Subject: Amendment to Title 4, Chapter 2 of the Village Code, "Vehicles for
Hire ".
RECOMMENDATION: That the Village Board approve the attached
ordinance, which makes a technical change to the taxi licensing
ordinance relating to the placement of cab registration decals.
The Village Clerk and the Police Department have reviewed the renewal process for taxi
company licenses and cab registrations and have recommended that the registration decal be
affixed to the rear bumper of the cab rather than in the rear window. Most of the vehicles now
have tinted windows, which makes it difficult for police officers to determine if the cab has
been properly registered with the Village. It is our belief that this change will enhance the
ability of police officers to monitor compliance with the Code.
This matter is being placed on the Active Agenda for your meeting on February 13, 2001.

7. B.3. In order for the new Village Code to be current, staff recommends that
Section 1 -4 -1 regarding Compensation of elected Village officials be
amended by deleting transition language which is no longer applicable.
This inapplicable language pertained to the compensation for any
Village President whose term commenced prior to April 1, 1999, any
Village Trustee whose term commenced prior to April 1, 1995, and any
Village Clerk whose term commenced prior to April 1, 1999. The
current terms of the incumbent Village President, Clerk and Trustees
commenced after these dates. The Village President has also noted that
she is sometimes incorrectly referred to in the Village Code as the
"President of the Board of Trustees ". This incorrect term has
apparently been in the Village Code since the first code was enacted in
1960. This incorrect term is replaced with "Village President ", the
correct term.
Motion by Trustee Caleel, seconded by Trustee Savino, to approve
Ordinance 200 1 -BD-BOT-G-67 1, "An Ordinance Amending Section 1-
4 -1 of the Village Code of the Village of Oak Brook Relative to
Compensation of Elected Village Officials and Replacing all
References to `The President of the Board of Trustees' with `The
Village President'," as presented and waive the full reading thereof.
ROLL CALL VOTE:
Ayes: 4 - Trustees Butler, Caleel, McInerney and Savino.
Nays: 0 - None.
Absent: 2 - Trustees Craig and Kenny. Motion carried.

7. B. 5) ORDINANCE #2001- VCODE- REV -G -673 AN ORDINANCE
AMENDING CERTAIN SECTIONS OF TITLE 1
ADMINISTRATION, AND TITLE 10, BUILDING
REGULATIONS, OF THE VILLAGE CODE OF THE VILLAGE
OF OAK BROOK, IL
Staff has found provisions which were omitted, or inaccurately stated
within the new Village Code. The ordinance addresses a variety of
housekeeping measures as follows:
a) Inclusion of the cooperative purchasing provision from our old code
which was inadvertently omitted in adopting our new code;
b) A fee of $300 is imposed for an application for a variation under the
Stormwater ordinance;
c) A provision has been inserted which requires applicants to
reimburse the Village for outside consulting and inspection charges
which pertain to engineering inspections;
d) Pursuant to our instructions to bidders, our ordinance has been
amended to provide that a bid security is forfeited after 15 days —
not 10 days as currently stated;
e) Reference to the "bureau of inspections" has been replaced with the
current agency, the Community Development Department.
Motion by Trustee Savino, seconded by Trustee Caleel, to approve
Ordinance #2001 -VCODE -REV -G -673, "An Ordinance Amending
Certain Sections of Title 1, Administration, and Title 10, Building
Regulations, of the Village Code of the Village of Oak Brook, IL," as
presented and waive the full reading thereof. ROLL CALL VOTE:
Ayes: 4 - Trustees Butler, Caleel, McInerney and Savino.
Nays: 0 - None.
Absent: 2 - Trustees Craig and Kenny. Motion carried.
