AN ORDINANCE AMENDING SECTION 4 -7 -7 OF CHAPTER 7
(RAFFLES) OF TITLE 4 (BUSINESS AND LICENSE REGULATIONS)
OF THE VILLAGE CODE OF THE VILLAGE OF OAK BROOK, ILLINOIS
RELATIVE TO RAFFLE LICENSE RESTRICTIONS
WHEREAS, the President and Board of Trustees of the Village of Oak Brook, Illinois have
heretofore, by ordinance established restrictions within the Business and License Regulations titles of the
Village Code, and
WHEREAS, the Village Manager and Village Clerk have recommended amendments to Section
4 -7 -7, Restrictions for Raffle Licenses, and
WHEREAS, the Village President and Board of Trustees have reviewed these proposed
amendments and have approved the changes recommended by the Village Manager and Village Clerk,
WHEREAS, the President and Board of Trustees deem the suggested amendments to Chapter 7
of Title 4, (Business and License Regulations) of the Village Code to be in the best interest and in
pursuance of the general welfare of the Village,
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows
Section 1 That the provisions of the above preamble are hereby adopted as though fully set
forth herein
Section 2 That Section 4 -7 -7 of Title 4 (Business and License Regulations) of the Village Code
of the Village of Oak Brook, Illinois be and is hereby amended by deleting same and replacing it as
follows
4 -7 -7: RESTRICTIONS:
A Each license is valid for one raffle only
B No more than six (6) raffle licenses shall be issued to any person in any calendar
year
C The aggregate retail value of all prizes or merchandise awarded by a licensee in
a single raffle shall not exceed two hundred fifty thousand dollars ($250,000 00)
The maximum retail value of each prize by a licensee in a single raffle shall not
exceed one hundred thousand dollars ($100,000 00) The Village Board may
authorize a higher aggregate retail value and /or retail value of a single prize upon
written request of the applicant

D The maximum duration during which chances may be issued or sold shall be six
(6) months prior to the drawing The drawing shall be held at the time and
location as set forth in the license
E Each licensee shall keep records as required under the Act
F The conduct of raffles within the Village is subject to applicable restrictions and
conditions as set forth in the Raffles Act (230 ILCS 15/0 001 et seq ) and this
Ordinance
G In no event shall the price of each raffle chance issued or sold exceed two
hundred fifty dollars ($250 00)
H The entire net proceeds of any raffle must be exclusively devoted to the lawful
purposes of the organization permitted to conduct the raffle
I No person except a bona fide member of the sponsoring organization may
participate in the management or operation of the raffle
J No person under the age of eighteen (18) years may participate in the conduct of
raffles without the permission of a parent or guardian A person under the age of
eighteen (18) years may be within the area where winning chances are being
determined only when accompanied by his parent or guardian
K Raffle chances may be sold or issued only at the location(s)s as set forth in the
license, but when specified location(s) are properties open to the public, prior
approval must be obtained from the Village Manager.
Section 3 All ordinances or parts of ordinances in conflict with this ordinance are hereby
repealed to the extent of the conflict
Section 4 This ordinance shall be in full force and effect from and after its passage, approval
and publication as required by law
