Martin, Library Directo 0 RECOMMENDATION: That the Village Board approve the attached ordinance adopting the Oak Brook Public Library's General Policy as adopted by the Library Commission at its meeting of May 20, 2003. The Library Commission completed its review of the General Policy and adopted it at the Commission meeting held on May 20, 2003. A copy showing Commission additions and deletions was circulated through the Manager's Memo on June 6, 2003. Several changes are incorporated into this document as this is the first review of the General Policy since the Library moved to its new home at 600 Oak Brook Road. The significant additions include: • Updating the Governance section to reflect current State law; • Minors are required to have parental permission to use the Internet and parents determine the level of access among "None," "Filtered," "Unfiltered." A parent who allows his/her child who is under age 14 to have unfiltered access must remain in the unfiltered lab at the same workstation as their child during the child's work session; and • Care of unattended children or children left without rides at closing time. Motion by Trustee Caleel, seconded by Trustee Korn, that the Village Board approve Ordinance 2003 -LY -EXI -S -1045, "An Ordinance Adopting a Revision of the General Policy for the Oak Brook Public Library" adopting the Oak Brook Public Library's General Policy as adopted by the Library Commission at its meeting of May 20, 2003. ROLL CALL VOTE: - Ayes: 5 — Trustees Aktipis, Caleel, Craig, Korin and Yusuf. Nays: 0 - None. Absent: 1 - Trustee Miologos. Motion carried. 4) RESOLUTION 2003-AG-FD-EXI -R-85 1, "A RESOLUTION RES 03- AG- FD -EXI- R -851 - AGR FOR AUTHORIZING EXECUTION OF AN AGREEMENT FOR FIRE FIRE SUPPRESN SUPPRESSION SERVICES WITH BUTTERFIELD COUNTRY SERV WITH CLUB" BUTTERFIELD CONTRY CLB The Village has a long history of offering fire protection service to Butterfield Country Club under an agreement as these agreements date back to 1963. Most recently the agreement expired November, 2002 and therefore a new agreement should be enacted. VILLAGE OF OAK BROOK Minutes Page 7 of 13 July 8, 2003 Ne 4 ORDINANCE 2003- LY -EX1 -S -1045 AN ORDINANCE ADOPTING A REVISION OF THE GENERAL POLICY FOR THE OAK BROOK PUBLIC LIBRARY WHEREAS, the Village Board of the Village of Oak Brook passed Ordinance 94- LY -E1 -S -778 entitled, "An Ordinance Adopting a General Policy for the Oak Brook Free Public Library" on August 9, 1994, and WHEREAS, the General Policy adopted in 1994 requires the Library Director and Library Commission to review that policy biennially which was last modified on July 28, 1998 and codified as Ordinance S -907, and WHEREAS, Avenues to Excellence, a document prepared by the Illinois State Library and used in establishing standards set forth in the Village's General Policy, has been superseded by Serving Our Public, a document adopted by the Illinois Library Association in November, 1995, and effective August 1, 1996, and WHEREAS, one of the chief recommendations contained in Serving Our Public is that library governing boards adopt and periodically review their written policies for the operation of their libraries, and WHEREAS, the Oak Brook Library Commission and Library Director have revised the General Policy adopted in 1994 to conform with the suggested policies set forth in Serving Our Public, and WHEREAS, the attached General Policy, as revised, has been approved by both the Oak Brook Library Commission and the Library Director, and WHEREAS, the attached General Policy, as revised, provides Library staff with guidance in standardizing service in a consistent, fair manner, and WHEREAS, it is in the best interests of the Village of Oak Brook that the attached revision of the General Policy be adopted NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK BROOK, DU PAGE AND COOK COUNTIES, ILLINOIS as follows Section 1 That the provisions of the preamble hereinabove set forth are hereby adopted as though fully set forth herein Section 2.
