SUBJECT: Old Harger Road Name Change /Clarification
It has come to staff's attention that the Village maps depict a street entitled "Old Harger Road" in front
of Lots 1, 2 & 3 within the Yorkshire Woods Subdivision. This existing right -of -way was apparently
the original Harger Road right -of -way before it was changed by the construction of the Tollway. The
name "Old Harger Road" also appears on the aerial sidwells and within the old plat books. j
The two residences which front on that street (Lot 3 is vacant), have addresses of 1 and 2 Yorkshire
Woods.
In reviewing this item, staff sees no reason to retain the "Old Harger Road" designation and it seems
most appropriate to revise it to "Yorkshire Woods ". This action would be in keeping with Ordinance S-
332 (copy attached) which renamed all of the streets within the Yorkshire Woods Subdivision to be
"Yorkshire Woods ".
Attorney Martens has prepared the attached ordinance which formalizes the name change.
This item is being placed on the Village Board agenda of March 14, 2000 for your consideration.

AMENDING CHAPTER 3 ENTITLED, "ALCOHOLIC LIQUOR"
OF THE CODE OF ORDINANCES OF THE VILLAGE OF OAK
BROOK, ILLINOIS:
Ordinance 2000- AL -RR -G -656, An Ordinance Amending Chapter 3
Entitled, "Alcoholic Liquor" of the Code of Ordinances of the Village
of Oak Brook, Illinois. Liquor Commissioner Bushy, Police Chief
Pisarek, Deputy Chief Cavalier, Lieutenant Haas, Crime Prevention
Officer Nugent, Village Clerk Gonnella and Deputy Village Clerk
Furman reviewed the ordinance and have requested amendments to the
ordinance for clarification of its regulations. Sections. 3 -18. Term;
Fees (a) is being revised to clarify that a liquor license expires as of
12:01 a.m. on July I" of each year. Section 3 -42. Display of license
requires that all current licenses be displayed together in an area visible
to the public and reasonably close to where the liquor is actually sold.
Section 3 -53. Closing; hours of business is being revised to clearly
state that it is unlawful for employees to consume alcohol during
closing hours of an establishment. Section 3071. Unlawful possession
and consumption by persons under age include the provision of "no
seating at the bar" This is to clarify to those hotel establishments with
arcade areas in a IOUn(-,e area that under age persons are not allowed to
sit at the bar
Motion by Trustee Caleel, seconded by Trustee Kenny, approve
Ordinance 2000- AL -RR -G -656 "An Ordinance Amending Chapter 3
Entitled `Alcoholic Beverages' of the Code of Ordinances of the
Village of Oak Brook, Illinois," as presented and waive the full reading
thereof. ROLL CALL VOTE
Ayes. 6 - Trustees Butler, Caleel, Craig, Kenny, McInerney and
Savino.
Nays: 0 - None.
Absent: 0 - None. Motion carried.

Now that all of the year -end accounting adjustments have been made,
several budget accounts, categories, and programs have been
determined to end 1999 over budget The Village Board's policy on
Finance, Taxation, and Budget outlines the following procedures for
budget administration and how these variances are to be addressed.
1. That the Budget Officer, with tine approval of the Village Manager,
may authorize transfers of budgeted fiends between accounts or
between account categories within a single budget program.
2 That any transfer of budgeted fiends from one budget program to
another shall be subject to approval by the Board of Trustees upon
the recommendation of the Village Manager. j
3 That any transfer from contingency shall be subject to approval by
the Board of Trustees upon the recommendation of the Village
Manager.

WHEREAS, there is located within the boundaries of the Village
of Oak Brook, Du Page County, Illinois, approximately 1400' west of
York Road, certain streets or public roadways known and designated as:
Menard Avenue
Kent Avenue
La Salle Avenue
Kendall Avenue
Yorkshire Drive
being bounded by Yorkshire Woods Subdivision: and,
WHEREAS, it is the opinion of the President and Board of Trustees
that the name of said streets or public roadways should be changed;
NOW „THEREFORE, BE IT ORDAINED by the President and Board of
Trustees of the Village of Oak Brook:
Section 1. That the name of the streets or roadways heretofore
known and designated as:

Kent Avenue

be, and the same is, hereby changed to "Yorkshire Woods ", and said streets

ORDINANCE 2000- ST -NC -S -961
AN ORDINANCE RENAMING A PREVIOUSLY NAMED STREET
WITHIN THE VILLAGE OF OAK BROOK
DU PAGE AND COOK COUNTIES, IL
WHEREAS, there is located within the corporate limits of the Village of Oak Brook, DuPage and
Cook Counties, IL, a certain street, approximately 1400' west of York Road, heretofore sometimes known
and designated as Old Harger Road, and
WHEREAS, the designation Old Harger Road has been known to confuse and inconvenience
motorists as well as residents; and
WHEREAS, the only properties obtaining access from Old Harger Road use Yorkshire Woods as
their addresses; and
WHEREAS, it is the opinion of the President and Board of Trustees that the name of said street
or public roadway should be changed;
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows -
Section 1, That the provisions of the preamble hereinabove set forth are hereby adopted as
though fully set forth herein
Section 2 That the name of the street or roadway heretofore known and designated as Old
Harger Road be, and the same is, hereby changed to Yorkshire Woods, and said street or roadway shall
from henceforth be known as Yorkshire Woods.
Section 3- That the name of the street heretofore known and designated as Old Harger Road
located within the corporate limits of the Village of Oak Brook, as depicted on the plat thereof recorded
November 14, 1947 as Document 534056 and rerecorded December 11, 1947 as Document 535991 and
incorporated herein by reference, be and the same is hereby changed and shall from now on be known
and designated as Yorkshire Woods
Section 4- That the Village Clerk is hereby authorized and directed to amend the official maps of
the Village of Oak Brook to comply with the provisions of this ordinance and to cause the recordation of a
certified copy of the ordinance in the office of the DuPage County Recorder
Section 5 That this ordinance shall be effective 30 days from and after notification by the
corporate authorities in writing by certified mail to the DuPage County Board of Election Commisshoners,
the Oak Brook Post Office and the 9 -1 -1 Emergency Telephone System Board of the change of street
name
