AN ORDINANCE AMENDING ARTICLE III OF CHAPTER 2
OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK BROOK, ILLINOIS
AND PROVIDING FOR THE APPOINTMENT OF A FINANCE OFFICER AND A
PURCHASING DIRECTOR/GRANTS COORDINATOR
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Findings.
A. The office of Village Treasurer requires extensive technical
training and knowledge in accounting methods, budget preparation and execution
and investment management.
B. The duties of the Village Treasurer are closely associated with
those of the Finance Officer of the Village.
Section 2: Amendments to the Code of Ordinances.
A. Division 5 of the Code of Ordinances of the Village of Oak Brook,
� Illinois, is amended to read:
"DIVISION 5. VILLAGE TREASURER; FINANCE OFFICER"
B. The Code of Ordinances of the Village of Oak Brook, Illinois, is
amended by adding Section 2-88 as follows:
"Section 2-88. Finance Officer; Duties.
The Finance Officer shall be head of the Department of Finance and
shall be ex officio Village Comptroller. In addition to the
duties required by State law the Finance Officer shall have the
following duties, functions and responsibilities:
A. Preparation of appropriation and tax levy ordinances, and
supervision of expenditures;
B. General accounting;
C. Supervision of Village treasury;
D. Preparation of financial reports and statements;
E. Administrative analysis;

F. Preparation and maintenance of inventory of real and personal
property of the Village;
The Finance Officer shall have all other duties, powers, functions and
responsibilities whether similar to or dissimilar from those above
specifically mentioned, which, by existing ordinances are expressed as
given to the Village Comptroller. The Finance Officer, in performance
of his/her duties, shall be subject to the supervision, control and
direction of the Village Manager. The Finance Officer shall perform
such other services, within or without the Department of Finance, as may
be required by the Village Manager or by direction of the Board of
Trustees."
Section 3: Findings.
The office of Purchasing Director/Grants Coordinator is necessary to
oversee all purchasing and grant activities.
Section 4: Amendment to the Code of Ordinances.
That a new Division 7 entitled "Purchasing Director/Grants Coordinator"
.� is hereby added to Chapter 2, "Administration", which shall read as follows:
DIVISION 7. Purchasing Director/Grants Coordinator
"Section 2-99. Office created.
There is hereby created the office of Purchasing Director/Grants
Coordinator, an administrative office of the Village.
Section 2-100. Duties
All supplies and building material needed in the construction of public
improvements and repairs, as well as all fuel, materials, equipment and
other supplies, for use in all departments of the Village, shall be
purchased by the Purchasing Director/Grants Coordinator under the
direction of the Village Manager, upon the requisition of the department
head requiring same. In addition, the Purchasing Director/Grants
Coordinator shall coordinate all grant requests through the Village
Manager."
Section 5: That this ordinance shall be in full force and effect from
and after its passage, approval and publication as required by law.
Section 6: That the Village Clerk is hereby authorized and directed to
publish this ordinance in pamphlet form in the manner provided by law.
