Johnson Paving Co., Arlington Heights, Il., for the 2016 Street Improvement Project based on the unit prices on the attached bid tabulation, for an estimated total project price of $2,177,657.09 (includes base bid and alternates 1 and 2), and that the Village Board adopts Resolution R-1553. Backlround/History: A solicitation for bids for the 2016 Street Improvement Project was posted on Village website on Thursday, March 3, 2016. Bid packages were picked up by eight (8) companies. Five (5) sealed bids were received and opened on Wednesday, March 23, 2016. Christopher B. Burke (our consulting engineer) recommends that we award the contract to the lowest responsive and responsible bidder, J.A. Johnson Paving Co. (see attached letter). Staff received and reviewed references and is satisfied. Also, J.A Johnson Paving Co. completed the 2012 Street Improvements Project satisfactorily. The Street Improvement Project consists of work on the following streets: • 16th Street/Castle Drive (only repair work) • Acorn Hill Lane, Washington Street and Wood Road • Avenue Loire • Bath & Tennis Drive • Camden Court and Tower Drive Water Reservoir Area • Camelot Drive and Mockingbird Lane Pie i BOT AGENDA • Clearwater Drive • St. Stephens Green • York Road (near north Village limits) (only repair work) The Portland cement concrete repair work on 16'h Street/Castle Drive and on York Road (southernmost Tollway Bridge to the north Village limits) were bid as alternate 1 and 2 to the project. Construction should commence in late May and be completed by late September for.the entire project with some locations likely done much earlier, although restoration of grassy areas cannot practically happen until September. Staff was asked to research street improvement contracts through Cooperative Purchasing Agencies and uncovered the following: • The Suburban Purchasing Cooperative only offers a related item in thermoplastic markings and, thus, are nowhere near joint bidding of paving projects. • No one in DuPage County has done a joint bidding of paving projects although Lombard, through Municipal Partnering Initiative (MPI), has recently offered for other municipalities to join their asphalt patching bid package. Last year, one community joined. This year, a few more communities joined in but, however, the Lombard bid opening may not be for another several days to compare. Staff intends on doing significant comparisons eventually to Lombard's asphalt patching price since this project has significant asphalt patching as well. Staff believes that the way we do asphalt patching by attaching to a much larger street improvement project might still have the best unit prices. • Last fall at a DMMC Transportation Technical Committee meeting, the County Highway Department Chief tried to discuss joint bidding of paving projects with DuPage municipal engineers present, and there was no interest. No municipality wanted their paving project schedules tied with other municipalities. A couple municipalities did concede that simple resurfacing projects using IDOT grants could be combined with the DuPage County Highway Department since it often takes years of waiting to use the grant. Recommendation: I move that the Village Board award a contract to the lowest responsive and responsible bidder, J.A. Johnson Paving Co., Arlington Heights, Il., for the 2016 Street Improvement Project based on the unit prices on the attached bid tabulation, for an estimated total project price of $2,177,657.09 (includes base bid and alternates I and 2), and that the Village Board adopts Resolution R-1553. WHEREAS, the Village desires to make certain street and infrastructure improvements to 16th Street/Castle Drive, Acorn Hill Lane, Washington Street and Wood Road, Avenue Loire,_ Bath & Tennis Drive, Camden Court and Tower Drive Water Reservoir Area, Camelot Drive and Mockingbird Lane, Clearwater Drive, St. Stephens Green, and York Road (near north Village limits), (collectively, the 'Project"); and WHEREAS, the Village solicited bids for the completion of the Project ("Construction Services"); and WHEREAS, the Village received five bids for the Construction Services; and WHEREAS, J.A. Johnson Co., of Arlington Heights, Illinois ("Johnson"), was the lowest responsive and responsible bidder for the Construction Services; and WHEREAS, the Village and Johnson desire to enter into and execute an agreement for Johnson to provide the Construction Services, which agreement is attached hereto as Exhibit A ("Construction Contract'); and WHEREAS, the President and Board of Trustees have determined that it is in the best interest of the Village to award the Project to Johnson and enter into the Construction Contract; NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Award of Contract. The purchase of Construction Services from Johnson for a total amount not to exceed $2,177,657.09 shall be, and is hereby, approved. Section 3: Authorization and Execution of Construction Contract. The Village President and Village Clerk shall be, and hereby are, authorized to execute the Construction Contract in substantially the same form as attached hereto as Exhibit A, after receipt of the final Construction Contract fully executed by Johnson. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
