S-1038 - 05/27/2003 - PERSONAL PROPERTY - Ordinances Supporting Documents3 b o y y VILLAGE OF OAK BROOK Village Board Transmittal Memorandum DATE: May 14, 2003 SUBJECT: Surplus Property FROM: Rania Serences, Purchasing Clerk RECOMMENDATION: That the Village Board adopt the attached ordinance, authorizing the sale of surplus computer equipment. The attached list of equipment has been taken out of service and is ready for disposal This equipment will be disposed of by first advertising for bids. If no bids are received, it will be offered to schools and not - for - profit agencies. Any remaining items will be disposed. The Village periodically disposes of older computer equipment for various reasons (all items still function). The PC's listed are approximately seven (7) years old, have slow processors, small hard drives and memory, and will not run our standard Windows 2000 or XP operating system and Office Suite. The 15" monitors are surplus due to their small size (we standardized on 17" a few years ago to accommodate the viewing space required for current software). The printers are older models that are not supported by current software. The variation is needed to accommodate a future expansion of the building and parking lot. In making this recommendation, the Zoning Board of Appeals found that the petitioner has satisfactorily addressed the applicable factors (including hardship) for approval of the variation. Village Engineer Durfey has technical issues relative to this request and felt that since the applicant needs to submit additional data and issues relative to this matter need to be further explored with the DuPage County Forest Preserve District, it would be appropriate to delay final action on this matter Village Engineer Durfey spoke of the problem with the DuPage Forest Preserve property having the installation of a pipe through it. Other options would be an underground pipe and then piping out on the ground later Trustee Aktipis stated the Zoning Board of Appeals looked at this as a hardship VILLAGE OF OAK BROOK Minutes Page 3 of 10 May 27, 2003 N., ORDINANCE 2003- PP- EXI -S- 1038 AN ORDINANCE AUTHORIZING THE VILLAGE OF OAK BROOK TO ADVERTISE FOR BIDS TO SELL CERTAIN PERSONAL PROPERTY, TO DONATE TO SCHOOL DISTRICTS AND OTHER NOT -FOR- PROFIT AGENCIES ITEMS THAT RECEIVE NO BIDS, AND TO DISPOSE OF REMAINING ITEMS WHEREAS, in the opinion of the corporate authorities of the Village of Oak Brook, it is no longer necessary or useful to or in the best interests of the Village of Oak Brook to retain the personal property described on the attached list now owned by the Village; and WHEREAS, the Village of Oak Brook wishes to advertise for bids to sell said personal property, to donate to school districts and other not - for - profit agencies items that receive no bids, and to dispose of remaining items NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows: Section 1: Pursuant to Section 11 -76 -4 of the Illinois Municipal Code, Chapter 65, III.Comp.Stat , 5111 -76 -4, the corporate authorities find that the aforementioned personal property is no longer necessary or useful to the Village of Oak Brook and the best interests of the Village of Oak Brook will be served by its receipt of bids, donation, or disposal.
