G-960 - 01/10/2012 - COMMITTEES - Ordinances Supporting DocumentsITEM 6.G. 1) �/� {��k°�'� • mod; v�.. %.�':.� AGENDA ITEM Regular Board of Trustees Meeting of January 10, 2012 SUBJECT: Amendment to Village Code Concerning Streetscape Committee and Commercial Revitalization Committee FROM: Peter Friedman, Village Attorney BUDGET SOURCE/BUDGET IMPACT: N/A RECOMMENDED MOTION: I move for approval of Ordinance 2012- STRTSCP- CR -COM- G -960, "An Ordinance Amending the Village Code Concerning the Village Streetscape Committee and the Village Commercial Revitalization Committee Background/History: At the direction of the Village President, I have amended Ordinance G -959, which was approved on December 13, 2011, by: 1. increasing the number of members by one in the Streetscape and Commercial Revitalization Committees; 2. increasing the number of residents on each Committee by one; and 3. including language that the Village President appoints the Secretary of each Committee, as well as the Chairperson. Recommendation: I recommend that this Ordinance be approved. M. ORDINANCE 2012 - STRTSCP- CR -COM -G -960 AN ORDINANCE AMENDING THE VILLAGE CODE CONCERNING THE VILLAGE STREETSCAPE COMMITTEE AND THE VILLAGE COMMERCIAL REVITALIZATION COMMITTEE WHEREAS, the President and Board of Trustees have established the Village Streetscape Committee for the purpose of making recommendations to the President and Board of Trustees concerning the priorities for implementation of the Village's Streetscape Plan, appropriate changes to that Plan, and other policies and procedures that will improve the Village's Streetscape Plan; and WHEREAS, the President and Board of Trustees have established the Village Commercial Revitalization Committee for the purpose of making recommendations to the President and Board of Trustees concerning the priorities for implementation of the Village's Commercial Revitalization Plan, appropriate changes to that Plan, and other policies and procedures that will improve the Village's Commercial Revitalization Plan and the Village's Economic Development Program; and WHEREAS, the President and Board of Trustees desire to amend the Village Code concerning the composition of the Village Streetscape Committee and the Village Commercial Revitalization Committee as provided in this Ordinance; NOW THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Ordinance as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Amendment to Title 2 of the Village Code to Establish the Streetscape Committee. Title 2, entitled "Boards and Commissions," of the Village Code shall be amended to add a new Chapter 11, entitled "Streetscape Committee," which shall read as follows: "Chapter 11 Streetscape Committee 2 -11 -1: Committee Established 2 -11 -2: Purpose 2 -11 -3 Membership 2 -11-4 Officers 2 -11 -5 Meetings 2 -11 -1: Committee Established: There is hereby established the Village's Streetscape Committee. The Streetscape Committee shall be advisory in nature to the Village President and Board of Trustees. 2 -11 -2: Purpose: The purpose of the Streetscape Committee shall be to provide advice and recommendations to the Village President and Board of Trustees concerning: (a) the priorities for implementation of the Village's Streetscape Plan; (b) appropriate changes to the Village's Streetscape Plan; Ordinance 2012 - STRTSCP- CR -COM -G -960 An Ordinance Amending Streetscape Committee & Commercial Revitalization Task Force Page 2 of 3 (c) other policies and procedures that will improve the Village's Streetscape Plan and the Village's Economic Development Program, and (d) other issues referred to the Streetscape Committee by the Village President and Board of Trustees. 2 -11 -3 Membership: The Streetscape Committee shall consist of the following eight members: the Oakbrook Center General Manager and the following "at large" members who shall be appointed by the Village President with the advice and consent of the Board of Trustees: two Homeowner Association Presidents, two local business executives, one Hotel General Manager, and two Village residents. "At large" members shall serve for a term of two years. 2 -11-4: Officers: The chairperson and secretary of the Streetscape Committee shall be selected by the Village President with the advice and consent of the Board of Trustees. The Committee shall select a vice chairperson from its membership at its first meeting. Officers will serve for terms of two years. Any vacancies in those offices will be filled for the balance of any unexpired terms. 2 -11 -5: Meetings: The Streetscape Committee shall meet as often as necessary to carry out its obligations." "At- large" members shall serve for a term of two years. 2 -12-4: Officers: The chairperson and secretary of the Commercial Revitalization Committee shall be selected by the Village President with the advice and consent of the Board of Trustees.
