SUBJECT: Award of Contract- Self Contained Breathing Apparatus Purchase

BUDGET SOURCE/BUDGET IMPACT: #342-90100,in the amount of$184,933.
RECOMMENDED MOTION: I move that the Village Board issue a Purchase Order to
the sole proposer, Air One Equipment, Inc., South Elgin, Illinois, for the purchase of
replacement Self Contained Breathing Apparatus in the amount of$184,933.
Background/History:
A formal process for seeking Request for Proposals (RFP) for the purchase of Self Contained
Breathing Apparatus (SCBA)was approved by the Village Board and subsequently posted on
the Village website and sent to five(5) companies on Tuesday, September 20, 2016. One (1)
sealed proposal from Air One Equipment, Inc. was received on Tuesday, October 4, 2016.
The proposal received was evaluated for its content, responsiveness to the specifications, and
overall cost.
Additionally,the department was successful in obtaining an SCBA grant through the United
States Department of Homeland Security and the Federal Emergency Management Agency,
effectively subsidizing a good portion of the complete purchase and significantly reducing
the Village's financial obligation.
Prior to the Request for Proposals process, staff conducted a Request for Information,
having an opportunity to evaluate a number of manufacturers and their products. The
Fire Department and a majority of the sworn shift personnel overwhelmingly preferred
the MSA product offered through Air One Equipment. The department currently uses
MSA SCBA's in addition to many of our neighboring communities.

The following is a breakdown of the requested purchase and necessary incidentals as outlined
within the specifications of the RFP, and reflects the sealed pricing provided by the sole
proposer.

Purchase
Price
As a result,the total purchase price necessary to effectively replace our existing SCBA's and
bring the department into compliance is $184,933. Funding provided through the grant is
expected to offset the total purchase price by $134,280, leaving the Village with a remaining
balance of$50,653. A savings to the Village in the amount of$134,347 will be realized once the
grant monies are received.
Recommendation:
That the above motion be presented to the board for approval.
RESOLUTION 2016-FD-EQ-R-1597
A RESOLUTION APPROVING THE PURCHASE OF REPLACEMENT
SELF-CONTAINED BREATHING APPARATUS SYSTEMS
WHEREAS, the Village Fire Department ("Department") personnel utilize Self-Contained
Breathing Apparatus ("SCBAs')extensively; and
WHEREAS, the current SCBAs were purchased in 2004, and have surpassed their projected life
span,with repairs becoming cost-prohibitive; and
WHEREAS, replacing the current SCBAs will bring the Department into full compliance with the
most current National Fire Protection Association standards; and
WHEREAS, Village staff conducted a Request for Information, and subsequently on September
20, 2016, the Village posted a Request for Proposal for the purchase of replacement SCBAs; and
WHEREAS, the Village received one (1) sealed proposal offering SCBAs; and
WHEREAS, Air One Equipment, Inc. of South Elgin, Illinois ("Air One') was the sole proposer,
and its proposal was evaluated for content, responsiveness to the specifications, and overall cost; and
WHEREAS, the Village President and Board of Trustees, being fully advised in the premises,
have determined that it is in the best interests of the Village and its residents to authorize the purchase of
the SCBAs from Air One for an amount not to exceed $184,933; and
WHEREAS, the Department has successfully obtained grant monies in the amount of$134,280,
which will reduce the Village's responsibility to$50,653.
NOW THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows:
Section 1: Recitals. The foregoing recitals are hereby incorporated into, and made a part of,
this Resolution as the findings of the President and Board of Trustees of the Village of Oak Brook.
Section 2: Authorization of Purchase of the SCBAs. The President and Board of Trustees
hereby approve the purchase of replacement SCBAs from Air One for a price not to exceed $184,933.
Section 3: Execution of Required Documentation. The Village Manager is hereby authorized
to execute on behalf of the Village all documents necessary to complete the purchase pursuant to
Sections 3 of this Resolution.
Section 4: Effective Date. This Resolution shall be in full force and effect upon passage and
approval in the manner provided by law.
