SUBJECT: Award of Contract — Butler Government Center Restroom Renovations

RECOMMENDED MOTION: I move that the Village Board award a contract to
the lowest responsive and responsible bidder, Happ Builders, Inc., Waukegan, Illinois,
for the Butler Government Center Restroom Renovations Project in the amount of
$127,000. Additionally,I move that the Village Board approves Resolution R-1587

A solicitation for bids for the Butler Government Center Restroom Renovations Project
was posted on Village website and sent to fourteen (14) companies on Wednesday, July
27, 2016. Thirteen (13) companies attended the mandatory pre-bid meeting on
Wednesday, August 3, 2016. Five (5) sealed bids were received and opened on
Wednesday, August 10, 2016 (see attached bid tabulation). Kluber Architects and
Engineers (our consulting engineer) recommends that we award the contract to the lowest
responsive and responsible bidder, Happ Builders, Inc. (see attached letter). The
Consulting Engineer reviewed references and staff is satisfied. There are ample funds in
the Municipal Building Structural Improvements Program for this project since other
projects budgeted will not be completed this year.
During the 2016 budget process, a request was made to renovate the four (4) bathrooms
in the Butler Government Center, two (2) located in the general office areas, and two (2)
located in the north entry hallway. A committee of staff members was formed to review
and recommend design and specifications including fixtures.. tiles and colors. The project
consists of plumbing upgrades, electric upgrades, fixture replacement, new interior

finishes including porcelain tile, new toilet partitions, new toilet accessories, painting,
and fire suppression.
The work is expected to begin in early-October, 2016 and to be substantially completed
in late-January, 2017.
Recommendation:
Staff recommends that the Village Board award a contract to the lowest responsive and
responsible bidder, Happ Builders, Inc., Waukegan, Illinois, for the Butler Government
Center Restroom Renovations Project in the amount of $127,000. Additionally, I move
that the Village Board approves Resolution R-1587.

RESOLUTION 2016-BGC-RNV-R-1587
A RESOLUTION APPROVING AND AUTHORIZING THE AWARD AND EXECUTION OF A
CONTRACT FOR THE BUTLER GOVERNMENT CENTER RESTROOM RENOVATIONS PROJECT
BY AND BETWEEN THE VILLAGE OF OAK BROOK AND HAPP BUILDERS, INC.
WHEREAS, the Village desires to renovate four restrooms in the Butler Government Center by
upgrading the plumbing and electric, replacing fixtures and refinishing the interiors of each ("Work's; and
WHEREAS, the Village solicited bids for the completion of the Work, pursuant to which the
Village received five bids; and
WHEREAS, Happ Builders, Inc. of Waukegan, Illinois ("Happ"), is the lowest responsible bidder
for the completion of the Work: and
WHEREAS, the Village and Happ desire to enter into and execute an agreement for the
completion of the Work in an amount not to exceed $127,000.00 ("Agreement'), which Agreement is
attached to this Resolution as Exhibit A; and
WHEREAS, the President and Board of Trustees have determined that it is in the best interest of
the Village to enter into the Agreement with Happ;
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part
of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Approval of the Agreement. The President and Board of Trustees hereby
approve the Agreement by and between the Village and Happ in substantially the same form attached to
this Resolution as Exhibit A, and in a final form acceptable to the Village Attorney.
Section 3: Authorization and Execution of the Agreement. The Village President and Village
Clerk shall be, and hereby are, authorized to execute the Agreement on behalf of the Village after receipt
of the final Agreement fully executed by Happ.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.

Dear Mr, Patchin,
On August 10, 2016 bids were publicly opened and read aloud for the above referenced project. Five contractors
chose to submit bids for the project. The low base bid was submitted by Happ Builders, Inc from Waukegan, Illinois in
the amount of$127,700.00. The second lowest base bid was submitted by Pandecon, Inc.from Geneva, Illinois in the
amount of$139,309.00.
We conducted a Contractor Bid Scope Review with Happ Builders, Inc. and Pandecon, Inc. on August 12, 2016 and
find both bids are responsive and complete.
Therefore, the Board may wish to award a Contract to Happ Builders, Inc. in the amount of $127,700.00 as their
submitted bid was the lowest, qualified and responsive bid.
The information contained herein and in the attached bid tabulation is provided to you for reference and use in your
decision to award the Contract. Thank you for the opportunity to be of service to the Village of Oak Brook and we look
forward to the successful completion of this project with you.
