGE OF OAK BROOK Minutes 8 April 13, 1993 AFT + President Bushy announced the Oak Brook Library has received a copy of the History of Oak Brook by Richard Barton, memoirs of the former Trustee and Chairman of the Plan Commission, of the beginnings of Oak Brook. 4.
