SUBJECT: Revenue Sharing - Handicapped Discrimination Requirements
The Federal Office of Revenue Sharing requires governments receiving any revenue
sharing funds to comply with specific regulations governing provision of govern-
mental services to handicapped individuals.
The basic requirements are as follows:
1) Designation of a program coordinator/office and initial notice of local policy
against handicapped discrimination. This step only applies to governments
receiving $25,000 or more on an annual basis. The Village of Oak Brook, in
fiscal year 1983/84, received approximately $40,000 in revenue sharing funds.
We are required to designate a responsbile employee and/or office which will
handle complaints with the handicapped discrimination requirements. We must
also publish notice by January 17, 1984 to advise the public, job applicants
and employees of our policy against handicapped discrimination. This notice
must:
a) Include a statement that the government does not discriminate on the basis
of handicapped status in the provision of its programs, services, and personnel
practices.
b) Include the name of the program coordinator/responsible employee designated
to coordinate the implementation of the handicapped discrimination require-
ments.
c) Use methods of notification which insure that visually impaired and hearing
impaired persons will have access to the information.

2) Adoption of a grievance procedure. Governments receiving more than $25,000 on

an annual basis must adopt a grievance procedure by October 17, 1984 to insure
proper review of any complaints alleging handicapped discrimination. This
procedure must incorporate appropriate due process standards and must include:

a) A publicly available description of the procedures for the submission of
the grievance.
b) Reasonable time table for review and resolution of the grievance.
c) Procedures for appeal.-
c) Provisions for record keeping.
It should be noted that we could utilize any existing grievance procedure
instead of creating a new procedure solely for the resolution of handicapped
discrimination complaints.
3) Conducting the self-evaluation. This step applies to all governmental bodies
and requires us to evaluate all of our programs, services, activities, policies
and practices to determine any areas of non-compliance with the handicapped
discrimination requlations not later than October 17, 1984. This self-
evaluation must include an examination of:
a) Employment and personnel policies and practices.
b) The extent to which programs and activities are readily accessible and
usable by the handicapped.
c) The extent to which the delivery of benefits and services are free from
discriminatory effects on the handicapped.
d) The extent to which contractual arrangements are free from subjecting
handicapped persons to discrimination.
Any necessary modifications to the above items must be implemented by October 17,
1984.
4) Preparing a transition plan. This step applies to all governments but only
when structural modifications are necessary to make programs accessible. This
transition plan must:
a) Identify physical obstacles in the government's facilities that limit the
accessibility of its programs to handicapped persons.
b) Describe in detail methods that will be used to make the facilities
accessible.
c) Specify a schedule to achieve full program compliance.
d) Indicate the person responsible for implementing the plan.
All structural changes must be completed no later than October 17, 1986.

5) Record keeping requirements. Governments receiving more than $25,000 in revenue
sharing funds on an annual basis are required to maintain a file containing:

a) A list of the self-evaluation committee and other interested persons
contacted.
b) A description of the policies and practices examined and the problems
identified.
c) A description of the modifications made and remedial steps taken.

The Revenue Act of 1972, as amended in 1976, incorporates prohibition
of discrimination toward the handicapped defined in Section 504 of the Federal
Rehabilitation Act of 1973. Earlier this year, goverrm-ents were notified that
if they receive $25,000.00 or more in revenue sharing, they must submit a plan
demonstrating a local policy against handicapped discrimination. Also due on
this date was the Transition Plan. This plan identifies physical obstacles
that limit participation by the handicapped in services and activities of the
governaIent. These obstacles must be resroved by October 17, 1986.

in architecture, rehabilitation medicine, medical equipment, accessibility,
and law. Our handicapped consultants serve on local, state, Federal, and

camnunity programs and facilities usable by the handicapped with minimal
architectural changes. We have found that frequently accessibility can be
reached in coinjunction with current budgets and existing community Planning-
our services include review and reeam endations in accmmdation of employees,
public access, and transportation.

REVENUE SHARING HANDICAPPED REGULATIONS
This notice is published pursuant to the requirements of Section 51.55 of the
Revenue Sharing Regulations, as published in the Federal Register of October 17,
1983. Section 51.55 prohibits discrimination against qualified individuals
because of their handicapped status.
The Village of Oak Brook, DuPage and Cook Counties, Illinois, advises the public,
employees and job applicants that it does not discriminate on the basis of
handicapped status in admission or access to, or treatment or employment in,
its programs and activities.
The Village of Oak Brook has designated the Assistant to the Village Manager as

Public Act 84-1464 , the DuPage County Board of Review will
be notifying you as a taxing district that " . . . in all
cases where a change in assessed valuation of $100, 000 or
more is sought, the Board of Review shall serve a copy of
the petitions on all taxing districts as shown on the
latest tax bill. "
Therefore, in the future, the Board of Review will provide
you with copies of all its real estate assessment complaints
that request a change in valuation of $100, 000 assessed or
greater. You will also be provided with copies of petitions
that go before the Property Tax Appeal Board of the State
of Illinois where a request for a change in valuation of
$100, 000 assessed or greater is requested.
