DEAN BOARD ROOM OAK BR q ikK , BUTLER GOVERNMENT CENTER 1200 OAK BROOK ROAD OAK BROOK, ILLINOIS 630-368-5000 AGENDA ITEM Regular Board of Trustees Meeting of October 11, 2016 SUBJECT: Award of Contract — Public Works Fuel Island Concrete Replacement Project FROM: Rania Serences, Senior Purchasing Assistant BUDGET SOURCE/BUDGET IMPACT: $40,000 from Garage Equipment Replacement Fund (341-90200) RECOMMENDED MOTION: I move that the Village Board award a contract to the lowest responsive and responsible bidder, A Lamp Concrete Contractors, Inc., Schaumburg, Illinois, for the Public Works Fuel Island Concrete Replacement Project in the amount of $31,710. Additionally, I move that the Village Board approves Resolution R-1595. Backiround/History: A solicitation for bids for the Public Works Fuel Island Concrete Replacement Project was posted on Village website and sent to three (4) companies on Monday, September 19, 2016. Two (2) sealed bids were received and opened on Monday, October 3, 2016: A Lamp Concrete Alliance Contractors, Inc. Contractors, Inc. Public Works Fuel Island $31,710 $35,645 Concrete Replacement Huff&Huff Incorporated (our consulting engineer)agrees that we award the contract to the lowest responsive and responsible bidder, A Lamp Concrete Contractors, Inc. (see attached letter). The Consulting Engineer reviewed references and staff is satisfied. Also, A Lamp Concrete Contractors, Inc. was awarded the Village's 2008 Water Main Project and performed adequately. BOT AGENDA091316 Page 1 1�0 s In 1994 a new fuel tank system was installed at the Public Works facility. The concrete around the fuel island has been repaired many times and has now deteriorated and needs to be replaced. The project consists of removing and providing proper disposal for the existing concrete and bituminous pavement, placing new gravel below the concrete, and placing a new reinforced concrete pad around the fuel island. The work is expected to begin on November 1, 2016 and to be completed by November 30, 2016. Recommendation: That the Village Board award a contract to the lowest responsive and responsible bidder, A Lamp Concrete Contractors, Inc., Schaumburg, Illinois, for the Public Works Fuel Island Concrete Replacement Project in the amount of $31,710. Oak Brook, IL 60523 Re: Public Works Fuel Island Concrete Replacement Bid Recommendation Dear Mr. Patchin: Bids were received and publicly opened on October 3, 2016, for the Public Works Fuel Island Concrete Replacement project. The project consists of the removal and replacement of approximately 875 square feet of severely deteriorated pavement adjacent to the Public Works Facility's fuel island. The project was advertised on the Village's website on September 19, 2016 and in addition, three contractors were directly sent a Notice to Bidders. Two bids were received. The bids are as follows: i A Lamp Concrete Contractors, Inc. $31,710.00 Schaumburg, IL Alliance Contractors, Inc. $35,645.00 Woodstock, IL The engineer's estimate for the Public Works Fuel Island Concrete replacement project is $30,500. 1 81.0220273.03\\Bid Recommendation i Two municipal references submitted by A Lamp were contacted regarding recently performed work similar to this project. Each reference said that excellent concrete work had been performed in a timely manner and that they would hire the Contractor again for similar work. In addition, the Village of Winnetka was contacted because they had recently mentioned to me that A Lamp had performed some work for the Village. A Lamp has done several recent concrete projects for the Village of Winnetka and they were satisfied with the quality of work and that they met the work schedule. F Therefore, it is recommended that A Lamp Concrete Contractors, Inc. be awarded the Public Works Fuel Island Concrete Replacement project in the amount of$31,710.00. Senior Project Manager 3 i I I i J:81.0220273.03\\Bid Recommendation RESOLUTION 2016-PW-FUEL-CNTRCT-R-1595 A RESOLUTION APPROVING THE AWARD OF A CONTRACT TO REMOVE AND REPLACE THE FUEL ISLAND CONCRETE LOCATED AT THE VILLAGE PUBLIC WORKS FACILITY WHEREAS, the Village desires to remove and replace the fuel island concrete located at the Public Works facility, 3003 Jorie Boulevard, Oak Brook, Illinois, 60523, and known as the Public Works Fuel Island Concrete Replacement Project ("Project's; and WHEREAS, on September 19, 2016, the Village requested bids to provide the Project; and WHEREAS, the Village received two bids to complete the Project; and WHEREAS, A Lamp Concrete Contractors, Inc. ("A Lamp'), was the lowest responsive and responsible bidder; and WHEREAS, the Village President and Board of Trustees, being fully advised in the premises, have determined that it is in the best interests of the Village and its residents to award a Contract to A Lamp for the Project in an amount not to exceed $31,710.00. NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of, this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook. Section 2: Award of Contract. The award of the contract for the Project from A Lamp for a total amount not to exceed $31,710.00 shall be, and is hereby, approved. Section 3: Authorization and Execution of Contract. The Village President and Village Clerk shall be, and hereby are, authorized to execute the Contract per the signed Review of Contract form, after receipt of the final Contract fully executed by A Lamp. Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and approval in the manner provided by law.
