G-534 - 04/12/1994 - SPORTS CORE - Ordinances ORDINANCE 94-PL-G-534 AN ORDINANCE AMENDING THE PERSONNEL RULES AND REGULATIONS OF THE VILLAGE OF OAR BROOK RELATING TO REIMBURSEMENT OF TRAVEL EXPENSES AND ACCRUAL OF SICK LEAVE WHEREAS, the President and Board of Trustees of the Village of Oak Brook have heretofore adopted Personnel Rules and Regulations; and WHEREAS, said Personnel Rules and Regulations have been amended from time to time; and WHEREAS, it is deemed appropriate that said Personnel Rules and Regulations as previously amended be further amended as hereinafter provided; NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein. Section 2: That Article IX, Section 3, of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows: "Section 3. Mileage Reimbursement. Any employee utilizing his or her private vehicle for Village business as approved by the respective department head or the village manager (in case of department heads) shall be entitled to reimbursement at the standard mileage rate approved, from time to time, by the Internal Revenue Service for business use of an automobile." Section 3: That Article XI, Section 4, of the Personnel Rules and Regulations of the Village of Oak Brook be and is hereby amended to read as follows: "Section 4. Reimbursement of Expenses. The Village shall compensate an employee in attendance at a conference, provided such attendance is approved by the respective department head, or, in the case of a department head, the village manager, in the following manner: (a) 100% of registration fee. (b) All reasonable expenses for meals. (c) Single accommodation for room. (d) Coach fare for plane, train or bus transportation.* (e) Standard mileage rate approved, from time to time, by the Internal Revenue Service for business use of an automobile. The Village will not compensate for expenses for spouses or additional guests. *Note: Transportation to conference will be based on the most economical total cost to the Village of Oak Brook." Section 4: That Article VI, Section 6(a) be and is hereby amended to read as follows: "Section 6. Sick Leave. (a) Policy - Sick leave shall not be considered as a privilege which an employee may use at his or her discretion but shall be allowed only in case of: (1) Actual sickness. (2) Disability of the employee. (3) Because of childbirth by employee or wife. (4) Medical or dental appointment. (5) Other sickness-prevention measures. (6) Serious illness of members of immediate family defined as follows: (a) Spouse. (b) Son or daughter. (c) Mother or father. (d) Sister or brother. (e) Mother-in-law or father-in-law. (f) Sister-in-law or brother-in-law. (g) Grandparents or grandparents-in-law. Firefighters/paramedics, fire lieutenants and fire captains may utilize up to one (1) duty day's sick leave, and other full-time employees may utilize up to three (3) days' sick leave for a serious illness of a member of the immediate family, which shall be charged against any accrued sick leave as set forth in subsection (b) hereof. All full-time employees are eligible for sick leave to be earned on the basis of one (1) day of sick leave for each full month of service up to a maximum of 156 days; firefighters/paramedics and fire lieutenants will earn 11 hours of sick leave for each full month of service, not to exceed 1,747 hours, which is equivalent to 156 days for other village employees. Any full-time employee who had accrued 120 days of sick leave as of March 7, 1994, (1,344 hours for firefighters/paramedics) may begin to accrue additional sick leave after that date." Section 5: That Article VI, Section 6(b) (1) be and is hereby amended to read as follows: Ordinance 94-PL-G-534 Amending Personnel Rules and Regulations Relating to Travel Expenses and Sick Leave Page 3 "(b) Approval and Accrual (1) All sick leave must be approved by the department head or village manager. Unused sick leave may be accrued from year to year, except that maximum accrual shall not exceed 156 days or 1,747 hours for firefighters/paramedics, fire lieutenants and fire captains. Full-time village employees employed on April 30, 1989, will be credited with one (1) days of sick leave for each full month of prior service not to exceed 156 days or, if appropriate, 1,747 hours, provided that full-time employees who had accrued 120 days of sick leave as of March 7, 1994 (1,344 hours for firefighters/paramedics) , may begin to accrue additional sick leave toward the new maximum accrual. Section 6: That Article VI, Section 6(i) be and is hereby amended to read as follows: "(i) Unused Sick Leave Upon Retirement - Upon retirement for every twenty (20) days of unused and unpaid sick leave, employees can elect to receive either: (1) 15% of accrued sick leave not to exceed 156 days or the equivalent of 1,747 hours for firefighters/paramedics, fire lieutenants and fire captains at the employees' then rate of pay; or (2) The statutory service credit authorized pursuant to the provisions of Chapter 40 of the Illinois Compiled Statutes. For purposes of this subsection, retirement shall mean the attainment of the requisite age and length of service as required by the employee's applicable pension statute to vest the employee with retirement pension rights." Section 7: That this ordinance shall be in full force and effect from and after its passage, approval and publication as required by law. Section 8: That the Village Clerk is hereby authorized and directed to publish this ordinance in pamphlet form in the manner provided by law. PASSED THIS 12th day of April , 1994.
